Terrorist_outfits,SEBI,Elect.projects,Women/USCourt_rulings&Fin.Stability

Dear all,
Welcome.
Terrorist outfits: US had accepted India's demand of putting ban on Jamat-ud-Dawa(JUD) outfit. Also, two terrorists of Lashkar-e-Taiba had been declared as "Global terrorist". US Fin. ministry had stated that besides, economic ban had been put on two declared "Global terrorist". With declaration, US would have power to seize assets of JUD.
On the other hand JUD had rejected US action citing their organisation to be collecting donations only. It has no relations with Lashkar or any other terrorist outfit. Also, Lahore High Court & Supreme Court had given clean chit to it.
It is to note that United Nations had appealed Pakistan for taking action against JUD during 2008. JUD leaders are stated to have been conducting rallies. Earlier during 2012, prize worth 1 crore dollar was put on it's chief, Hafiz Saed.

At a MF summit, SEBI Chairman had stated that Self regulatory organisations (SRO) is in demand in MF industry. It is hoped that implementation would be done. Rules in regard to regulator distributor and investors consultant are being framed. Although, concept of SRO is challenged before Court.
Justice BN Srikrishna led Financial Planning Supervisory Foundation had brought the matter before the Court. It had argued stating that if company appoints SRO for controlling its agent and distributors, conflict of interest might occur. Pension fund arena should come under Mutual fund and Real Estate Investment trusts and infrastructure should extend offer to investors.

Original_app_mssg(1) Online transactions
All those who've fought long, painful battles with their banks over online fraud through access to passwords can take some comfort. Victims should henceforth be much better protected from financial disaster thanks to a new directive.
Customers of such fraud will only be liable to the extent of Rs 10,000--the bank has to
make good the rest of the amount. While the banks aren't too keen on the change and most are yet to formally accept it, they don't seem to have a choice. The Reserve Bank of India has the last word on banking rules and the directive is part of the code prepared by its Banking Codes and Standard Board of India (BCSBI) unit, which seeks to ensure that customers do not get a raw deal.
Banks are usually implacable when it comes to redressing such losses, asking customers to prove their innocence before restitution is made. The new code says that for any unauthorised internet banking transactions, the customer's liability is limited, irrespective of the funds moved out of the account. An unauthorised transaction is one that doesn't have the express and implied approval of the account holder.
"Where the customer has divulged the password or colluded directly or indirectly, the customer cannot disown the debit and is responsible for the transaction," said AC Mahajan,
chairman, BCSBI.
"However, where he has neither contributed nor caused the debit or where he has notified or informed the bank about an unauthorised debit, the customer's liability is limited to maximum of Rs 10,000. Also, after notifying the bank he will not be liable for any unauthorised debit thereafter."
He added: "If a third party manages to get hold of the user ID or password in an
unauthorised manner and any debit takes place and which he notifies the bank, the maximum loss will be RRs 10,000."
Also, the code says that customers will not be liable for any losss due to unauthorised fund transfers taking before they receive the password for internet banking transactions.
If the customer says that the unauthorised transfer of funds has been on account of a security breach by the bank and this is established, there will be no loss of money. Further, the onus will be on the banks to establish that customers have compromised the secrecy of their password. RBI data shows that technology related bank frauds have fallen in volume but risen in value.
In 2011-12, nearly 10,048 such fraudulent transactions for a value of Rs 38 crore were reported while in 2012-13 there were nearly 8,765 transactions worth Rs 67 crore.
In some instances, the liability could be lower than Rs 10,000. The new code says that in the event of any unauthorised  transactions, this would be the lower of the following options: the actual loss at the time of notifying the bank; the limit set for such transactions; the balance available for withdrawal; a maximum of Rs 10,000.
For instance, if a customer has a balance of Rs 5,000 but the fraudster transfers Rs 25,000 by  taking a temporary overdraft, the loss would be limited to the minimum balance
of Rs 5,000 in the account.
Original_app_mssg(2) Governors
The government is likely to appoint in one shot at least half-adozen new governors before Parliament resumes next month in a two-pronged exercise that will see Raj Bhavans being filled up by BJP veterans expected to be passed over for ministership in a widely anticipated Cabinet expansion.

The wholesale reshuffle will qualify as a rare instance of so many governors being appointed in one shot, in another example of an expected regime change that at the same time cements the new order in BJP.

This new order followed the party's emphatic victory in last month's general elections under Narendra Modi's leadership. Home ministry officials said that at least seven governor posts were expected to be vacant by the end of this month and would be filled up as soon as it happened.

"A list of the BJP veterans for governor posts is being prepared at the political level by the BJP and the RSS and is expected to be finalised by the end of this month for an announcement," a senior ministry official told ET on Monday.

Leading the list of replacement candidates, according to party sources, include a galaxy of BJP veterans and one-time party heavyweights, notably leaders such as Murli Manohar Joshi, Lalji Tandon, Keshubhai Patel, Shanta Kumar, CP Thakur, Kalyan Singh and Kailash Joshi.

"Naming the new governors and a Cabinet expansion are expected to be simultaneous events before the start of Parliament session," the home ministry official said.

Some of the leaders likely to be appointed governors would have otherwise been contenders for ministerial positions, and their being despatched to Raj Bhavans for largely ceremonial duties is part of the BJP's and RSS' desire to preserve their honour while populating ministerial positions with younger people whom Modi wants in his government.

The government will also be helped in its plans by a raft of retirements and resignations, both forced and voluntary, of governors.

Already, two governor posts are vacant with the resignations of Uttar Pradesh Governor BL Joshi and Chhattisgarh Governor Shekhar Dutt. Three more posts are set to be vacated in the next few days as the government has been sounded out by West Bengal Governor MK Narayanan and Nagaland Governor Ashwani Kumar that they will step down in a few days, one home ministry official said.

"The Goa Governor BV Wanchoo is being sounded out to put in his papers as CBI wants to quiz him and Narayanan in the AgustaWestland scam," the ministry official said. CBI Director Ranjit Sinha had told ET last week that CBI will quiz both the governors this month as part of its investigations into the AgustaWestland VVIP chopper scam.

The BJP's Goa unit has demanded the resignation of Wanchoo, with state unit president Vinay Tendulkar even saying that the governor should be sacked by the central government if he does not step down on his own.

To add to the kitty of vacant governor posts, the tenure of Karnataka Governor HR Bhardwaj is ending on June 29, while Tripura Governor Devanand Konwar ends a day earlier.

"There are hence expected to be seven vacant governor posts by the end of this month alone in which BJP veterans will be accommodated," the official said.

Bhardwaj, a veteran Congressman, had said after meeting Home Minister Rajnath Singh last week that it was a "natural expectation" on part of the senior BJP leaders to be accommodated as governors in the new government, effectively showing his reconciliation with the practice of successive governments staffing Raj Bhavans with their own people.
"Senior BJP leaders who are eligible should become governors," he had said.

Besides Bharadwaj and Konwar, it is also expected that some more UPAappointed governors could resign or they may be transferred to one of the north-eastern states. Kerala Governor Sheila Dikshit and Maharashtra Governor K Sankaranarayan have refused to step down so far unless there is an express instruction from the President.

The government, meanwhile, will have few more vacant governor positions in a few months. Two more vacancies are expected in less than two months when the term of Haryana Governor Jagannath Pahadia ends on July 26 and that of Rajasthan Governor Margaret Alva ends on August 5.

The government may allow them to continue until their tenure ends and is also expected to allow Gujarat Governor Kamla Beniwal, with whom Narendra Modi has had several run-ins while as chief minister, to continue until her term ends on October 14.

Modi_govt,Visa_on_Arrival,Blackmoney/ SIT, Gangrape,China,Electricity,Nuclear_Plant&Heritage_site

Dear all,
Welcome.
Modi govt.: It would be keeping eye on MPLED, fund allocated for MPs. It would be done by monitoring of third party. Developmental works with 25 lakh INR or more would be monitored. During current fiscal year, it would be started in 100 districts.
The MP fund plan had drawn more complaints rather than accolades. Very few MPs had been able to utilize it fully on developmental works. As per sources, Public & private sector's & Independent institutions including educational, 100 districts would be monitored. CSO ministry would be identifying institutes for monitoring purpose.
These institutions would be investigating schemes being run under those funds and budget amount allocated to them. Also, quality of work would be assessed. The report would be sent to Centre. Under MPLED, society, trust or NGO work would also be monitored. Besides, drinking water, irrigation, road, bridges and sports complex related works would be monitored.
It is to note that under it, MP could recommend for developmental works upto 5 crore INR. CAG had, during 2010-11 in its audit report, found anomalies in implementation and monitoring system.
Visa on Arrival: Home ministry had rejected foreign ministry's proposal to extend Visa on arrival facility to Bangladesh. Also, foreign ministry had asked for opinion in regard to such visa. Assamese CM had earlier opposed the move. However, Multiple Visa would be provided for long term for Bangladeshi citizens in the age group of 16-65 years along with few terms and conditions.
Blackmoney/ SIT: RBI had also directed all banks including financial institutions to provide information in regard to blackmoney to SIT. A notice issued by RBI mentions that such information should be presented before SIT timely. It would help in govt. efforts to curb blackmoney. The govt. & non-govt. banks had been charged of money laundering into white from time to time. Two years back, a Parliamentary committee had expressed concern and demanded high level investigation.
GangRape: An Ugandan origin women had been gangraped in Delhi while returning from Janakpuri. She was abducted in a car and taken to Dwarka located flat. She was later abandoned. Police had arrested both rapist from Nazafgarh. The women had come on business visa and was residing at Dabdi locale.
China: At China's Xinjiang province, after a suicidal attack, Police action had rendered 13 terrorist getting killed whereas three policemen got wounded. It is to note that unrest prevails in Xinjiang province due to Muslim extremists. They had been demanding East Turkistan. China had held East Turkistan Islamic movement to be responsible for suicidal attacks.
Electricity: Minister had assured that he would try to sort out electricity sector problems. The Electricity projects need loan in time from financial institutions and Banks. Due to policy based indecision during UPA govt., Banks had been denying loans for electricity projects. Many projects are held in abeyance due to cancellation of coal blocks, gas non-availability  etc. Also, these companies are unable to return loan money. In mere five dozen projects, Banks NPA amount to 48,000 crore INR.
Unless govt. comes out with policy on electricity, Banks would not be allowing such loans. A report suggests that during 12th Five year plan, electricity sector needs 11.40 lakh crore INR.

China, Iraq,Mercy_petition,Gangrape,AAP,Governors,Saradha_scam&Modi

Dear all,
Welcome.
China: A Chinese helicopter had violated & entered inside Indian skies on June 13. It is learnt that it had entered inside upto 30 kms at Uttarakhand. The post is manned by ITBP. Earlier during April 30, two helicopter had crossed LAC.
Iraq: Following upheaval in Iraq, US & it's allies had started opening doors for Iran. It is considering Iran's assistance in conducting air raids. The talks seem to have finalising an agreement upon nuclear deal too. Britain would declare opening of it's embassy. It is to note that it was closed following students attack on Tehran located embassy during 2011. Diplomatic relations had been closed since then.
US & Vienna are engaged in finalising nuclear energy related deal. US had expressed that it is considering Iran's assistance against Iraq. There is no diplomatic relation amidst both countries since decade of 80s. The time limit for reaching nuclear deal is stated to have been July 20. [P5+1] countries had started talking over the issue.
Mercy petition: Home ministry had rejected mercy petition of five convicts. It includes Nithari's case, who had been found guilty of murder of many children & women
folks. His petition was rejected by Allahabad High Court & Supreme Court. Likewise, two petition from Maharashtra & one each from MP & Assam had been rejected following rejection by Courts.
Gangrape: UP State's gangrape and murder is being investigated by CBI. Two teams had been engaged in the matter viz. one for inspection of Police booth and Health centre & another for interrogation. Also, CBI had asked for interrogation of accused in jail. It would demand accused agreement before the Pacso Court for conducting Narco analysis, Brain mapping and Lie detector test. Court had summoned those accused on Thursday.
AAP: AAP's National coordinator is facing difficulties in getting house accommodation following vacating of his govt. premises after his daughter's exams are over. A house owner had denied citing media's ingress and thereby creating problem to the residents of the society. It is to note that at his Connaught place's residence, there had been huge accumulation of people since past one year. It  is learnt that he had desired for home cum office.
Governors: After usurping of power by NDA at the Centre, those Governors that are close to UPA govt. are likely to resign but few amongst them are learnt to have been standing alone. It is stated that party could use tactics, which could create political conflict like that during 2004. However, it has to be viewed in the light of Supreme Court's order made during the year 2010. It is related to appointment of Governor and limitation of Central govt. intervention. It would create legal hassles.
As per sources, Home Secretary had made tel. call to seven Governors for resignation. Maharashtra Governor had stated that he would do so upon order of competent official. Assam & Karnataka Governors had also refuted the same. As per rules, Governors could approach Courts & if it is seen that order is biased, Supreme Court could intervene as per law.
Saradha scam: Enforcement Directorate had summoned film actor, Mithun, for interrogation in the stated matter. He had been Brand ambassador of Saradha group. ED had asked about payment for being ambassador, services in lieu for it and campaigning thereof.
The key accused in Saradha scam had mentioned about his name in the Saradha's transactions. A sum of two crore INR had been given to him.
Modi: As per Ex-Rural minister & Congressmen, Modi's usurping power at the Centre would not have communal powers taking control, which is contrary to Congress's viewpoint.
In informal talks, he had stated that just like Nixon had started a new round by opening doors for China, Modi could also follow the same. He has political willpower along with flexibility, which Modi's predecessors had been lacking. He had called Pak. PM during his oath taking ceremony. Had Congress party done the same, it would   have been criticized.
But the minister also believed that his policies are opposed within the party itself. BJP's Think Tank is stated to have strict thoughts about Pakistan. In such a situation, issues like writing letter, gifts exchange could create problems sooner or later. China and Pakistan are having sensitive issues claiming territories but it could not be gifted.
He had also expressed concern over Congress's remarks on his being tea vendor. His statement had once again come before Congress critics stating that ex-minister is an intellectual and he only could explain about his statement. It is to note that earlier Ex-minister(HR) had also praised him in public. Also, US President, Nixon, had to leave following Watergate scandal.
