Naxalites&Salwa_Judum

Australia had, once again, been declared as Industrial affluent country. It is as per a report issued by Organisation for Economic co-operation & development. As per Xinhua, OECD had compared 34 developing & developed economies. The eleven parameters included were residence, job, education, satisfaction, work-life balance.
The OECD report was issued in Paris. As per it, 84% of the Australians were satisfied. It was higher as compared to Canada & Sweden. Their average life expectancy is 82 years, which is two years more than average. Also, age group between 15 & 64 had more job opportunities i.e. 73% as compared to 66% average.

Naxalites: The Naxalites had attacked Congress led "Parivartan Rally" members wherein Salwa Judum leader, Mahendra Karma, died after being hit by many rounds. Also, PCC chief, Nand Patel, along with other leader Mudaliar got killed. Congress leader & Ex-CM, Ajit Jogi, had called for Chattisgarh bandh on Sunday. The attack was done on Saturday at around 4 pm after completion of rally at Sukma. The convoy of vehicles was interrupted by armed Naxalites at Darbha on road near to National Highway 202 and firing done by them. When Security personnel retaliated, they couldn't do it much. Mahendra Karma was hit initially whereas Ex-CM, V.C.Shukla, got injured. The Search operation had been started with the help of paramilitary forces. The leaders were returning from Sukma to Jagadalpur. Naxalites had conducted an IED blast before the firing.

Salwa Judum was started by Chattisgarh CM during the year 2005 for safe-guarding of tribals from Naxalites. The Operation was handed over to Opposition leader, Karma. Since Salwa Judum had utilized the inherent qualities of Koya Commandos at a nominal price where they had worked as Special Police Officers(SPO), he had been their target. Also, it had been a movement envisaging cooperation of tribal folks in Bastar region. It had been immensely popular. But it was opposed by the Supreme Court of India despite agreeing of both parties viz. Congress & BJP upon it. Human rights Organization were also against it stating that it violated their rights.

Reforms: Besides it, four pronged strategy of reforms, development, de-centralization & Police reforms had been taken. Under it, various roads had been constructed. Training had been imparted to enhance skill and betterment of job prospects. Yet, they had not come into mainstream. They had been said to be treated inhumane by social activists & various human rights organization. 

Some of the Naxalite attacks are:
1. 17 July, 2007 : Around 800 armed Naxalites attacked Dantewada thereby killing 25, 32 injured and 250 lost.
2. March 2008: Attack on convoy of MP Baliram Kashyap.
3. March 2008: Attack on convoy of Forest Minister, Vikram Usendi.
4. July 2009: A landmine blast at Rajnandgaon thereby killing 28 Policemen.
5. April 2010: Around 73 CRPF personnel got killed.
6. May 17, 2010: A blast killed 14 SPO along with 35 people.
7. October 2011: MLA Pujari attacked at his residence.
8. July 2011: Attack on convoy of Nand Patel.
9. October 2011: At Bastar, Six Security personnel got killed.
10. July 2011: At Dantewada, Ten Security personnel got killed.
11. August 2011: A Naxal attack killed 11 police personnel.
12. January 2012: Attack on convoy of MLA Mandavi
13. May 2012: Attack at Women & Child development minister, Lata Usendi's, bungalow
14. April 2012: Attack on convoy of Parliament Secretary, Gagada.
15. November 2012: Attack on convoy of Opposition leader, Mahendra Karma.

Welcome. Day before yesterday was 2557th Lord Buddha's anniversary.

Afghanistan: The capital, Kabul, situated Indian Embassy had suffered three blasts near it on past Friday. But on Saturday morning, volunteers distributed around 10,000 peace balloons so as to provide peace to residents of the city. This amazing campaign was done by US borne artist, Arboldo. It's hosting was kept a secret. It was done under the banner, International Organisation for Migration.


Also, a blast occured at a mosque thereby killing around 12 people. When they were stopped, it resulted in blasts. Around four people & eight terrorists died during the blast

Japan's Atomic Energy Agency (JAEA) had informed about the nuclear accident in a laboratory situated at Tokaimura situated 120 kms North-East from Tokyo. During the accident, around 55 people were present. They were conducting an experiment wherein proton beam was fired on gold. Earlier, it was stated that around six people were present during the accident. During past week, around 30 persons got affected due to radiation.

Money laundering: Enforcement Directorate had registered a case under money laundering act against bookies, cricketers & IPL players found of booking the matches. However, ED had not registered the case under
FEMA Act. In case of finding any evidence, the case could be registered under FEMA. After Delhi Police, ED would interrogate the accused. It's chief aim would be to confiscate the amount earned due to Spot fixing. It would try to find international network and if necessary, case would be registered under FEMA.

Naxalites: Home ministry had claimed that IB had already given information about attack on VVIPs earlier. But State govt. had not taken it seriously. Congress had called for Bandh on Sunday. It is learnt that Naxalites had opposed both Parivartan & Vikas rallies. As per Ex-CM, Ajit Jogi, the changing of route during the last moment had been done upon information by the Local leaders wherein the route from Darbha valley was taken instead of Sukma. Various names of mastermind had come in media news like Osan Osandi(Andhra Pradesh) alias Sonu, Gaganna alias Keshav alias Basavraj(Andhra Pradesh), Ganapati & Katkam Sudharshan alias Ananda alias Virendraji. Gangana is said to be close aide of Kishenji alias Koteswar Rao, who was killed in an encounter at West Bengal. Centre is sending two additional battalions for arresting them.



Modi brand: Amongst three surveys, Gujarat CM, Modi, is leading. India-today & Sea-Voter's National Opinion Poll indicate NDA in strong position whereas UPA govt. would suffer loss of 90 seats. Due to Modi, NDA would be benefitted at around 41 seats. CNN IBN & GFK Mod surveys did not figure. But it is stated that 56% people prefer Modi against any other candidate whereas around 29% prefer Rahul Gandhi. As per ABP Nielsun survey, 36% people preferred Modi whereas mere 13% preferred Rahul Gandhi. UPA might incur a loss of around 95 seats. Congress would suffer a loss of 90 seats. NCP would suffer a loss of 03 seats. It is thus clear that BJP would emerge as biggest seat winning party. UPA's progress report & ad campaign is also done so as to assess the Modi Factor. As per sources, if Modi emerge as PM's candidate, votes might be polarized. It would benefit both Congress & BJP. If Modi stands as PM candidate, BJP would gain around 68 seats.

CAG: The most disputed bureaucrat, CAG, had retired day before yesterday. But prior to his departure, he had raised the issue of increasing scope of powers. As per him, CAG should encompass Public Private Partnership(PPP), Panchayati Raj & other NGO's taking govt. funds
Speaking to correspondent, he had stated that he never thought of resigning while issuing reports on 2G scam, Coal gate scam etc. His reports had been discussed by Parliament, Public Accounts Committee(PAC), & outside. Therefore, the comments could not be taken as attack. He advocated for appointment through Collegium like that of Judges. It had been a subject matter of dispute during Ex-Law minister. CVC is also appointed likewise. He believes that multi-member CAG would not affect it much. While talking about revenue loss due to 2G spectrum auction, he got dismayed stating that if some believe it, he felt pity on them. As per IT minister, there had been no loss due to 2G spectrum auction. As per him, CBI estimated it to be around 30,000 crores INR while they had estimated it to be around 66,000-1.76 lakh crores INR. Despite it, if any person comments as zero loss, it would be pity only.
Defence Secretary would be taking over as CAG upon his retirement. The Finance ministry stated that he is appointed under article 148(1) of the constitution. AAP had opposed his appointment citing it as weakening the post.

JBT Scam: CBI's Special Court had sentenced few politicos including INALO party leaders for their involvement in JBT Scam. They had been sentenced to 10 years of rigorous imprisonment along with 45 others for four years of imprisonment. An MLA & two IAS officials had been sentenced to 10 years of rigourous imprisonment.
It is to note that around 3206 teachers had been appointed on false grounds. During 1999-2000, Haryana's 18 districts were filled with JBT teachers appointments. Their recruitment was done by Selection Committee. Supreme Court had ordered a probe on it during the year 2003. Later, CBI had filed a case against 62 people including the CM. The chargesheet was presented during 2008 by CBI. This year on January 16, CBI's Special Court had sentenced around 55 people for various acts regarding hatching conspiracy, fraud and preventing corruption.
As per Member Public Representative Act, a person sentenced to around more than two years would not be able to contest election for around six years.

China trade: Despite various trade agreements been made, the trade deficit would not improve drastically. The products, against which these agreements have been made, would not affect the trade. The sources believe that Chinese products entry into Indian markets is rapid. India exports iron ore to China. Chinese manufactured products have entered Indian markets. Also due to recession, China had made restrictions in real estate sector, thereby limiting Steel demand. The exports to China are stated to have been affected due to corruption in mining sector.

Sexual Harrassment: Indian IT company i-Gate's President & CEO had rebuked the charges of sexual harrassment against him. He was ousted from the post and interim President & CEO had been appointed.
As per company's investigation by Board of Directors, he had violated company's policy and contract. However, as he had violated the company policy, he had been asked to resign.  The company is Headquartered at California and is an Outsourcing company.

Pakistan: The new Pak PM would work for reducing tension with India despite Army's varied opinion. He had been stating it in various election rallies. After 1999 Kargil war, the derailed talks process would be restored. His close aide had been appointed as Advisor as per whom the govt. would try to normalise relations with India. The Integrated Foreign policy would be implemented correctly. His statement had come when Army's chief had advised to talk with India. He also told that the govt. would try to ensure peace and curb danger from extremist so that agenda for economic progress would be set. But basic principles wouldn't be changed. Also, his govt. would work for peace in Afghanistan.

Rail bribery case: The accused had refused to become govt. witness after which he had been under arrest. Now, only telephone call details remain against the accused.
Actually, he is one amongst three touts who were in contact with Minister's nephew along with Manjunath and Member(Staff). Rahul Yadav & Samir had been working as touts along with Daga. The deal was made through these three touts. Daga was interrogated by CBI on May 7. He could have been an important person and CBI even thought of registering his statement on record. Under IPC, it could be used as evidence against culprits.

Jantantra Rally: It had entered Bageswar district of Kumaon region. Addressing the gathering at Garud, Anna Hazare stated that he would get the LokPal bill passed and every citizen should be ready for sacrifice in this regard. He was stating from Gandhi compound. As per him, there are 163 tainted MPs. Amidst public pressure, RTI Act 2005 was passed. All political parties are involved in corruption related matters but people should make an honest candidate win the election. It(meeting) was coordinated by volunteers. He told that by coming there, he got new energy. The 125 crore public is demanding Jan LokPal but the Centre is not listening.

SEBI: It had been asked by PM to curb Insider trading. Also, SEBI should take steps regarding incentives for general investors. He told this during SEBI's 25th anniversary yesterday. He stated that the regulator should take steps to enhance transparency. It would strengthen economy. The govt. is also taking steps to grant more powers to SEBI. The regulator needs to be upgraded. If Insider trading is eradicated, investors would be attracted besides domestic savings too. SEBI is working for ease of rules regarding Sovereign wealth fund, University fund, & Pension fund. The diverting of small and medium companies to share markets is praiseworthy. These areas are important for country's economy. He also told about Corporate date market's expansion. He also stated that steps to control fiscal deficit are being taken up.
CBI: The dispute amidst IPS & Original cadre Officials had been brought up to the President. In a letter to him, the Original cadre Officials had demanded permission to speak about agency's autonomy. The issue is about CBI Director's statement wherein he had termed deputation of IPS Officials as correct. The statement was made before the Parliament's Standing Committee. He had stated that whereas IPS officials are sent to original State cadres after their being found of committing irregularity but Original cadre Officials become a burden. Contrary to it, Original cadre Officials believe that fear of committing any mistake in future cannot be cited as justified. Also, Original cadre Officials have dispute regarding service rules. As per it, prior to the year 2000, Original cadre Officials recruited for DSP post were promoted after a span of eight years of service. But after change in rules, it had been made upto twelve years. Also after pressure, the recruitment had been stopped till date. The Original cadre Officials believe that GoM constituted for CBI's autonomy should also listen to their demands. As per them, CBI Director would favour IPS lobby.

New Delhi: Aam Aadmi Party (AAP) on Tuesday criticised the appointment of Defence Secretary Shashi Kant Sharma as the new Comptroller and Auditor General and accused the government of weakening the watchdog institutions by putting "weak" people in the job.
AAP founder member and senior advocate Prashant Bhushan also contended that Sharma's appointment amounted to conflict of interest as he would be auditing defence procurements of the period (2003-2010) during which he held positions responsible for acquisitions in the defence ministry.
Noting that there is no formal system for appointment or selection of CAG of India and government can appoint anybody, Bhushan demanded setting up of a "transparent system" for appointments to such watchdog posts.

"Government is slowly but continuously appointing persons who are weak and who don't have spine to watchdog bodies like CAG, CVC, CIC, Election Commission, which keep an eye on the government," Bhushan said at a press conference here.
This is being done so that these watchdogs don't question the government's decisions, he said and alleged that all such watchdog bodies are being "systematically crippled" by the government.
"After being bitten by the people like present CAG Vinod Rai, the government is taking extra care to see that persons who are appointed to such posts have a conflict of interest in the matters so they are not able to do anything," he said. He claimed that there was "no transparency" in Sharma's appointment nd as a result it is "illegal and unconstitutional" decision which is "liable to be struck down.
The AAP member also questioned the "silence" maintained by the opposition parties over the issue.

ITU:
Upon Subscription basis, mobile phones would over reach World's population by the next year end. It is as per UN agency's report. The International Telecom Union (ITU) had forecasted that during the next year beginning, it would reach 7 billion. As per BBC news report, presently there are 6.8 billion phones whereas world's population is 7.1 billion. The ITU World's annual report suggest that more than one-third of population is online. Mobile is more used in Ex-USSR countries. It is 17 per 10 users. South Africa stood at the bottom position. It is 63 mobiles per 100 users. As per ITU's telecommn. bureau development, the mobile nos. are likely to equal the population no.
Mumbai blast route:
The sea route through which Mumbai attacks had been planned had witnessed few suspect boats which are being rowing in India's Western coast. As per Mercantile Marine Department (MMD) of Queen Shipping, these are registered in the dept. A high level meeting revealed that after three months of efforts, MMD could not find details of around 98-100 boats registered thereat Mumbai. These are said to have been from Middle East sea region. At Colaba, a such boat named MV Yousufi was seized. The meeting was attended by MMD & Indian Coastguard on April 6.
Indian Coastguard had now called for emergency monitoring system and found that smaller boats are located at Gujarat's coast located smaller sea ports. Also, Maharashtra govt. is informed about the said traffic.


SARS: Sometime back, a virus dreadlier than AIDS had caused fear amogst doctors. Now another virus termed as Severe Acute Respiratory Syndrome(SARS) had causes uproar in health sector. It had been spread in France and Saudi Arab. France had confirmed about it and WHO had demanded 54 million dollars from US govt.for a suitable antibiotic. WHO had expressed concern over finding of Novel Corona virus in different continents, which are related to SARS.

Anti-corruption tirade: The AAP party members, Kejriwal & Prashant Bhushan, had claimed that now Law ministry incharge, Kapil Sibal had tried to make an agreement in Voda-Hutch matter. He claimed that the deal was worth 2,000 crore INR for pending tax of 10,000 crore INR. As per them, they possess documents which may put him into questionaire.

Indian pharmaceutical company, Ranbaxy laboratories, had been found guilty of criminal charges as regards security of medicines at US and had been fined for around 50 crore dollars.
As per US Government, this is biggest fine imposed upon any generic drug manufacturer. Out of it, 15 crore is for criminal charges fine & rest is for civil claims. The US Food & drugs Administration had made an agreement during the year 2011 in this regard.
A notice regarding completion of investigation stated that Ranbaxy had, during Dec. 2011, made fiscaI provisions and they would suffice the financial obligations. It had been found guilty in three such criminal charges. Out of these, one is related to manufacturing of drugs without safe acceptable standards.

(Reuters) - Headline inflation fell below 5 percent in April, dropping within the RBI's comfort zone for the first time in more than three years and fuelling market hopes for more monetary easing to revive flagging economic growth.
The wholesale price index rose 4.89 percent from a year earlier and was the lowest inflation rate since November 2009 and well below the 5.50 percent forecast by analysts in a Reuters poll. It was more than a full percentage point lower than the 5.96 percent rise in March.
Inflation has been a persistent headache for policymakers struggling to breathe life into Asia's third largest economy, and has been a major factor in the declining popularity of the government of Prime Minister Manmohan Singh.
The low number quickly sparked gains in the bond and share markets, while the rupee was little changed.
"It is a frenzy. The market is pricing in a rate cut," said Ashish Vaidya, head of treasury at UBS in Mumbai.
Earlier this month, the RBI cut interest rates by a quarter point for the third time since January, to reduce the policy repo rate to 7.25 percent.
India's bond market rallied to a three-year high, with the benchmark 10-year bond yield dropping 4 basis points, while stocks were up and the rupee strengthened slightly to 54.61/62 per dollar versus Monday's close of 54.73/74.
GLOBAL COMMODITY COOLING
Inflation was mainly cooled by a moderation in food and fuel costs helped along by lower global commodities prices.
Food inflation slumped to 6.1 percent from 8.7 percent a month ago on lower wheat, meat and egg prices. Fuel rose 8.8 percent on the year after a rise of 10.2 percent in March.
Non-food manufacturing inflation, which the central bank monitors to gauge demand-driven price pressures, slowed to 2.8 percent in April from 3.5 percent a month ago, after the international price of iron ore and steel dropped.
"With food prices expected to remain stable, manufacturing prices weak due to slow growth, and commodity prices stable, inflation in expected to be on a broad downtrend for the next six months and this, we believe, opens up room for more rate cuts," said Rahul Bajoria, Regional Economist at Barclays Capital in Singapore.
Government data showed on Monday that annual retail inflation slowed by a full percentage point to a 14-month low of 9.39 percent in April.
"We think there is a possibility of as much as 75 basis points more rate cuts in the next six months, including 25 basis points at the next policy (review) in June," Bajoria said.
GOLD TAKES OFF SHEEN
Not everyone was so upbeat. Indranil Pan, chief economist at Kotak Mahindra Bank, expects caution from the RBI until inflationary risks abate and the current account deficit improves.
"Since RBI expects inflation to rise post September, I don't think the governor will risk cutting rates aggressively," Pan said.
The current account gap widened to a record high 6.7 percent of GDP in the December quarter, driven by heavy oil and gold imports and lower exports.
After cutting rates this month, the RBI said the external deficit as the biggest risk "by far" to the economy and a factor limiting room for more easing.
Those worries were highlighted by data on Monday that showed a massive gold buying spree lay behind a jump of more than 72 percent in the April trade deficit.
Slowing inflation is a relief for the Congress-led ruling coalition, which needs an economic revival to help it in state elections this year and a national election due by May 2014.
But there could also be a downside -- while persistent cooling in non-food manufacturing prices bodes well for the inflation outlook, it also points to weak consumer demand that could further dent any hope of a fast economic rebound.
India's growth in 2012/13 was likely the lowest in a decade, and is not expected to much surpass 6 percent in 2013/14.

Anthony Chiasson, 39, of Manhattan, had been convicted in December of five counts of securities fraud and one count of conspiracy to commit securities fraud. U.S. District Judge Richard Sullivan also ordered him to pay a $5 million fine.
Prosecutors said Chiasson was part of a group of portfolio managers and analysts who got inside information from employees at publicly traded companies. In one example, the government said Chiasson earned more than $58 million for Greenwich, Conn.-based Level Global Investors illegally by trading on tips received about Dell Inc. (DELL) stock in 2008. A tip from another firm in 2009 brought in about $10 million in illegal profits.

"Anthony Chiasson chose to be part of a corrupt circle of friends that cheated the market to gain an unfair trading advantage, and for that, he lost his career, his reputation and now he has lost his liberty,'' said U.S. Attorney Preet Bharara.
Chiasson was convicted in December along with Todd Newman, 48, of Needham, Mass., a former hedge fund manager at Stamford, Conn.-based Diamondback Capital Management. He was sentenced to 4-1/2 years in prison earlier this month.
Five other men connected to the circle have pleaded guilty to securities fraud and conspiracy to commit securities fraud, authorities said. They all await sentencing.
The case was part of a government crackdown on insider trading in recent years that has resulted in more than 80 arrests and 70 convictions.

CBI: The CBI Director had stated that whatever verdict Supreme Court had given in regard to CBI's affidavit is correctand it works as per the orders of the govt. He addressed the Press conference after the Supreme Court had lashed CBI stating that it is like a caged parrot, which speaks the language of masters accordingly.
It had also ordered upon leakage of news pertaining to raid during bribery case in Railways wherein GM(W.Rly) was found to have given bribe amounting to 90 lakhs INR in cash to Rail minister's nephew and got caught red handed. It could interrogate Rail minister. The Opposition had alleged that CBI works under the pressure of the Central govt. CBI director had also accepted that it had to rely upon the govt. system for it's functioning.
As per CBI, Bhandari is the link which attaches Mahesh kumar with Vijay Singla. As per Railway officials, Rail minister might not have direct role but his relatives have and it is apparent through his decisions. The close sources claim that GM(W.Rly) is himself responsible for it as he tried to contact his relatives and bribed them. He had discussed the matter along with the minister wherein he had expressed his desire but he was told about the Member(Staff) vacancy and he had requested for additional charges of signal and telecommunication works. He was denied of it.
It made him feel that he might be denied of Member(Staff) too and he tried to contact his nephew through Manjunath etc. Also, it was informed by his other officials who came to know about the deal.
Also, it is learnt that Rail minister had wanted to address a press conference in this regard but he was not allowed.

Strike: The Retailers and Distributors Chemist Association (RDCA) had called for closure against the new govt. policies and would demonstrate at the Jantar Mantar today. It would do it as nation wide strike against the policies stating that around 7.5 lakh retailers would go for bandh. However, Capital's hospital located dispensaries would be free from bandh. As per RDCA, the govt. is making new drug policy due to which their profits would lessen. FDI should not be allowed or else it would affect the 25 lakh traders associated with it.

Cyber Policy: The govt. had approved for new cyber policy for protection against attacks. Under it, Human resources have to be prepared so as to prevent fraud and transparent electronic
transactions. CCS had approved it.
Also, the prevention against hacking would be made through arrangements in information asset with provision for retaliatory mechanism. China's cyber attacks had been a cause of concern as expressed by USA.

Religious Freedom Commission: USA's Commission had recommended not to grant Visa to Gujarat CM, Narendra Modi, for serious violations of religious freedom. The Panel states that there are sufficient evidences against Modi's involvement in 2002 Godhra riots. The Commission's President had, while issuing annual report, stated that there are ample evidences that riots took place in Gujarat and had correlations with Modi. He is the only person who had been disallowed to have US Visa since March 2005. It is stated that around 1000 people died in Godhra riots.
Also, India is put in second class along with Afghanistan, Azarbaizan, Cuba, Indonesia, Laos and Russia. A republican member of the commission had visited Gujarat during March 29 & invited him but later US made it clear that it had not changed it's policy.

Alert: As per media report, a letter with Al-Jihad logo had reached Kolkata based US Consulate General wherein it is mentioned about attacks on their consulates in chief cities like Mumbai, etc.

H1B Visa: The US would change Visa rules for immigrants which would hamper Indian IT companies as they mainly depend upon it. The proposal presented before the Senate would render problem to Indian IT companies. The companies which would have around 50 or more employees and 30<x<50 employees have L1 or H1B Visa and not yet applied for Green Card, must may additional 5,000 dollars as tax under new rules. If the companies have more than 50% foreign employees and x>50% have H1B or L1 Visa then the companies would have to pay additional 10,000 dollars as tax. TCS, Wipro & Infosys would have to pay such amount whereas IBM, Microsoft and Intel would not be required to pay such fees.
Also, companies with more than 75% H1B or L1 Visa workers would be subject to ban.
CBI&Coal_Scam: The CBI had swore affidavit of nine pages before the Supreme Court on May 6. It contains the following:1. It has details about meeting held between Coal ministry Officials, PMO, Addl.Solicitor General now suspended, Attorney General & Law minister.
2. The Communications between Joint Secretary, Coal ministry & Joint Secretary, PMO in regard to said investigation.
3. Prior to the Status report, three meetings held at law minister, Attorney General & CBI's Office.

JPC: The JPC's working constituted on 2G scam issue had been extended upto monsoon session of the Parliament amidst dispute. The proposal had been passed in this regard. It is pending before Upper House (RS). It was constituted during March 2011 and has been extended for five times in total. JPC head proposed for it and was passed. It is to note that there had been heated arguments amdist its draft report wherein PM & Fin. Minister had been freed of the charges but Ex-PM, Vajpayee, along with his two ministers were held responsible.
The Speaker had asked for dissolution of disputes and hence it got extended. Earlier, it's report had to be presented before May 10.

The Railway Board Member accused of bribery had been presented before the Patiala House Court wherein CBI had stated him to be prime accused. He had been sent to judicial custody of three days in CBI's remand. Besides, Sushil Daga had also been demanded of custody. he is businessmen and close aide of Manjunath. He had been arrested under hatching conspiracy and Prevention of Corruption Act 1988. It is to note that CBI had arrested three persons on Sunday whereas one is being searched. All three are accused of arranging for bribe. They had been sent on two day judicial custody. The lawyer claimed that CBI had demanded five day judicial custody. Around nine persons had been arrested in this regard.

UN related Human rights commission investigator, Carla dale, had stated that Syria had used Sarin gas against rebellion group. In an interview on Sunday, he stated that as per evidences collected, Syria had used chemical weapons against rebels. However, it is to be studied further. UN had not yet completed it's report during next session during upcoming June.
Sarin is a powerful neurotoxin, which was made by Nazi scientists. It was initially used as pesticide. During 1988, it was used against Iraqi Kurdish rebels. Japan had also used it during last decade of past century.

Coal gate Scam: The hearing of Supreme Court had resulted in resignation of Additional Solicitor General thereby raising disputes amidst ASG & Attorney General. Earlier, ASG had stated that the govt. had not shared its(CBI) status report on Coal block allocation. The autonomy of CBI is under question. The Supreme Court had stated that CBI should not take any directions from any minister. It had broken its faith and the investigation is questionable. The Supreme Court had summoned CBI director to file an affidavit on Coal block allocation status report. It has to be submitted by May 06. Now, CBI's autonomy would be under trial. It has to be independent and impartial. It should not be working under external pressure.
CBI's counsel had stated that it would flie an affidavit on May 06. Earlier, Attorney General had told that neither he had seen the status report nor its draft report.
 
Corruption: The Rail Minister, Bansal's nephew, is found of taking bribe worth 90 lakh INR from Railway Board member. CBI had arrested him and registered a case against the member and two others. These are from Chandigarh. As per sources, his nephew had been given bribe of 90 lakh INR by Board member. He was GM(Western Railway). He had been promoted three days before only. CBI is interrogating his nephew & GM(Railways). It is supposed that a big racket is involved in it.
The govt. had stated that by March 31, 2013 there were 6816 matters pending under Prevention of Corruption Act. The CBI had during 2010, 2011, 2012 & by March'13, registered around 2121 matters. These are Andaman/Nicobar Island (29), Andhra Pradesh(409),Goa(46), Gujarat(417), Haryana(49), HP(16), J&K(141), Jharkhand(432), Karnataka(176) , Arunachal Pradesh(09), Assam(187), Bihar (310), Chandigarh(42), Chattisgarh(49), Daman/Diu(06),etc. Likewise, Kerala(189), MP(211), Maharashtra(709), Manipur(13), Meghalaya(08), Mizoram(08), Nagaland(05), NCR(933), Odisha(235), Pondicherry(26), Punjab(63), Rajasthan(294), Sikkim(02), TamilNadu(497), UP(599), Uttarakhand(61), & West Bengal(645).

Delhi's Gangrape: The Supreme Court had rejected the victim's friend's interview given to a private newschannel as witness in the case. It had ruled out the High Court's order in this regard. It is to note that a para medical student was gangraped in a luxury private bus on Dec. 16, 2012 night bound for Dhaulakuan. The accused had beaten, raped and later put iron bar in the body. Both were then thrown nude from the bus. The girl was later sent to Singapore for treatment where she died at Mt. Elizabeth hospital.
 
Prisoner clash[1]: After Kotlakhpat prison incident wherein Indian prisoner, Sarabjit, was beaten by fellow inmates, the agitated prisoners of J&K's KotBhalwal prison had beated a Pakistani prisoner. He is in Coma. It is to note that J7K prison houses around 80 such Pak prisoners, which are captured following their involvement in terrorist activities.The jail administration had already been alert in this regard.
[2] The two factions of prisoners at Tihar jail had clashed using items like plates and bricks etc resulting in nine of them getting wounded. One amongst them had died. The clash took place for establishing supremacy over their area. The Police had registered cases against both groups under various acts. The security had been increased of Pakistani prisoners.
[3] Telecon. minister had stated that only because of Sarabjit case, Indo-Pak peace talks could not be stopped. As per the minister, Mumbai blast accused & guilty, Kasab, was provided security while at the prison. Presently, Sarabjit case had dismayed govt. and public. It would have some effect on the peace talks. His statement is seen as retaliation to BJP's demand of lessening of diplomatic relations with Pakistan.
 
VVIP Security: The Supreme Court had questioned about the Z plus security provided to VVIP personnel. It had asked that if common public is insecure, why riches are been provided with Special security? Also, it was stated that if there had been security in the country, then there would not have been rape with five year old girl. However, Court had accepted the fact that VVIPs could have private security but when they leave their State, they would have to leave the security there itself.
Police: The Supreme Court had stated that the Police behaviour had been like animals in entire country. During the demonstration against minor's rape and slapping of girl had resulted in asking of affidavit from Delhi's Police Commissioner. After the dispute came into light, ACP was suspended.
Likewise, Aligarh City's Police area had one six year girl being raped and murdered and Police had done lathi charge on demonstrators.
Foreign Policy: Bihar CM & JD(U) member had indirectly held the Foreign Policy to responsible for the death of Indian Prisoner captivated at Pak. The entire cycle of events is responsible. Had he been brought to India timely, he could have been saved.
Chinese troops had planned earlier for entering into No man's land along with UAV and other monitoring equipments. Chinese Army had moved ahead its troops in Daulat Beg Oldie sector along with three other areas. But due to increased pressure it had taken back its steps. After diplomatic contacts, twin formula strategy is supposed to have been adopted for finding a solution. Prior to the foreign minister's Beijing visit, it is assumed to have gone back. The UAV pictures show the same. Also, at Ladakh belt an opinion shared was that it should retreat back.

Insider trading: SEBI had taken stern action against Insider trading. It had fined Reliance Petroinvestments Ltd (RPIL) for around 11 crores INR. It is an associate co. of RIL.
During 2007, RPIL had violated rules for insider trading and earned profit amounting 3.82 crores INR. IPCL was bought by RIL. It had been a listed co. for some time. As a promoter, RPIL knew about its(IPCL) merger with RIL. Based upon it, few tradings had been done from Feb.22, 2007 uptil March 8, 2008. Also, Ambani's aide Modi & his wife had been acquitted (freed) of charges. Earlier, it had applied for settlement which was rejected.

SEBI/Sahara: Supreme Court had put a stay upon Securities Appellate Tribunal (SAT) & Allahabad High Court's petition on Sahara group companies. A two member bench had stated that it would continue uptil the case of return of investors money is completed.
The SEBI had petitioned for transfer of these petitions before the Supreme Court. The Apex Court had asked Sahara group to file a reply. The regulator had asked for Contempt of Court proceedings against the Sahara group for non-return of investors money. The SEBI's lawyer had stated that the apex court had given its order on Aug 31, 2012 for return of investors 24,000 crores INR. It responsibility for implementation lies with SEBI. When SEBI had ordered for confiscation of property, the Sahara group's lawyer had stated that Contempt of Court charges could not be made against the Sahara group. Neither Sahara group had returned the money nor handed over any document in this regard within the fixed time. If the group had sold its property, claims in this regard could be verified. Sahara had filed petitions in Allahabad Court and SAT.
Secondly, Sahara group had stated that no Contempt had been done directly & thus, Court could not consider the charges. Also, the Sahara group Officials had asked unconditional pardon too. Sahara group's lawyer had asked as to under which act, SEBI is asking for transfer of petitions made before SAT & HC to Supreme Court. The petitioners are those who are neither party nor any relief is sought for. The next hearing is scheduled on Wednesday.
 
Modi brand: Gujarat CM, Modi, had attacked Central govt. stating that the people are a threat to country's federal structure. He was speaking at an Indian Business Council meeting. After completion of his election campaigning in South Indian State, he stated that despite lack of Coal in Gujarat State, it is fore runner in Electricity production whereas the entire country is drowned in Coal gate scam. Even he suspected of Supreme Court getting inflicted due to it.  He stated that Constitutional bodies are devaluated.
Further, he told that public outcry is surfacing via. social web sites like Facebook, twitter, etc. He told that if Gujarat could develop, country could also do so if proper direction is provided.

Due to the general election nearing up, the govt. had included Street Vendors, too, in the list. Around 1 crore vendors Security & livelihood related bill had been approved on the May Day. This would benefit four lakhs vendor. Presently, there are 55,000 licensed vendors. Remaining three lakhs are subject to Police atrocity. After the bill gets passed, all vendors would be under the scope of the bill.
The Central Home & urban poverty eradication minister presented the bill which was widely accepted. As per telecon. minister, license granting would be preventing them. As per Census, it would benefit 1 crore people. If their family is linked, it would benefit 2.5 crore people. At mumbai, there are 18,000 licensed vendors.
The bill seeks to have survey in every five years with 2.5% of certificates being distributed as per census. Town Vending Committee is proposed out of which 50% would be representatives. The area would be defined and in case of accident, the wife or son would have right to work.

Iran: Iran had tested three home-made missiles and are supposed to be successful. The Army Ground Forces chief stated that Army and Defence Industries had jointly made the missile. But information regarding the same is not disclosed. These are mostly surface to air missiles. These are different from Naz-e-At and Faz missiles, which were tested during March End. Faz 5 has range of 75 kms whereas Naz-e-At is a medium range missile with striking range from 100-300 kms.

SEBI: The govt. is likely to empower SEBI with various chit fund schemes being brought under it. Amendment regarding the same would be brought sooner.
The new rules would grant more power to confiscation of property, investigation and access to the fraudster or the company' information. Also, Security Contract (Regulation) Act and Depository law would be amended. The money pooling schemes would be under SEBI's power.

Energy Politics: India is not gaining any Uranium from Australia as per an envoy posted previously there. It is still a critical issue resulting in delay of selling of Uranium. He told ABC radio that it might take time for the stated project. The Security standards pose a complex scenario. He stated that India and Canada had decided to move ahead during the year 2010. But two years had since then passed.
China's matter is different as there is no ban on selling of Uranium for military and domestic purpose. It is to note that Uranium has 31% of World reserves. During 2011-2012, it had produced 7.700 tonnes of Uranium Oxide. It is exporting it to Japan, Taiwan, China & USA.
