Dear all,
Welcome.

ISRO: GSAT-7 Satellite is equipped with high tech. communication equipment of frequency bands. Besides sea regions, it is capable of monitoring geographical land area as well. The ships are using communication facilities via INMARSAT Global Mobile Satellite Service Provider but this one would make India self-reliant. GSAT-7 would be operating on S, C & Q band besides Ultra high freq. It weighs 2625kgs and it's launch would cost around 470 crores INR. It would power through Lithium ion battery. Besides, solar panel arry would produce 2900 W energy. It had benn launched successfully from French Guyana's Kouru Space Station through Arian-5 VA 215 launch vehicle.

China: China's presence in South China sea had been opposed by India. During the ASEAN's meeting at Brunei, the defence minister for State had told that peaceful solutions should be found with talks. He attacked Pakistan stating that Afghanistan's peace has terrorism as biggest hurdles on it's way. The terrorists are getting shelters outside Afghan's borders. In the matter of South China sea, declaration made during 2002 should be followed. As per International law, disputes should be addressed. India appeals to all countries to maintain restraint. In UN's letter issued, it was mentioned that member countries should refrain from any steps that create chaos. The way to peace & solidarity would be found. Besides member countries, eight additional countries had participated.

2G Scam: The Joint Parliamentary committee(JPC) formed on 2G scam case had once again rift over passing of two new members inclusion proposal in Rajya Sabha. BJP is considering demand of Chairman's decision in the matter. The Opposition leader, Jaitley, would be writing a letter to Chairman. The Opposition had objected stating that JPC members should be based upon their proportionate no. in Parliament & not on the basis of majority party. It is to note that earlier two vacancies had arisen due to DMK leader's RS membership expiry & Congress leader's inclusion in the cabinet. The Opposition leader stated that number & majority matters in JPC. CPM leader, Yetchury, had supported it who had also been involved in Parliamentary's representation letter being sent to US in regard to Gujarat CM, Modi, not being suitable for US Visa. The matter had been proposed by Parliamentary Affairs Minister. Comments are as under;
1. A wrong tradition is being made. The govt. has no right to nominate JPC members. The Opposition should be taken into confidence.  ...Jaitley, RS Opposition leader
2. The discussion had been made and House is supreme in all matters. If the Opposition wants, voting may also be done. ... Parliamentary Affairs Minister of State

Credit rating: Moody's had stated that Food Security bill had made India's credit rating weaker for the reason of weaker govt. treasure. But the govt. is not agreeing. As per during next twelve months of implementation, it would not be affecting too much. In a statement by Moody's, food subsidy is increasing govt. expenditure annually by 1.2%, which is presently 0.8%. In such a scenario, it would make govt. situation critical. It had given rating of BAA3 which is general credit risk of medium grade. The bill would have expenditure of about 1.3 lakh crore INR. As per Moody's, it would increase in coming years. Also, subsidy would increase, which would present challenging enviroment to govt.

"Operation twist": Outgoing RBI Governor had stated that due to supply related problems and governance, the problems had creeped resulting in sluggish economy. He had defended his policies. As per him, until govt. curbs CAD, market stability would be paramount. It is to note that various steps are taken by Central bank including lessening of liquidity. Also, Oil companies would have separate windows for dollars. New Governor, Rajan, would be replacing him on Sept. 5
As per him, only the govt. would curb CAD & not RBI. he had defended his policy measures. Infrastructure measures would take sometime which would also demand control of rupee fall out price. RBI's target is not exchange rate but rapid changes. He had also denied about monetary control. He  had termed it as "Operation twist".

Bills(RTI)/Land acquisition bill: After Food security bill, land acquisition bill had been passed in Lok Sabha. The govt. had claimed that it had included provision for compensation in lieu of land. It would be four times the market value in rural area and twice the value in urban area. Besides, people would be joined in the mainstream so that socio-economic condition might be improved. It would be replacing the Land acquisition act 1894. Also, RTI amendment bill-2013 is being discussed, which seeks to keep all political parties out of purview of RTI. It had been presented in Lok Sabha.
Also, a bill seeking abolishion of Collegium system for appointment of Judges is under discussion. It would have a Judicial appointment commission for them instead. It would include two Supreme Court Judges, law minister, two public members & Judicial(law) secretary.

Juvenile/Delhi's Gangrape: The Juvenile Justice Board might give it's verdict today on Juvenile accused in Delhi's gang rape case wherein a paramedical girl student was gangraped in a luxury bus on Dec.16, 2012 and got succumbed in a hospital at Singapore.
The Juvenile accused had turned into an adult on June 4 but he would be sentenced as per Juvenile definition. He had been bigger of all his brother/sisters. He had started doing conductor's job in luxury bus after running away from home. Also, prime accused, who had committed suicide, was driver of another bus. On the day of committing gangrape, the juvenile's age had been around 17 years 6 months 11 days. Based upon school certificate, he had been declared juvenile on January 28. The prosecution is over on May 26 with arguments on it. A petition filed before Supreme Court regarding definition of juvenile had resulted in delay of the aforementioned case decision by four times. But now Supreme Court had permitted to give verdict on him.

RTI/Pakistan: Based upon RTI act 2005, Pakistan is also considering "Freedom of Law information" bill, which had been approved by Senate committee on Wednesday. As per "Dawn" newspaper, the committee had taken eight months time and prepared the draft bill. It had overlooked Defence ministry's condition. Based upon President's spokesman headed committee, it is prepared. He had stated that Senate could not wait too long for ministry's response. The ministry had sought inclusion of NOC for all as condition. It would give right to information to all whether it is secret or classified or general information. The govt.'s decision would be put on websites.  The govt. officials would have to provide information within a period of twenty days. A complaint would be made if it is not done & the decision in this regard would be taken by the department's head.

Radia tapes: The Ex-Corporate lobbyist, Nira Radia's matter had been heard in a Closed room by Supreme Court yesterday for about two hours. It's purpose had been to read secret documents, which had been cause of telephone tappings of VIP, industrialists, & leaders. The matter would be heard on October 1 openly.
Two Solicitor General's including CBI, Income Tax and Home ministry Officials were permitted to be inside during hearing. Counsels and lawyers were not permitted. It is to note that it was decided to conduct close room hearing on August 27. It is second such closed hearing matter in recent times. Earlier, Hawala case had been done in same way during 1996.
After disputes regarding matter being sensitive and involving names of various people, it was decided for closed hearing so as not to affect reputation and avoid damages in public interest.  As per complaint being sent on November 16, 2007 to Finance minister, Radia's phone were taped. She had raised business worth 300 crore INR in a span nine years.

Cauvery basin gas: Reliance India Ltd. & it's associate co. BP Plc. had got their plan approved in R-series gas region for investment project worth 318 crore dollars. it would start production sooner. DG(Hydrocarbons) Headed committee had approved RIL & it's associates BP Plc. & NECO resources for thirteen years gas exploration from D-34 block with 1.3-1.5 crore cu. m gas daily production. It's estimated production is almost equal to D1 & D3 joint production. D-34 has 220000 crore cu. ft of gas reserves.     RIL has 60% stake in KG-D6 block. It had handed over it's development plan duringJanuary 30. DG(H) had reduced the estimate by 1,19100 crore cu.ft. against 141300 crore cu.ft. Election contesting: The govt. had brought amendment against Supreme Court's order regarding contesting of elections against those declared ineligible after being found guilty or sentenced for a period of two years. But legal persons state that whatever law is being made by govt., it is subject to judicial review and it had to be proved legally.
The Public representative law amendment bill is passed in Rajya Sabha & is likely to be passed in Lok Sabha too. It is to note that Supreme Court had, on July 10, given two major decisions namely firsly, those found guilty would be ineligible to contest and secondly, contesting would be prohibited from prison or under Police custody. Earlier, Supreme Court had stated during May 2002 that voting is under freedom of expression & RTI also comes under it. A voter is free to note about candidates.
The Apex Court had also ordered during that time that every candidate would have to file an affidavit wherein education, assets and his criminal record would be detailed. The govt. had brought a law but Supreme Court had rejected the law on March 13, 2003.

The State govt. had later cited demolition of a masjid wall as reason for suspension along with Show cause notice given to her. Also, the report in this regard didn't had her name and then the Urban development Minister of State had termed the report as wrong. Earlier Jodhpur Police had stated that he had to surrender latest by Aug.30 following which he had denied it. The dead line would not be extended and his arrest would be made. Earlier, Gujarat CM, Modi, had stated that none should support him. Modi had told other leaders to be impartial.

Economy: Due to increased imports and less value of rupee, Finance minister's hands are tied for providing incentive packages. Also, govt. expenditure is to be reduced. He had asked for 10-20% reduction in all ministries earlier. The interest rates were also lowered due to which fiscal deficit became about 4.9% of GDP during past year. This year, Current account deficit has to  be reduced from 4.2%. The govt. believes gold imports to be reason for it. The imports are to be reduced. Due to lesser exports, imports are increased this year. CAD had resulted in falling of rupee value. Therefore, entire exercise would to control it.
It is the second year in continuum for controlling govt. expenditures. The CAD is supposed to be limited to 7000 crore dollars from 8800 crore dollars. All products being imported are observed. Besides, gold and silver, food oil is also included along with metals. During Q1, the trade deficit had reaced 5018 crore dollars.
The reduction policy had resulted in incoming of less dollars. Neither exports are increased nor foreign investment had increased. Due to improvements in US economy, FDI came. FII had also been disinterested. Due to it, foreign currency reserves had been under pressure.

Cauvery basin gas: Reliance India Ltd. & it's associate co. BP Plc. had got their plan approved in R-series gas region for investment project worth 318 crore dollars. it would start production sooner. Director General (Hydrocarbons) Headed committee had approved RIL & it's associates BP Plc. & NECO resources for thirteen years gas exploration from D-34 block with 1.3-1.5 crore cu. m gas daily production. Legal Course: Supreme Court had accepted that it is costly to take legal course as of now due to heavy costs. It had been beyond the reach of common man. Supreme Court had expressed concern about commercialisation of judiciary business. It had been commented by Justice Bench about the unsatisfactory & slow progress of legal course. The Apex Court had stated that people have opined that it is difficult to get justice during their lifetime. Earlier, it had been pure but now it is commercialised. The Advocates have duty to not exploit the trapped personnel. Law is not trade and it is not interpreting any commercial items.

Party/RTI,Modi,Court_Rulings,RBI,Sahara,ISRO&MBT

Dear all,
Welcome.

Political Outfits/ RTI: The govt. had decided to keep all political parties out of RTI law. It would suitably amend RTI Act 2005. A draft in this regard would be put up before the cabinet. It is prepared by the DoPT.
It is to note that the govt. had to take the step as earlier order issued by CIC had kept political parties under the scope of RTI. It had also directed six major political patties to appoint Information Officer within a period of six weeks. These are Congress, BJP, BSP, CPI, CPM, & NCP. CIC had also told them to made donations public, which had been opposed by all political parties except CPI.
The Act 2 of said RTI act would be amended for new definition of public servant. The CIC had issued order on June 3.

Modi brand: At Jharkhand's Ramgarh district, BJP member, Yashwant Sinha, had stated that Modi would be the next PM. He is saying it openly. He also stated that cine actor Shatrughan Sinha is his friend but his statement is objectionable with Nitish kumar as the one who betrayed. He spoke to reporters at BJP leader's house. due to govt. policies, fiscal deficit had reached heights but Congress is playing. Food Security bill is dangerous than MNREGA. It would become a source of corruption.
Nitish kumar had been made Bihar CM by BJP itself. During the upcoming elections, his stature would be lowered.

Court Rulings:
1. NEET: The Health ministry would raise legal steps for continuing NEET for medical students. Under it, Ministry would file review petition against Supreme Court's order. If it doesn't work, the law may also be amended suitably. It's stance is agreeable to law ministry.
It is to note that three member bench had decided to cancel the NEET test by 2-1. Though Justice Dave had maintained MCI decision to continue it. He had cited paucity of time for consideration by other Judges.
2. KNPP: The Executive Chief Justice Bench had rejected two petitions related to Atomic Energy Regulatory Board's NOC for implementation of 15 directions by Supreme Court. Making them as basis, a petition was filed on July 17 wherein the State govt. had told Court that the criminal cases against protesters could not be reverted tback as the City's situation is not conducive to it. The Madras High Court had asked for reverting of cases against those accused for anti-Nuclear power plant demonstration
3. PMLA: The case against Cine star, Bachhan, & SP's Amar Singh is on the verge of closure. It is to note that the administration had asked for information on thirteen points after it was registered under Prevention of Money laundering act. The resident of Chakeri Post had lodged a complaint under PMLA act against both of them. He had alleged that Amar Singh had benefited his company while he was UP State development Coucil's President. The Energy development co, Pankaja Art and credit ltd, EDCL power project let, EDL Infrastructure Ltd, Easter India Chemical lt, Sarvottam Caps ltd etc. were used for Money laundering purpose. He had earned money as public servant illegally. The govt. had asked report on 13 points from District Magistrate.

Modi & Rally: The constitution of separate State from erstwhile South Indian State had been declared by Congress to fetch victory during upcoming general elections. But BJP had after considering the issue raised doubts on it and presented it's own road map for development. Modi would be attending the rally on August 11 at the State's capital but prior to it, he had in an open letter promised development. Besides, he had asked for joint capital whereas Congress had been keeping the issue pending during past nine years.
Congress had snatched a political issue but Modi brand is also preparing for fighting back. He had addressed in a letter that BJP would be doing development which would have all areas covered.
Congress's policy had not been transparent. It is not reliable whereas BJP govt. had made three States viz. Uttarakhand, Jharkhand & Chattisgarh. He also raised few questions about consensus not having happended uptil date.

RBI: Due to rupee downfall and price hike, the RBI had declined to lessen interest rates during quarterly monetary policy review. No reduction in rates is done due to which there would be no dose provided to the economy. The industry had demanded for it.
As per Central bank, the economy is undergoing through a bad phase and efforts are being made in this regard. It is mostly due to unstable major global economies. The Current Account deficit is not improving despite steps being taken in this regard. The Central govt. is asked to take immediate steps.
Also, investment scenario is not improving for which govt. had taken various steps. The delay in implementation of projects for which govt. had taken steps is also not lessening. However, the price control steps would be showing improvement. This would provide relief during March 2014. The economic growth rate is reduced from 5.7 to 5.5%.

Sahara Group: The Company law act and SEBI act violation had resulted in a summon being issued by a local Mumbai Court to Sahara Chief and group's two companies. They had been summoned on September 30. Earlier, a summon was sent by Court on a petition made by SEBI. But it had not been received resulting in another summon. SEBI had alleged that the company had violated Sahara of collecting money from investors illegally.
Recently, Supreme Court had issued contempt of court notice to Sahara India Real estate Corp. (SIREC) and Sahara India Housing Investment Corp. (SHIC) directors. SEBI had argued that Managing director is also responsible equally like other directors. It is to note that Supreme Court had asked Sahara to return investors 24,000 crores INR but SEBI had claimed that it had not reutrned the money.
Sahara's MD claims that he cannot be held responsible personally. Neither he is director nor he is holding executive post. He is shareholder. SEBI's counsel had argued that he is equally responsible as he is promoter with 70% stakes in it. They had asked for maximum penalisation and sentence. The Court had asked as to how the recovery is to be made.

ISRO: ISRO & NASA are planning for developing a satellite jointly. ISRO chief had told that the study would be done whether it could be developed jointly, which has synthetic aperture radar. It should be able to work on two frequency bands L & S. SAR changes the sound vibrations of different radars into pictures.
with SAR technique, the ground activities could be monitored. NASA administrator had visited Space Application Centre in this regard. The joint Satellite mission would be an advantage. It is not just making an equipment but working jointly. Both organisations are coming closer for developing it.

Arjun Mark-II: India's Main Battle tank (MBT) would be undergoing final testing during August. Along with 19 big changes, around 93 corrections had been made in it. It could find land mines, has automatic target tracking, and Advanced land navigation system techniques etc. Through it, a total of 500 rounds could be fired at a single time, which is more than T-72s 250 rounds. The South region Chennai based Battle tank Research and development institute had designed it.
