ISRO: GSAT-7 Satellite is equipped with high tech. communication equipment of frequency bands. Besides sea regions, it is capable of monitoring geographical land area as well. The ships are using communication facilities via INMARSAT Global Mobile Satellite Service Provider but this one would make India self-reliant. GSAT-7 would be operating on S, C & Q band besides Ultra high freq. It weighs 2625kgs and it's launch would cost around 470 crores INR. It would power through Lithium ion battery. Besides, solar panel arry would produce 2900 W energy. It had benn launched successfully from French Guyana's Kouru Space Station through Arian-5 VA 215 launch vehicle.
China: China's presence in South China sea had been opposed by India. During the ASEAN's meeting at Brunei, the defence minister for State had told that peaceful solutions should be found with talks. He attacked Pakistan stating that Afghanistan's peace has terrorism as biggest hurdles on it's way. The terrorists are getting shelters outside Afghan's borders. In the matter of South China sea, declaration made during 2002 should be followed. As per International law, disputes should be addressed. India appeals to all countries to maintain restraint. In UN's letter issued, it was mentioned that member countries should refrain from any steps that create chaos. The way to peace & solidarity would be found. Besides member countries, eight additional countries had participated.
2G Scam: The Joint Parliamentary committee(JPC) formed on 2G scam case had once again rift over passing of two new members inclusion proposal in Rajya Sabha. BJP is considering demand of Chairman's decision in the matter. The Opposition leader, Jaitley, would be writing a letter to Chairman. The Opposition had objected stating that JPC members should be based upon their proportionate no. in Parliament & not on the basis of majority party. It is to note that earlier two vacancies had arisen due to DMK leader's RS membership expiry & Congress leader's inclusion in the cabinet. The Opposition leader stated that number & majority matters in JPC. CPM leader, Yetchury, had supported it who had also been involved in Parliamentary's representation letter being sent to US in regard to Gujarat CM, Modi, not being suitable for US Visa. The matter had been proposed by Parliamentary Affairs Minister. Comments are as under;
1. A wrong tradition is being made. The govt. has no right to nominate JPC members. The Opposition should be taken into confidence. ...Jaitley, RS Opposition leader
2. The discussion had been made and House is supreme in all matters. If the Opposition wants, voting may also be done. ... Parliamentary Affairs Minister of State
Credit rating: Moody's had stated that Food Security bill had made India's credit rating weaker for the reason of weaker govt. treasure. But the govt. is not agreeing. As per during next twelve months of implementation, it would not be affecting too much. In a statement by Moody's, food subsidy is increasing govt. expenditure annually by 1.2%, which is presently 0.8%. In such a scenario, it would make govt. situation critical. It had given rating of BAA3 which is general credit risk of medium grade. The bill would have expenditure of about 1.3 lakh crore INR. As per Moody's, it would increase in coming years. Also, subsidy would increase, which would present challenging enviroment to govt.
"Operation twist": Outgoing RBI Governor had stated that due to supply related problems and governance, the problems had creeped resulting in sluggish economy. He had defended his policies. As per him, until govt. curbs CAD, market stability would be paramount. It is to note that various steps are taken by Central bank including lessening of liquidity. Also, Oil companies would have separate windows for dollars. New Governor, Rajan, would be replacing him on Sept. 5.
As per him, only the govt. would curb CAD & not RBI. he had defended his policy measures. Infrastructure measures would take sometime which would also demand control of rupee fall out price. RBI's target is not exchange rate but rapid changes. He had also denied about monetary control. He had termed it as "Operation twist".
Bills(RTI)/Land acquisition bill: After Food security bill, land acquisition bill had been passed in Lok Sabha. The govt. had claimed that it had included provision for compensation in lieu of land. It would be four times the market value in rural area and twice the value in urban area. Besides, people would be joined in the mainstream so that socio-economic condition might be improved. It would be replacing the Land acquisition act 1894. Also, RTI amendment bill-2013 is being discussed, which seeks to keep all political parties out of purview of RTI. It had been presented in Lok Sabha.
Also, a bill seeking abolishion of Collegium system for appointment of Judges is under discussion. It would have a Judicial appointment commission for them instead. It would include two Supreme Court Judges, law minister, two public members & Judicial(law) secretary.
Juvenile/Delhi's Gangrape: The Juvenile Justice Board might give it's verdict today on Juvenile accused in Delhi's gang rape case wherein a paramedical girl student was gangraped in a luxury bus on Dec.16, 2012 and got succumbed in a hospital at Singapore.
The Juvenile accused had turned into an adult on June 4 but he would be sentenced as per Juvenile definition. He had been bigger of all his brother/sisters. He had started doing conductor's job in luxury bus after running away from home. Also, prime accused, who had committed suicide, was driver of another bus. On the day of committing gangrape, the juvenile's age had been around 17 years 6 months 11 days. Based upon school certificate, he had been declared juvenile on January 28. The prosecution is over on May 26 with arguments on it. A petition filed before Supreme Court regarding definition of juvenile had resulted in delay of the aforementioned case decision by four times. But now Supreme Court had permitted to give verdict on him.
RTI/Pakistan: Based upon RTI act 2005, Pakistan is also considering "Freedom of Law information" bill, which had been approved by Senate committee on Wednesday. As per "Dawn" newspaper, the committee had taken eight months time and prepared the draft bill. It had overlooked Defence ministry's condition. Based upon President's spokesman headed committee, it is prepared. He had stated that Senate could not wait too long for ministry's response. The ministry had sought inclusion of NOC for all as condition. It would give right to information to all whether it is secret or classified or general information. The govt.'s decision would be put on websites. The govt. officials would have to provide information within a period of twenty days. A complaint would be made if it is not done & the decision in this regard would be taken by the department's head.
Radia tapes: The Ex-Corporate lobbyist, Nira Radia's matter had been heard in a Closed room by Supreme Court yesterday for about two hours. It's purpose had been to read secret documents, which had been cause of telephone tappings of VIP, industrialists, & leaders. The matter would be heard on October 1 openly.
Two Solicitor General's including CBI, Income Tax and Home ministry Officials were permitted to be inside during hearing. Counsels and lawyers were not permitted. It is to note that it was decided to conduct close room hearing on August 27. It is second such closed hearing matter in recent times. Earlier, Hawala case had been done in same way during 1996.
After disputes regarding matter being sensitive and involving names of various people, it was decided for closed hearing so as not to affect reputation and avoid damages in public interest. As per complaint being sent on November 16, 2007 to Finance minister, Radia's phone were taped. She had raised business worth 300 crore INR in a span nine years.
Cauvery basin gas: Reliance India Ltd. & it's associate co. BP Plc. had got their plan approved in R-series gas region for investment project worth 318 crore dollars. it would start production sooner. DG(Hydrocarbons) Headed committee had approved RIL & it's associates BP Plc. & NECO resources for thirteen years gas exploration from D-34 block with 1.3-1.5 crore cu. m gas daily production. It's estimated production is almost equal to D1 & D3 joint production. D-34 has 220000 crore cu. ft of gas reserves. RIL has 60% stake in KG-D6 block. It had handed over it's development plan duringJanuary 30. DG(H) had reduced the estimate by 1,19100 crore cu.ft. against 141300 crore cu.ft. RIL had estimated 149 lakh cu.m max. which is reduced to 129 lakh cu. m. D34 is Southward in KG-D6 block. It was notified during May 2007. During Nov.2011, it was declared as feasible by DG(H).
