A section of Maoists in India has decided to abandon armed struggle and instead opt for open democratic practices to carry forward their fight for justice for the poor and the marginalised.

The decision to give up violence as a means of achieving their political goals comes at a time when large swathes of India are in the grip of a conflict between the Maoists and government security forces leading to the deaths of hundreds of paramilitary forces, the police, Maoist fighters and civilians caught in the crossfire.

At a meeting held at a secret location near the southern Indian city of Bangalore, a breakaway section of the leaders of the Communist Party of India (Maoist) told reporters that the path of armed insurrection was outdated in modern-day India, with its globalised and liberal economy.

The new thinking has been in the pipeline for the last seven years and several discussions have been held within the CPI (Maoist). Those who were convinced formed the breakaway Revolutionary Communist Party (RCP).

The public declaration of abandoning armed violence has come following the intervention by a group of writers, poets and journalists in the southern Indian state of Karnataka. This group, which had asked the Maoists to lay down arms, met state chief minister Siddaramaiah requesting him to help integrate the breakaway Maoists into mainstream politics.

For mass movement

Two top leaders of the breakaway faction Noor Zulfikar (aka Noor Sridhar) and Sirimane Nagaraj are wanted by the police in several cases. Talking to reporters they said if the police dropped the cases against them they would work in the open. Although a large section of the Maoist cadre was in favour of the new thinking, the leadership did not acknowledge, much less address the concern.

The underground party was not up to accepting the challenge of exploring a third alternative because "its very structure will crumble".

In the last seven years the breakaway faction has quietly studied people's movements around the world and this has been enlightening. "We realised the blunder of not studying Ambedkar (leader of the so-called lower castes or dalits). All the while, we have focussed only on Marx, Lenin and Mao. We believe that we have much to learn from the Gandhian movement as well," he said.

The two leaders said a large number of cadres within the Maoist movement favoured abandoning armed violence and instead going in for an open non-violent system of protest. The question however is how many would follow their belief and break away from the hard -line Maoists.

Since the late 60's Maoists have entrenched themselves in large parts of India including the states of Andhra Pradesh, Karnataka, Orissa, Maharashtra, Madhya Pradesh, Bihar, Chhatisgarh and West Bengal. In the violent conflict that has peaked and ebbed periodically over the years, thousands have lost their lives. Prime minister Manmohan Singh even described Maoist violence as India's biggest internal security threat.

JOHANNESBURG (Reuters) - South Africans united in mourning for Nelson Mandela on Friday, but while some celebrated his remarkable life with dance and song, others fretted that the anti-apartheid hero's death would leave the nation vulnerable again to racial and social tensions.
President Jacob Zuma said Mandela would be buried on December 15 at his ancestral home in the Eastern Cape.
South Africans heard from Zuma late on Thursday that their first black president, a Nobel Peace Prize winner, had died peacefully at his Johannesburg home in the company of his family after a long illness.
On Friday, the country's 52 million people absorbed the news that the statesman, a global symbol of reconciliation and peaceful co-existence, had departed forever.
Zuma also announced Mandela would be honored at a December 10 memorial service at Johannesburg's Soccer City stadium, the site of the 2010 World Cup final.
"We will spend the week mourning his passing. We will also spend it celebrating a life well lived," Zuma said.
Mandela would be laid to rest at his ancestral village of Qunu, 700 km (450 miles) south of Johannesburg, in a plot where three of his children and other close family members are buried.
Despite reassurances from public figures that Mandela's death at 95, while sorrowful, would not halt South Africa's advance from its apartheid past, there were those who expressed unease about the absence of a man famed as a peacemaker.
"It's not going to be good, hey! I think it's going to become a more racist country. People will turn on each other and chase foreigners away," said Sharon Qubeka, 28, a secretary from Tembisa township. "Mandela was the only one who kept things together."
Flags flew at half mast across the country, and trade was halted for five minutes on the Johannesburg stock exchange.
But the mood was not all somber. Hundreds filled the streets around Mandela's home in the upmarket Johannesburg suburb of Houghton, many singing songs of tribute and dancing.
The crowd included toddlers carrying flowers, domestic workers still in uniform and businessmen in suits.
Another veteran anti-apartheid campaigner, former Anglican Archbishop of Cape Town Desmond Tutu, said that like all South Africans he was "devastated" by Mandela's death.
"Let us give him the gift of a South Africa united, one," Tutu said, holding a mass in Cape Town's St George's Cathedral.
Tributes continued to pour in for Mandela, who had been suffering for nearly a year from a recurring lung illness dating back to the 27 years he spent in apartheid jails, including the Robben Island penal colony.
U.S. President Barack Obama and British Prime Minister David Cameron were among those who praised him. The White House said Obama would travel to South Africa next week to participate in memorial events.
The flags of the 193 United Nations member states along First Avenue in Manhattan, New York were lowered at 10 a.m. EST (1500 GMT) in honor of Mandela. The U.N. General Assembly observed a minute of silence.
The loss was also keenly felt across the African continent. "We are in trouble now, Africa. No one will fit Mandela's shoes," said Kenyan teacher Catherine Ochieng, 32.
Former Zambian President Kenneth Kaunda, an old ally of Mandela's in the struggle against apartheid, hailed him as "a great freedom fighter".
POLITICIANS NOW "NOTHING LIKE MANDELA"
For South Africa, the death of its most loved leader comes at a time when the nation, which basked in global goodwill after apartheid ended, has been experiencing labor unrest, growing protests against poor services, poverty, crime and unemployment and corruption scandals tainting Zuma's rule.
Many saw today's South Africa - the continent's biggest economy but also one of the world's most unequal - as still distant from the "Rainbow Nation" ideal of social peace and shared prosperity that Mandela had proclaimed on his triumphant release from prison in 1990.
"I feel like I lost my father, someone who would look out for me," said Joseph Nkosi, 36, a security guard.
Referring to Mandela by his clan name, he added: "Now without Madiba I feel like I don't have a chance. The rich will get richer and simply forget about us. The poor don't matter to them. Look at our politicians, they are nothing like Madiba."
The crowd around Mandela's home in Houghton preferred to celebrate his achievement in bringing South Africans together.
For 16-year-old Michael Lowry, who has no memory of the apartheid system that ended in 1994, Mandela's legacy means he can have non-white friends.
"I hear stories that my parents tell me and I'm just shocked that such a country could exist. I couldn't imagine just going to school with just white friends," Lowry said.
Tutu tried to calm fears that the absence of the man who steered South Africa to democracy might revive some of the ghosts of apartheid.
"To suggest that South Africa might go up in flames - as some have predicted - is to discredit South Africans and Madiba's legacy," Tutu said on Thursday. "The sun will rise tomorrow, and the next day and the next ... It may not appear as bright as yesterday, but life will carry on."
MAY HURT ANC IN LONG TERM
Zuma and his ruling African National Congress face presidential and legislative elections next year which are expected to reveal discontent among voters about poverty and unemployment 20 years after the end of apartheid.
But the former liberation movement is expected to maintain its dominance in South African politics.
Mark Rosenberg, Senior Africa Analyst at the Eurasia Group, said that while Mandela's death might give the ANC a sympathy-driven boost for the next elections, it would hurt the party in the long term.
He saw Mandela's absence "sapping the party's historical legitimacy and encouraging rejection by voters who believe the ANC has failed to deliver on its economic promises and become mired in corruption".
Mandela rose from rural obscurity to challenge white minority rule - a struggle that gave the 20th century one of its most respected and loved figures. He was among the first to advocate armed resistance to apartheid in 1960, but was quick to preach reconciliation and forgiveness when the white minority began easing its grip on power 30 years later.
He was elected president in all-race elections in 1994 after helping to steer the divided country towards reconciliation and away from civil war.
Mandela was awarded the Nobel Peace Prize in 1993, an honor he shared with F.W. de Klerk, the white Afrikaner president who released him in 1990.
In 1999, Mandela handed over power to younger leaders better equipped to manage a modern economy, a rare voluntary departure from power cited as an example to African leaders.
This made him an exception on a continent with a bloody history of long-serving autocrats and violent coups.

CHOGM: British PM had stated that talks along with Gujarat CM, Modi, could be held. It is being viewed as Modi's popularity. He had come on third visit to India during past two years. Discussion would be held with PM on bilateral issues, regional & international issues. Also, issues of Vodafone tax liability & trade & investment would be discussed. He would also be visiting IIM, Kolkata & West Bengal CM. Later, he would be attending CHOGM meeting at Sri Lanka on 15-16 November.

RBI Governor had tried to present new picture of Indian economy. He had stated that Current account deficit would not be more than 5600 crore dollars. Also, RBI would be releasing 8,000 crore INR in Banking system for liquidity purpose.
As per Rajan, it is around three percent of GDP. Earlier, Fin. minister had stated it to be around 7000 crore dollars. After estimating past two months exports, it was estimated to be around 6000 crore dollars. He had hoped that due to exports increase, better monsoon & increased industrial production, second six monthly would have better economic growth rate. Analyst state that due to increase in CAD only, rupee value had fallen.

Modi brand: Two members of US commission on Freedom of religions had stated that he had been "Poster boy" of India's failure to punish violence maker. In a special blog on Mahatma Gandhi, they had stated that Gujarat's one son had viewed of resilient & religious society. Therefore 2014 is near. It is to be seen whose viewpoint is accepted. Which India- whether resilient or non-resilient?
The members have been Dy. Head & Commissioner. The blog is titled, " The two faces of India" in "Global Public square" being run by Farid Zacharia. As per them, Modi had been CM during year 2002 when riots had happened.

Times magazine has issued list of sixteen most influential adolescents, which includes young singers, sportsman, S&T specialist, writers & media icon. Obama's daughter along with Malala had been included in it. Obama's daughter has been hailed for mature behaviour including speech after Obama became PM for second time. Malala had already been nominated for Nobel peace prize. Justin Beiber is included along with Golfer Ladia and swimmer Franklin. d

INELO: INELO party's MLA Abhay Singh Chautala had released a CD wherein health minister had been shown as dealing of Change of Land use(CLU) of Palwal's 30 acre land at around 30-50 crores. The CD is of 2.5 minutes duration and is prepared on May 22. The CD was released at Chandigarh's Sector-43 situated hotel. Also, earlier around eight Congress leaders CD had been issued by INELO. In the released CD, the minister is stated to be talking along with agent for file clearance for which 50% payment would be made within ten days followed by next payment within fifteen days time.

CCI: Competition Commission of India had approved Jet-Etihad deal. It would have 24% stake of Abu Dhabi based Etihad airways. Now, Foreign investment worth 2,058 crore INR would be possible.

Today is twentynineth death anniversary of late PM, Smt. Indira Gandhi. Her father, Nehru, had been involved in freedom fighting. She made "Vanar Sena" during the age of eleven. She joined Indian National Congress during 1938.

Fodder Scam: Fodder scam accused, Lalu Yadav, who had been sentenced for a period of five years had appealed before the High court for bail. It was heard yesterday before the High Court, Patna. He along with Jagdish Sharma, MP, had lost House membership for which hearing would be done today. His bail petition had been rejected by Patna High Court.
Earlier, CBI had argued that he was aware of illegal withdrawal from treasury since 1990. A meeting was held during 1993 for preventing it. The then Cabinet minister had recommended for CBI checking for illegal withdrawal of 26,000 INR. Lalu's counsel had argued that it is nowhere related to fodder scam. Also, Animal husbandry's the then administrative officer had stated that he had seen Lalu Yadav coming out after taking five lakh INR from Sinha. He was made govt. witness later.

Sahara group: Sahara group's counsel had filed a petition before Supreme Court that there is difference in Court order on paper & that appearing on website. He had stated that he doesn't want reconsideration of Court order but only to bring it to the notice regarding the anomaly. The apex Court had stated that he should file review petition for such consideration. The Court had ordered that he should hand over the documents within a period of three weeks to SEBI failing which he would not be allowed to travel abroad.

JPC/2G scam: The final report had been submitted by Head, Chako. It would be presented during the upcoming Parliamentary session. The eport had held DMK MP & Ex-telecon. minister as guilty of scam whereas PM & Fin. minister had been given clean chit.

Surrogacy: Home ministry had issued directives/ orders on surrogacy. After November 1, there would be no concession for tourist visa holders. As per order, it is not right class and medical visa is appropriate. It is to be ensured that there would not be any fraud done with surrogate mother. The other conditions are foreigner should be married with minimum two years of marriage. Also, foreign ministry would write a letter that the country approves surrogacy and biological child would be given entry. Foreign couple would give statement about taking child's care.

Ahmedabad: A Gujarat court on Wednesday rejected the bail plea of self-styled godman Asaram Bapu, currently lodged in prison on charges of sexually assaulting a minor.
Asaram had on October 24 moved the sessions court in Gandhinagar for regular bail on grounds of delay in filing of FIR in connection with another sexual assault case lodged by two Surat-based sisters against him and son Narayan Sai.

Asaram was brought to Gujarat earlier this month on a transit remand from Jodhpur. Thereafter, the 72-year-old was quizzed extensively by Ahmedabad Police during the seven-day remand granted by a Magisterial Court in Gandhinagar. He was later taken back to Jodhpur.
A Special Investigation Team (SIT) of Ahmedabad police is probing the sexual assault case filed against Asaram.
The elder of the two sisters had accused Asaram of sexually assaulting her between 1997 and 2006 when she had been living in his ashram on the outskirts of Ahmedabad.
The younger one had filed a complaint against Sai, who is absconding, accusing him of repeated sexual assault between 2002 and 2005 when she was living in Surat ashram.

Anti-corruption: From January 2008 since August 2013, around thirty-two minister level officials matter regarding charges of corruption had been completed. A report issued by Supreme People's Procuraterate had revealed it. As per Xinhua, Procurator General had told that during the period around 1,67,000 people had been taken for trial on charges of corruption in which around 1.5 lakh people were sentenced by the Court. During the China's topmost legislative institute, National People's Congress Standing Committee's bimonthly session, the report had been presented. He had told that 65,629 govt. officials had been investigated out of which 23,246 people had been found guilty on charges of corruption.
As per report, the persons sentence for corruption charges had been 19.5% more during 2008-12 against 2003-07 whereas people giving bribe had increased by 60.4%.

RJD/Lalu Yadav: The Ex-Chief minister who had been imprisoned in Birsa Munda Central jail is stated to be in danger due to which IG(Prison) had stated to increase his security with special attention. Upon IG's
direction, Addl. IG had visited the Central jail and got apprised of the situation. He had told to keep vigil on visitors so that any untoward incident could be averted.
The supporters who went there to meet him had conflict with security personnel. It is learnt that lathi charge had also been done but it is denied. The jail administration had also got fed up with visitors. They had informed their higher ups that with existing force, it is not possible to provide adequate security.

US/Pak relations: White House had stated that for security of it's citizens and nation, bilateral relations with Pakistan are important. However, complexities are not ignored. The White House spokesman had stated that Prez. Obama is eager to meet Pakistani PM, Sharif on Wednesday. Though relations are complex but when national security comes, it becomes important. PM, Sharif would be meeting White House officials too. His visit would be important for strengthening such relations.
US had also stated it's decision to provide aid & security grant worth 160 crore dollar to be correct. Both countries had suffered strained relations during the year 2011-12 when only civilian aid had been provided.

Third Front: The regional parties are ignoring it but efforts are now being made for bringing non-Congress non-BJP govt. Upon initial efforts by JD(U), SP, AIADMK, JD(S), & JMM parties would gather on
October 30. JD(U) President had stated that coordination would be discussed besides communalism, price hike & corruption issues. He also told that it should not be construed as third front. It would be made
after the election. The efforts were being made since long. At New Delhi's Talkatora Stadium, all left parties leaders, Bihar CM, SP Chief, & UP CM, AIADMK MP, Ex-PM, JD(Biju), would be present during meeting. A letter had been sent by Sitaram Yetchury. AIADMK Chief, & Biju JD chief would be sending representatives. Due to left wing objection, YSR Congress leader had not been called. Also, TDP leader had been neglected.
Charging BJP of communal based politics, JD(U) chief had stated that due to division of opposition, fight had been weakened. Present govt. policies had weakened the nation. All issues would be discussed for having country's reins in the hands of person wo could take everyone together. He told that coalition could not be discussed. He had also denied that JD(U) would be with Congress in Bihar elections.

AAP: Aam Aadmi Party would be taking suggestion through mobiles for preparing it's manifesto. A special number would be provided for sending SMS so that Delhite's would be able to give suggestions through SMS or audio messages. Based upon it, State level and/or constituency level manifesto would be prepared.
AAP is preparing 71 manifesto during assembly elections. State level & 70 constituencies would have separate manifestos. It is being experimented at Delhi only. Various ways are being found to get more
suggestions. Email, social media, nukkad meetings are being adopted for it. Now mobile is also being used. Also, form filling is being done for taking suggestions.
AAP believes that today almost all have mobiles. Therefore, it would increase it's base through it. A special number would be used for sending SMS wherein it would be asked for giving suggestions through SMS or audio message. The later could be done on number provided for recording. Karaval nagar's candidate campaign management is being looked by Seattle based software specialist who had stated that SMS & recordings would be listed. Likewise, stalls would be made at various places for taking suggestions through forms. Party leaders had stated that experiment would be started within a day or two. Practical manifesto
would be made initially at Karaval nagar. A central committee is being made at State level followed by one for each assembly seat. Besides providing guidelines, assembly committee's problems would also be
resolved.

Paid news: The claims of various political parties regarding mob assembling could create problem. As per sources, National parties like Congress & BJP are dismayes as such claims could be put under Paid news. The Election officials state that report on such claims would be prepared and action would be taken on it.
Actually, EC was just keeping eye on meeting of various political parties and language so that unnecessary issues might not surface/ But not only head counting but video recording and estimation of mob is also being asked for. This had caused political parties in trouble. EC had made it clear that such news regarding mob number could affect election and be counted for it. No action would be taken on media but information about it would be sent to PCI and Broadcasting Standards Association.  Also, fake campaigning is not allowed during upcoming elections. All candidates and parties would have same "Level Playing Field".

Clinical test: Supreme Court had been strict upon clinical trial of drugs. The Court had stated that test should be for benefit of people and not for the companies. The matter had been filed by NGO with hearing scheduled for December 16. The Addl. solicitor general had statd that test is not sufficient to prevent any untoward incident. It should be free from any lacuna. The proposal for discussion by apex committee & technical committee would be done prior to acceptance of 157 tests. It is to note that govt. had constituted
these committees stating that it would consider about danger & need for test. The govt. had given approval for 162 tests. Only five had been approved.

IEC: 77th International Electrotechnical Commission general meeting would be held at New Delhi's Science auditorium. It would have 900 participants from over 100 countries. IEC is a global body which provides international standards for electrical & electronic equipments and devices used in offices, homes, factories etc. IEC has 164 member countries representation. Bureau of Indian Standards (BIS) represents India and is member of 66 technical committees too. It is also observer member of 85 technical committees. During the meeting,
IEC standards committee & policy makers would discuss upon international standards in electrotechnology fields for future strategy and directions.

MNC/NELP: After POSCO & Arcellor Mittal, Australian MNC BHP billitonis leaving India after stating that it would return nine of ten oil
fields acquired by it during past nine rounds of auction under NELP. As per the company, it had not got essential clearances from Defence ministry. The decision had come at a time when tenth round of auction
would be started. Fearing wrong message to investors, the Petroleum ministry would try to remove obstacles in it's path for getting essential clearances.
Earlier too, CCI had played important role in getting such oil fields amidst objection of Defence ministry.

World_Osteoporosis_day

Today is World Osteoporosis day. As per Specialists, male persons are getting affected after sixty years of age. Osteoporosis is caused due to Calcium deficiency in the bones. It occurs at a later stage & becomes cause for bone fracture in knees, shoulders, hips etc.
After coronary diseases, it is second risky for health. Awareness regarding it is lesser (8-10%) in women folks who are 93% aware of such diseases.
By 2013, around 36 million persons would be affected by it. In the absence of Calcium, it occurs. Doctors, therefore, suggest for being in sunlight as it is major source of Vitamin D.
Bone density tests are conducted to assess it. Healthy diet is absolutely necessary to avoid it.

{Japan's_Nuke_disaster,Asaram_Bapu,Jet-Etihad_deal,Election contest&ADB}

Japan's Nuke disaster: At Fukushima nuclear plant, another tank had started leaking radioactive material, which is probably reaching Pacific Ocean. It is second such incident during past two months.
M/s Tokyo Electric Power Co.(TEPCO) had stated that around 430 litres of radioactive water had leaked. Due to increased international warning, Japanese govt. had stated that it would provide amount for better water management inside the plant. Japanese govt. spokesman had told correspondents that with new leakage, the efforts towards management of hazardous waste is not proper. However, the situation is under control. TEPCOs damaged reactor got new storage water tanks built in haste & is now dependent upon it.
It is to note that during March 2011, devastating tsunami & earthquake had damaged the plant. With new leakage, concerns are there. M/s TEPCO would be facing more criticism.

Asaram Bapu: At Jodhpur High Court, the govt. prosecutor had alleged that Asaram is a paedophile. If he is granted bail, he could again lure kids. His bail petition had been rejected by the Judge. Earlier, his cousel, Jethmalani, had filed some documents about the girl i.e. her mental condition, her age certificate, his FB account & Facebook activity.

Jet-Etihad deal: SEBI had stated clearly that amended agreement amidst Jet & Etihad airways would not render control over Jet. The deal is as per laws with 24% stake of Etihad, abu dhabi based airline. Also, the deal worth 2,058 crore INR would not require any open offer. It would not have Jet's promoter unit. The Commercial cooperation agreement (CCA) would have final control of govt. This is based upon information provided by both airlines for proposed agreement. Both air lines had announced the deal during April this year. But due to CCI & SEBI's objections, it got delayed. Also, FIPB had approved it with some conditions. The effective control would be rendered to domestic airways. Also, Acquisition rule 2011 would not be effective over the stated deal. SEBI had already told Fin.ministry in this regard.

Election contest: After the Supreme Court's order regarding rejection of candidates contesting election, it is stated that no other declaration is required for declaring a candidate found guilty or sentenced as ineligible. The seats getting vacant and filling process is only debatable. The interpretation of Supreme Court is only route
left. As per RP Act Cl.8(4) getting rejected by Supreme Court order dated July 10, the role of President and Governor also comes into play. Some lawyers cite some such instances to be arguable. The legal matters
related to constitutional issues are sometimes based upon facts. But it is not for ineligibility of candidates. Now,  Congress MP, Masood, is found guilty. The matter would be read along with constitution art 101, 102, & RP Act 8. His seat(s) would get vacant for which no order is required. But filling of it would need decision by President or
Governor.
The Special part of decision talks of those matters where ineligibility is related to facts say for e.g. the person was holding profit making post. But it is not considered for sentence. If the member gets relieved through Appeal,his membership would continue. If a member is declared ineligible, despite his getting relieved his membership could not be revoked.



Asian Development Bank(ADB): ADB had reduced development rate to be 4.7%. It was stated to be 6% earlier during April. It is cut due to rupee value downfall. as per Bank's report, due to infrastructure development and reforms getting delayed, investment problems are surfacing. Besides, US Fed. Reserve had stopped incentive packages due to which Foreign cash inflow might be affected. Also, due to slacking of chinese economy, Asia's growth rate is reduced. It would be six percent, which was earlier told to be 6.6%. During the year 2014,
Asia's growth is reduced from 6.7% to 6.2%.

Welcome. Day before yesterday was World Tourism day. Also, today is World Heart day.

Heart day: Around 70% of women's death in urban areas is caused due to heart diseases especially due to their diagnosing lately. Many lives get lost due to smoking. Speaking on World Heart day, Asian Heart Institute, Mumbai's Vice President stated that it is better to refrain from tobacco consumption. The theme of World Heart day is "Prevention of Heart related diseases in Women & childrens".  The said doctor had come into light after successful operation during the year 2009. He stated that smoking in urban women folks could have dangerous effect. Bombay Hospital heart specialist had stated that fast life & fast food culture had increased heart diseases. Diet should be taken care of. Every year lakhs of people die due to heart attack & heart related diseases.
ICMR research paper suggests that during the decade of 90s, every year 22.6 lakh people died due to heart diseases. By the year 2020, it had reached 47.7 lakhs. As per UNICEF report, every year 260,000 childrens are affected with heart diseases out of which only 10% get cured. A 45 minute exercise daily could help prevent such heart diseases.

Civil nuclear deal 1-2-3 : After five years of historical civil nuclear deal, first commercial tie-up had been done amidst India & US. The initial commercial agreement had been signed by Nuclear Power Corp. of India Ltd. and Westinghouse Electric co. The AP-1000 reactor technique would be utilitized in Gujarat & AP for setting up of Nuclear Electricity plants. This would have six AP-1000 reactors installed at Gujarat's Chaya-MithiVirdi nuclear power project worth 1400 crore dollars.
During the said agreement, Obama had stated that enough progress had been made on civil nuclear issue. Now, it had been turned into a reality. A fact report by White house stated that US would continue to support India on license membership. Also, agreement for information sharing amidst Nuclear Regulatory Commission (NRC) & AERB on nuclear security matters is being considered.

Syria: United Nation's Security Council had accepted proposal regarding destruction of Syrian chemical weapons. The proposal includes warning that if Syria doesn't follow the proposal, strict action would be taken against it. After one month of diplomatic efforts, the 15 member UNSC had voted on Saturday on it. The proposal is based upon agreement amidst US & Russia. It is to note that on August 21 at Damascus suburban region, around 1500 people died due to chemical attack. UN investigation team had also confirmed about usage of chemical weapons.

PoS security is the Bank's responsibility. Central Bank,RBI, had denied any further extension in regard to implementation of Security standards. If any fraud is done to the customers using credit or debit card, it would have to be compensated by the Banks. A notification had been issued in this regard to
implement the same by Sept.30, 2013. The notification states that if any fraud happens at PoS, it would be complained to card issuing bank.
The Bank would have to take action within a period of three days. It would have to ensure that proper security standards are met at PoS. The Bank would have to pay disputed amount within a period of seven working days. A fine of one hundred rupees would be payable beyond it.

Aeroshow: The Seoul Aeroshow would have Aakash & Prahaar missiles exhibited during it. It would commence from October 29. As per Air Defence program Director, the missiles would be having range of 125-150 kms with Aakash strike range upto 30 kms. Prahaar would be inducted by 2015 in the Defence forces. These missiles were developed after Prithvi-1 expiry period.

Kenya: Ignoring the terrorist outfit, Al shabab's threat, Kenya had refused to call back it's Army from Somalia.. After the capital Nairobi's Westgate Mall incident, Al-Shabab's mastermind, Abu Zuber alias Goden, had threatened that if Army is not removed from Somalia, some such attacks would follow. It is to note that around 67 people had died in the said attack.

Supreme Court had given verdict on a PIL filed by PUCL, which had been pending since past nine years. The verdict was kept safe during past hearing on August 29. A separate button would be provided in the existing voting machine which would have option as none of the above. The Election Commission had supported the petition whereas the govt. had opposed it. If the voter doesn't like any of the contestant, he could opt for it. The matter would be reported to the Election Officer for filing in a separate register. But it doesn't remain secret. With a button in the machine, it would be kept secret.
Whereas JD(U) had supported it, BJP would be studying it and react later. Constitution specialist had stated that there is no legal objection.

The IAS officer who was suspended by SP govt. in UP had drawn widespread criticism. The Centre  had asked for all State govt. to use it as last option. Normally 45 days time is granted to them to keep their statement. As per Handbook, it should be considered whether by transfer the purpose could be served or not. The Service rules are amended upon recommendations of Hota committee made during 2010. In handbook, the new rules are not added but are made easier giving justification. It is to note that after IAS suspension, IAS & IPS associations had demanded changes in suspension rules.

He stated that Indians had been residing there since the time of Gandhi's and expressed concern towards terrorism. He appealed for unity to curb it. Gujarat CM, Modi, had stated that terrorism doesn't have any religion or caste. It is only meant for blood shedding. He praised about NDA govt's tenure and also criticized UPA's govt. During the NDA govt, Indian along with the world had made progress. But after UPA govt. came into existence, progress got hindered. He termed it as failed govt. on all fronts from security to employment, price hike etc. He called on for all to move ahead. In his lecture, he also mentioned about Advani and told BJP as common man's party. He stated that common man has hopes from BJP, which is responsibility of party. Modi had criticized Central govt. statements about poverty and poor people. Ramdev: After Baba Ramdev being interrogated at Heathrow airport, he got any stating that despite writing letter to foreign minister, Central govt. had not helped. Even a red alert notice is issued against his name, which is normally done for terrorist and criminals. He told Indian govt. to be behind it suspecting it to be villain. It is to note that he had been to Britain for organising Yoga camps by Patanjali Yoga peeth trust and discussions.
JP: The JP leader, who had filed a petition seeking stricter action against juvenile in Delhi's gangrape case, had stated that Bank's deposits or share investment could be kept out of Income tax. It would only impose burden of two lakh crore INR. Mere Coal block allocation at market price could fetch 12 lakh crore INR. He told that domestic saving should be promoted. He had cited rupee value downfall stating that during Vajpayee's tenure rupee value fell by four rupees but during PM's tenure, it fell by 23 rupees.
Social media : The Modi's effect is quite apparent amongst youths and middle class, which had caused Congress Managers to change their strategy. Whether it is Modi's peculiar oratorial skills or results of Modi's team efforts in social media since long time. Around 2.5 crore youths would be voting afresh for which Congress is also preparing for election campaign. In this direction, initially Modi's claim would be postmortemed along with his dreams by Congress social media. Also, in Congress survey it is found that he had emerged as powerful leader. Therefore, Congress managers believe that Rahul Gandhi would have to be shown as poor's hope. From Food security upto land acquisition bill, Rahul Gandhi had been presented likewise. Later, additional ten spokesman were added thereby making them to forty six in total. Modi is stated to have worked upon social media. Therefore, Congress would also have such campaigns run against Modi. It is learnt that Rahul's working plan of rallies would be highlighted upon since next month's initial week itself in the social media. The party strategist state that Modi's tantrum was only uptil two months but now it is going downwards. His fake claims & promises would be bent down besides terming him as "Feku".

Pakistan: Pakistan's Marine security agency had arrested 58 fishermen folks who had entered into Pak's territorial waters. It is to note that recently 337 fishermen folks had been released from Pak's prison. The Security agency had confirmed that Indian fishermen had been arrested and nine boats had been seized. MSA commander had stated taht security personnel had arrested 58 fishermen folks. He stated that they had crossed regional borders and entered into Pak's region for catching fishes. Despite warnings, they had continued to be there.
 
Railways: The Iron Ore transportation non-tax paying Steel companies would be targeted by Railways. The Railway Board had issued notices to 17 companies including Essar Steel, Rashmi Metallics etc. However, Railway is not agreeing upon CAG estimate of loss of 17,000 crore worth revenue. As per Railways, it is around 2,000 crores INR including four years tax & penalty.
The CAG's interim report stated that Iron ore mining and exporting cos. had caused a loss of 17,000 crores INR during the period from 2008-09 upto 2011-12. These companies had not paid the goods tariff. They had paid for domestic rates rather than exporting rates. As per Railway Officials, the matter was brought to the notice by the Railways itself and complained to CVC.
During past four years, these cos. had caused damage of 300 crores INR which is around 2000 crores after fine imposed. The Rail ministry had, in 2008, implemented goods tariff policy for pellets. The export rate for pellets is four times more than domestic one.
Later, Essar Steels had agreed to pay 89 crores as penalty. But Rashmi Metallics had gone to the Court for alleged damage of 132 crores INR. A total of 660 crores INR is liability along with 528 crores INR as penalty. Many other cos. had gone to the Court.
Judicial Commission: Law minister had presented an amendment bill in which political executive would have an role in appointment of Judges. Also, a bill regarding appointment of Judges is presented and sent to Committee. In a Supreme Court's decision during 1993, it had stressed upon making it more transparent. Citing anomalies in Collegium system presently adopted, Parliamentary committees have opposed it besides National Commission headed by CJI to review the working of the Constitution.
The Commission had presented it's report during 2002. In the report, Supreme Court's proposed collegium system was opined as giving seniority to other's viewpoint. It includes President too. The Commission had stated that as per Art. 124, Judges appointing powers is reserved with President. He uses it after taking advise of CJI. In S.P.Gupta case, Supreme Court had stated that as per Art. 217, Judges recruitment process had three parties standing on same foot. Whereas Second Judges case had reverting of decision by Supreme Court. In it, Supreme Court had stated that CJI should consult two senior Judges and the decision should be of the group. In any case, decision of the President would be final.
As per proposed bill, Judicial appointment Commission would be headed by Chief Justice of India. It would have two senior Judges besides Law minister and two other chief members. The Secretary, law ministry would be it's co-ordinator.
However, the proposal brought up by Congress needs attention as it had been reluctant to autonomy of the institutions. During the decade of 70s, it had attacked Judicial system. During April 1973, it had ignored Senior Judges and again in January 1977, it had sidelined seniority. It had brought 42nd amendment. Since 1980s, it reverted back to traditional approach. It is alleged of appointing CVC, Election Commissioner without considering eligibility. Also, 2G & Coal block allocation scam revelation had been hit. CBI is stated to have been misused in Bofors case too. After twenty five years of checking, it had no outcome.
The Judges appointment process would have secretary as coordinator and as he is responsible for putting up proposals, it would not be appropriate to give him the said responsibility. It is oft happening that bureaucrats work under political pressure. This appears to be a weak link.
Govt. reduction: To curb fiscal deficit, Fin.ministry had issued new list of measures to curtail it. The Fin. minister had kept target of fiscal deficit to be within 4.8% of GDP. But the rupee value fall out had increased subsidy. Seeking it, a 10% reduction is planned in all ministries expenses. Some of the measures are;
1. Economy class domestic air travel.
2. No assistance to colleagues during travel.
3. The Five Star Hotel conference and meetings are withheld.
4. All new recruitments and new vehicle purchase are restricted.
5. The foreign delegation to be kept short.
6. The foreign tours to be limited by dept. secretary.
7. Reduction in study tours, workshops, conference, seminar, and paper presentation.

RBI had in it's monetary policy meeting increased the Repo rate. As per Governor, the steps taken would be taken back slowly. The liquidity problem had to be corrected and viewing the dearness, it was important to increase repo rate. But it is difficult to ascertain whether repo rate would be increased or not?
A quarterly mid term review of monetary policy:
1. Repo rate increased by 0.25% to 7.50%.
2. Reverse Repo rate is 6.5%.
3. CRR is stable at 4%.
4. CRR daily lmit is reduced to 95% from 99%.
5. MSF rate is reduced by 0.75% to 9.50%.
6. Bank Rate is 9.5%
WPI based Inflation would be more than estimated.

"The man who is the most powerful proponent of Goods and Services Tax (GST) today is Sushil Modi. But the most powerful opponent of GST is Narendra Modi.
GST, which seeks to subsume various indirect taxes like excise, sales and service tax, was proposed by the Atal Bihari Vajpayee government and subsequently supported by Congress led UPA government.
However, Ramesh said the "revolutionary change in economic policy" has not turned into a realty because of opposition by the Prime Ministerial candidate of BJP.
"He (Narendra Modi) communicates on everything under the sun, I would like him to communicate to the country why he is opposing GST, why he is opposing his own party, why he is opposing Sushil Modi...Sushma Swaraj...Nitin Gadkari... Yashwant Sinha...Let him explain," the Rural Development Minister said.
He further said there is a universal consensus on GST and all industry associations and corporates who are supporting Narendra Modi are in favour of GST.
"All industrialists who appear on TV singing the praises for Modi want GST. His party is responsible for GST, his party manifesto say GST, his party leaders want GST but this one man has single handedly derailed the entire introduction of GST," he said. -  PTI

Modi/Visa: BJP had declared Gujarat CM, Modi, as PM's candidate for the upcoming general elections but there is no change in the US viewpoint regarding denial of US visa. It's foreign affairs dept. had stated that if he applies for Visa, he is welcome. There is no change in the Visa policy. If he applies, his application would be reviewed subject to US laws and she is not predicting about the result of review.
US is not interfering in Indian or any other country's domestic politics. She told that she is not commenting upon Indian politics.
Delhi's Gangrape trial:
[A]. Rarest of Rare: The facts upon which the Fast track Court Judge had declared it as "Rarest of rare" are as follows:
1. It was a planned conspiracy under which victim and his boyfriend was picked up by the bus.
2. The victim had been gangraped.
3. The victim's body had been cut through teeth at various places thereby proving beastly behaviour by them.
4. After Gangrape, the culprits had inserted the rod in the stomach due to which the intestine was cut.
5. Beyond it, the culprits had removed the intestine from the body. It was very inhumane.
6. Later, the victim was thrown out of bus in bare condition after moving her by holding her hairs. Even they tried to bring them under the bus.
7. The victim suffered around eighteen internal injuries due to which it was difficult to survive. After suffering pain, she had died which had been most inhumane.
8. The culprits had been ruthless, indifferent, rebellious, and inhumane during the crime.  
[B]. Pleading: Whereas prosecution had demanded death penalty during Court trial, defendant's counsel had argued citing humanitarian grounds for all four accused in the Gangrape case.

b. Did the terrorist activities stopped after Kasab's death penalty? After Indira Gandhi's killing, Rajiv Gandhi too got killed. If these could be prevented by hanging, it should have been stopped earlier.

c. Mukesh and changed counsels who gave wrong suggestions.
d. Mukesh is poor and unmarried besides only earning member of the family. There is chance of correcting himself.
3. Advocate Vivek kumar for Pavan:
a. Under law, murder is a heinous crime. But every culprit is not hanged.
b. Many times, it happens that a group commits crime and not a single person but his presence makes him a criminal.
c. Human rights oppose death penalty.
d. Pavan's age is 19 yrs. with three sisters and parents. Their responsibility lies with him.
4. Advocate A.P.Singh for Akshay:a. Ex-President, Kalam, had stated that result of every crime could not be death penalty.
b. Swami Vivekananda had stated that power, money and public majority always gets victory. When his mother got ill, he didn't get interim bail but an accused minister got bail.

Green Revolution II: Gujarat's Agriculture is under consideration in Northern States. The National growth rate is 2.5% but in Gujarat, it is 11%, that too, despite it's two-third of the land being infertile. The Northern States farmers had visited gardens, fields and milk production units. The Gujarat govt. is showing the State to other States farmers i.e. from UP, HP, Punjab, Haryana, Rajasthan, Bihar, and Jharkhand etc. They are being shown developed agriculture model and training aspects too. Even Modi himself addresses those meetings.
At Palanpur, the potato crop and South Gujarat's sugarcane yield's had been praised by Western UP farmers. Bihar's farmers had been impressed by Dairy Industry. After BJP election campaign reins being handed over to Amit Shah, it was decided to target eighty parliamentary seated State, Uttar Pradesh. He had handed selection of farmers matter to BJP party workers. It had included milk, sugarcane, and fertilizer's co-operative bodies personnel.
  
Moody's: The credit rating agency, Moody's, stated that the weak rupee would affect credit rating of IOCL, Tata Steel, & Tata Power along with Non-financial sector. In it's report, it is stated that due to costlier foreign currency loans, these companies rating and credibility is affected. RBI had taken various measures but interest rates are likely to be increased. US Federal Reserve's taking back of incentive package program is also making such loans costlier in foreign currency. A total of 14 companies are cited for having loans worth 2.2 lakh crore INR & payable till March 2014.
   
SEBI: Capital market regulator, SEBI, had rejected stopping of investigation against SBI wherein it was cited to resolve the matter by mutual agreement. It is regarding violation of rules against Code of conduct for bond letters on trust related aspects. A total of 24 companies matters are stated to be rejected likewise. Some of them are stated to have violated IPO rules. The investigation against SBI is continuing under eleven acts, subclauses etc for their alleged violation.
PMEA: PMEA council believes that due to better performance in agriculture sector, some improvement in economy might be seen. During the fiscal year 2013-14, GDP growth would increase @ 5.3%. The agri sector growth rate is likely to be around 4.8% against 1.9% during the year 2012-13.
Due to better monsoon, the Kharif & Rabi crops produce would be better.
Citing RBI's policy, the chief stated that the policy would be continued uptil rupee attains stability.

Female foeticide: US Senators and specialists are concerned over increasing female foeticide. They had asked US govt. to play helping role to curb it. Speaking on "Missing girls of India" subject during Congressional hearing, they had expressed it. PIO & US Senator, Bera, had stted that India should implement it's rules strictly. He termed socio-economic and cultural complexities as reason behind it and stressed for awareness in this regard. He had recently returned to US from India.
The Presiding Senator had stated that it is not cultural. US population control policies and decisions had also affected negatively. He hoped that the meeting would find their role to curb foeticide. As per population census 2011, India has 940 women per 1000 males. It was 914 girls against 1000 boys during 2011. During 2001 census, it had been 927 and in 1991, it had been 945.

Asaram Bapu: The religious saint, Asaram, held in judicial custody for fifteen days is asked to undergo Narco test for alleged sexual harrassment by minor's father on Tuesday. As per him, Police should conduct it so that truth should be revealed. If his supporters feel that his daughter is wrong, then his family could also be tested. He had also demanded CBI inquiry.

Syria: US President, Obama, had stated that he wants to give a chance for political solution to Syria. It is to note that Syria had accepted Russian premiere, Putin's proposal hand over the chemical weapons under International control. US & Russian Official would talk in this regard besides Obama talking to Putin. Putin is opposing any military action against Syria without UN acceptance.
US President had told that it is important to verify before any agreement is made whether Syrian President, Assad, would stand with his talks.

Delhi Gangrape & Police: After Delhi's Gangrape done on Dec.16, 2012 in a luxury bus, the victim along with her boyfriend were thrown out of Bus near hotel area at Mahipalpur, NH-8. During that time his boyfriend had revealed that on the bus was written Yadav Transport. Based upon his statement, twelve Police teams had started searching bus details at Buradi located transport department, which were running in Delhi-NCR. Some teams had searched for private video footage too. Uptil that time, STF Police had got information about a bus standing at RKpuram, Sector III Ravidas Camp. From here , Police got clue.

Verdict: The Court had stated that it was a planned crime and not just an suddenly occured incident. The Court had found all accused guilty under all acts. Their sentence would be argued today and might be given today. The prosecution had stated that it comes under "Rarest of rare" case and death penalty could be given.
The Addl. Session Judge had read important facts and given verdict in five minutes. The verdict comprises of 237 pages mentioning details of crimes, their involvement and partnership. The Court's verdict had stated that the way crime had been done & based upon facts, it would be appropriate to term it as cold blooded murder. The criminals had committed it using rarest criminal strategy. The victim was taken inside the bus not just as passenger but for committing the crime. Therefore, they had not taken other passengers on board.
The Court had stated that the injuries done to victim was not possible to treat properly. As per Doctor's report, it is proved that the injuries were done in inhumane ways. Due to it, the victim got succumbed to death. In this crime, all were equal partners and it is proved based upon facts and evidences.

Modi brand: During the two day meeting of RSS along with it's associate units post holders, it is learnt that by forwarding MP CM's name, BJP's senior leader had demanded for Opposition leader, Swaraj's, name for the post of Deputy PM. He had learnt that he could not confront directly with RSS and accordingly he had got the rumour of MP CM in opposition to Modi's name. Advani's faction had got their voice through back door for her being as Dy. PM. RSS chief, Advani and Co-leader of RSS had done meeting separately on this issue. It is supposedly strategic move and efforts are made by Advani faction.
It seems to be final move for Advani but RSS had made it clear that there would be no compromise over PM candidature. So, this move could fetch some gain to the faction. BJP President had stated about Parliamentary board meeting sooner.
ICJ: The trial of Kenyan Dy. President would be done before International Court of Justice amidst charges of raising violence during elections five years back. Kenyan MPs had appealed for
dismissal of case against him in regard to those matters. It is to note that during the said violence, around 1000 people were killed.
The Dy. President is alleged to have provided monetary help for planning violence. Also, Kenyan President would be under trial for charges of conspiracy for murder before International Criminal
Court(ICC), Hague from November 2.
Syria: US foreign minister had stated that Arab league leaders had agreed upon the fact that Syria had violated global line with alleged chemical attack. Many Arabian countries leaders had accepted to sign on statement issued by twelve countries of G-20. They had stated that usage of chemical weapons by Assad's govt. is condemnable. Qatar's foreign minister had stated that it seems that Assad govt. had moved to WMDs.
US President, Obama, would be spending two days before media for campaign to get Americans support in this regard. It is in long-term interest of USA. He would be addressing six TV channels. Also, he would be meeting top Senators as final efforts in this direction.
Delhi's Gangrape: The Saket's Fast track Court had held all four accused as guilty in the gangrape matter wherein a paramedical student was raped in a luxury bus on Dec.16 past year. She died later at a hospital due to multiple-organ failure. Argument for sentence would be done tomorrow at 11 AM after which the sentence would be given. It is hoped that the case would be declared "Rarest of rare" with awarding of death penalty to all four guilty. All four had been found guilty
under all fifteen acts.
The decision is criticized by counsel of guilty stating it as being taken under political pressure. Earlier, all the accused had been brought to the Court under tight security. It is to note that a
juvenile accused in the matter had been sentenced to three years in juvenile home.
CAPART: The Centre govt. is closing it under allegations of corruption. VRS scheme is prepared for it's Officials & Staff. The closure would be done in two years in phased manner. A full time
Director would be appointed for the purpose.
The Council for Advancement of People's action and rural technology had become a white elephant, which is not viable as per Rural development minister. NGO and civil organisation's were involved for developing technology at local level through CAPART. The govt. provided aid to them but it had become a source of corruption. During past twenty five years, twenty eight Directors had been appointed with more than 200 posts in it. Located in "India Habitat Centre", it had made ministers and secretaries as everything as per the Rural dev. minister. Now, Bharat Rural Livelihood Fund (BRLF) would be taking it's place, which is approved by the Cabinet.
2G Spectrum: TRAI would be selling spectrum with reserve price being reduced to 80%. Earlier, the mobile service spectrum was 3,640 crore INR, which is now being fixed as 1,496 crore INR.
GSM based mobile service operating at 900 MHZ would have reserve price of 288 crore for Delhi circle, 262 crore for Mumbai circle and 100 crore for Kolkata circle. Due to high price, Airtel, Vodafone like cos. had not taken part in auction of spectrum. Later, DOT had asked
TRAI to fix reserve price.

HONG KONG China's yuan has joined the ranks of the most traded currencies for the first time, underlining the growing might of the country's economy, the world's second-largest.
The yuan became one of the top 10 traded currencies in 2013, rising to No.9 on the list due to a "significant expansion" in offshore trading, the Bank for International Settlements said in a report Thursday. It's a sharp jump from the bank's last survey in 2010, when the yuan, also known as the
renminbi, was No. 17 on the list.
Turnover in trades involving yuan surged to $120 billion a day on average in April 2013, three and half times more than the $34 billion in 2010.
Still, that figure is dwarfed by the dollar, which accounted for about $4.7 trillion daily.
The Bank for International Settlements, which is an international organization of central banks, said the yuan along with the Mexican peso, which rose to No. 8, "saw the most significant rise in market share among major emerging market currencies."
China's leaders want the yuan to become an international currency and have been promoting its use as an alternative to the dollar. The yuan is not yet fully convertible but Beijing has been gradually loosening controls. It has started allowing companies to settle international transactions in yuan, signed currency swap deals with Pakistan, Thailand South Korea and others and has worked with financial centers such as London and Hong Kong to develop international hubs for
offshore trading of the currency.
Earlier this year, Australia and China agreed that their currencies could be directly exchangeable, making the Australian dollar the third major currency to have direct convertibility, after the U.S. dollar and Japanese yen. The deal eliminates the need to exchange Australian dollars for U.S.
dollars in order to buy yuan and vice versa.
In other findings, Singapore overtook Japan to become the biggest foreign currency trading center in Asia and the third largest in the world, behind Britain and the United States.
The report also found that the euro's international role has shrunk since the onset of the sovereign debt crisis in the 17-nation eurozone, with its market share falling.
In contrast, the yen's share of trading jumped. Research suggested most of the rise came ahead of aggressive measures by Japanese Prime Minister Shinzo Abe this year to revive Japan's economy that pushed down the currency's value.
The bank surveyed 24 currencies in 53 jurisdictions for its report.

ISRO: GSAT-7 Satellite is equipped with high tech. communication equipment of frequency bands. Besides sea regions, it is capable of monitoring geographical land area as well. The ships are using communication facilities via INMARSAT Global Mobile Satellite Service Provider but this one would make India self-reliant. GSAT-7 would be operating on S, C & Q band besides Ultra high freq. It weighs 2625kgs and it's launch would cost around 470 crores INR. It would power through Lithium ion battery. Besides, solar panel arry would produce 2900 W energy. It had benn launched successfully from French Guyana's Kouru Space Station through Arian-5 VA 215 launch vehicle.

China: China's presence in South China sea had been opposed by India. During the ASEAN's meeting at Brunei, the defence minister for State had told that peaceful solutions should be found with talks. He attacked Pakistan stating that Afghanistan's peace has terrorism as biggest hurdles on it's way. The terrorists are getting shelters outside Afghan's borders. In the matter of South China sea, declaration made during 2002 should be followed. As per International law, disputes should be addressed. India appeals to all countries to maintain restraint. In UN's letter issued, it was mentioned that member countries should refrain from any steps that create chaos. The way to peace & solidarity would be found. Besides member countries, eight additional countries had participated.   

2G Scam: The Joint Parliamentary committee(JPC) formed on 2G scam case had once again rift over passing of two new members inclusion proposal in Rajya Sabha. BJP is considering demand of Chairman's decision in the matter. The Opposition leader, Jaitley, would be writing a letter to Chairman. The Opposition had objected stating that JPC members should be based upon their proportionate no. in Parliament & not on the basis of majority party. It is to note that earlier two vacancies had arisen due to DMK leader's RS membership expiry & Congress leader's inclusion in the cabinet. The Opposition leader stated that number & majority matters in JPC. CPM leader, Yetchury, had supported it who had also been involved in Parliamentary's representation letter being sent to US in regard to Gujarat CM, Modi, not being suitable for US Visa. The matter had been proposed by Parliamentary Affairs Minister. Comments are as under;
1. A wrong tradition is being made. The govt. has no right to nominate JPC members. The Opposition should be taken into confidence.  ...Jaitley, RS Opposition leader  
2. The discussion had been made and House is supreme in all matters. If the Opposition wants, voting may also be done. ... Parliamentary Affairs Minister of State

Credit rating: Moody's had stated that Food Security bill had made India's credit rating weaker for the reason of weaker govt. treasure. But the govt. is not agreeing. As per during next twelve months of implementation, it would not be affecting too much. In a statement by Moody's, food subsidy is increasing govt. expenditure annually by 1.2%, which is presently 0.8%. In such a scenario, it would make govt. situation critical. It had given rating of BAA3 which is general credit risk of medium grade. The bill would have expenditure of about 1.3 lakh crore INR. As per Moody's, it would increase in coming years. Also, subsidy would increase, which would present challenging enviroment to govt. 

"Operation twist": Outgoing RBI Governor had stated that due to supply related problems and governance, the problems had creeped resulting in sluggish economy. He had defended his policies. As per him, until govt. curbs CAD, market stability would be paramount. It is to note that various steps are taken by Central bank including lessening of liquidity. Also, Oil companies would have separate windows for dollars. New Governor, Rajan, would be replacing him on Sept. 5
As per him, only the govt. would curb CAD & not RBI. he had defended his policy measures. Infrastructure measures would take sometime which would also demand control of rupee fall out price. RBI's target is not exchange rate but rapid changes. He had also denied about monetary control. He  had termed it as "Operation twist".    

Bills(RTI)/Land acquisition bill: After Food security bill, land acquisition bill had been passed in Lok Sabha. The govt. had claimed that it had included provision for compensation in lieu of land. It would be four times the market value in rural area and twice the value in urban area. Besides, people would be joined in the mainstream so that socio-economic condition might be improved. It would be replacing the Land acquisition act 1894. Also, RTI amendment bill-2013 is being discussed, which seeks to keep all political parties out of purview of RTI. It had been presented in Lok Sabha.   
Also, a bill seeking abolishion of Collegium system for appointment of Judges is under discussion. It would have a Judicial appointment commission for them instead. It would include two Supreme Court Judges, law minister, two public members & Judicial(law) secretary. 

Juvenile/Delhi's Gangrape: The Juvenile Justice Board might give it's verdict today on Juvenile accused in Delhi's gang rape case wherein a paramedical girl student was gangraped in a luxury bus on Dec.16, 2012 and got succumbed in a hospital at Singapore. 
The Juvenile accused had turned into an adult on June 4 but he would be sentenced as per Juvenile definition. He had been bigger of all his brother/sisters. He had started doing conductor's job in luxury bus after running away from home. Also, prime accused, who had committed suicide, was driver of another bus. On the day of committing gangrape, the juvenile's age had been around 17 years 6 months 11 days. Based upon school certificate, he had been declared juvenile on January 28. The prosecution is over on May 26 with arguments on it. A petition filed before Supreme Court regarding definition of juvenile had resulted in delay of the aforementioned case decision by four times. But now Supreme Court had permitted to give verdict on him.

RTI/Pakistan: Based upon RTI act 2005, Pakistan is also considering "Freedom of Law information" bill, which had been approved by Senate committee on Wednesday. As per "Dawn" newspaper, the committee had taken eight months time and prepared the draft bill. It had overlooked Defence ministry's condition. Based upon President's spokesman headed committee, it is prepared. He had stated that Senate could not wait too long for ministry's response. The ministry had sought inclusion of NOC for all as condition. It would give right to information to all whether it is secret or classified or general information. The govt.'s decision would be put on websites.  The govt. officials would have to provide information within a period of twenty days. A complaint would be made if it is not done & the decision in this regard would be taken by the department's head. 

Radia tapes: The Ex-Corporate lobbyist, Nira Radia's matter had been heard in a Closed room by Supreme Court yesterday for about two hours. It's purpose had been to read secret documents, which had been cause of telephone tappings of VIP, industrialists, & leaders. The matter would be heard on October 1 openly.
Two Solicitor General's including CBI, Income Tax and Home ministry Officials were permitted to be inside during hearing. Counsels and lawyers were not permitted. It is to note that it was decided to conduct close room hearing on August 27. It is second such closed hearing matter in recent times. Earlier, Hawala case had been done in same way during 1996.
After disputes regarding matter being sensitive and involving names of various people, it was decided for closed hearing so as not to affect reputation and avoid damages in public interest.  As per complaint being sent on November 16, 2007 to Finance minister, Radia's phone were taped. She had raised business worth 300 crore INR in a span nine years. 

Cauvery basin gas: Reliance India Ltd. & it's associate co. BP Plc. had got their plan approved in R-series gas region for investment project worth 318 crore dollars. it would start production sooner. DG(Hydrocarbons) Headed committee had approved RIL & it's associates BP Plc. & NECO resources for thirteen years gas exploration from D-34 block with 1.3-1.5 crore cu. m gas daily production. It's estimated production is almost equal to D1 & D3 joint production. D-34 has 220000 crore cu. ft of gas reserves.     RIL has 60% stake in KG-D6 block. It had handed over it's development plan duringJanuary 30. DG(H) had reduced the estimate by 1,19100 crore cu.ft. against 141300 crore cu.ft. RIL had estimated 149 lakh cu.m max. which is reduced to 129 lakh cu. m. D34 is Southward in KG-D6 block. It was notified during May 2007. During Nov.2011, it was declared as feasible by DG(H).
