UPSC: UPSC had decided to give two additional chances to Civil Services aspirants. As per he notice, they would be allowed relaxation in age limit. These would be effective from Civil services 2014. Besides, there would be no changes in course curriculum or question paper format. General category aspirants would get six chances whereas OBC candidates would be getting nine chances. Sc/St candidates would have no age limits. A detailed notification would be issued on May 31.
Pakistan: Modi had discussed along with his Pakistani counterpart, Sharif, upon issue of terrorism. He made it clear that it should be curbed to have friendship amongst countries. He had also discussed about slow pace of Court proceedings in regard to Mumbai terrorist attacks to encouraging terrorism against India. Both countries foreign secretary had agreed to find a peaceful solution.
After coming to power, Indo-Pak PM had made their first ever meeting with motto of improving relations. The talks encompassed matters ranging from commerce, trade, water and Kashmir etc. but terrorism was prime. Foreign secretaries would be deciding upon steps in this regard. During the oath taking ceremony, it was stated by Sharif that it could open new dialogue amidst both countries. Both have gained majority and had started their tenures. Modi had sought assurance from Pak. PM about non-usage of Pakistani ground for terrorist activities. The business relations also need to be improved.
SEBI/Sahara: Sahara group had made available list of those bank accounts and assets through which it could furnish bail amount worth 10,000 crore INR for release of Sahara chief and it's two other Directors. The matter would be put up for hearing before the Supreme Court tomorrow.
The Sahara group had demanded his release at the earliest for arranging bail amount either through sale of it's assets or through bank accounts. The details of bank accounts given could fetch upto 2,500 crore INR and further sale of assets could fetch upto 2,000 crore INR. As per new proposal, it would be given within a week's time. Besides, Bank guarantee worth 5,000 crore INR has also to be arranged. It is to note that all three Directors of Sahara group are under judicial custody since March 4. SEBI had argued that Sahara group had not returned investors money amounting 24,000 crore INR.
Modi govt. Upon usurping power, Modi govt. had decided to tighten noose on black money keepers. A SIT had been constituted for investigating into blackmoney and its monitoring. SIT head is one of the Supreme Court's retired Justices whereas eleven other members are from various departments.
During past May 1, Supreme Court had constituted SIT along with nominations too. A notification was directed to be issued. It is to note that the said matter was raised through filing PIL by noted counsel, Ram Jethmalani. The apex court had made it clear that SIT could investigate into India's biggest tax evader, Hasan Ali, & his associate's matter. SIT would also be making an integrated work plan for tackling blackmoney.

On a sunny winter day, exactly five months ago, Arvind Kejriwal became Delhi’s 7th chief minister, and delivered a message of hope to thousands of people at Ramlila Maidan.
 After the drubbing in the Lok Sabha polls, resignation of senior colleagues, and a series of flip-flops, hope is what his now-demoralised party is holding on to. The Aam Aadmi Party has now started working on ‘Mission 100 days’ to win back Delhi.
“Elections in Delhi could be held along with Maharashtra and Haryana in October. We have appointed observers in all 70 assembly constituencies. Feedback is coming. An analysis of the poll debacle is on,” said a senior leader.
Despite a 0-7 drubbing, AAP’s vote share increased from 29.3% in the 2013 assembly polls to 32.9% now. All seven candidates stood second, relegating the Congress to a poor third. Assembly segment-wise balloting puts the BJP ahead in 60 of the 70 seats.
The party is now reading the fine print. “We fared better in areas such as RK Puram and Okhla. But we need to work harder in middle-class constituencies such as Greater Kailash and Malviya Nagar,” he said.
The party thinks Kejriwal may not be as big a hero as he was last winter but he still has no match. “Both the BJP and Congress have no strong CM candidate,” he said.
Gopal Mohan, who managed Kejriwal’s poll campaign in New Delhi and Varanasi, sees hope. “As many as 20% of all those who voted for BJP in the LS polls are saying they voted for Modi but will support AAP during the assembly elections,” said the IIT alumnus.

“Even if that doesn’t hold and there is only a 10% swing, AAP’s vote share will still go up to 43% and BJP’s will go down to 36,” he said. 
Political scientist Ravi Ranjan says even the BJP has acknowledged AAP is still a political force in Delhi. “Modi chose four ministers from Delhi-NCR. All of them defeated potential AAP leaders.”
He says BJP’s victory in the LS polls will be a factor. “But we shouldn’t forget people will vote differently in assembly elections because of local issues,” he said.
The party has decided to go to people again with the promise of “cheap electricity, free water and a corruption-free administration”. MLAs are holding mohalla sabhas to discuss funds should be spent. Volunteers are going door-to-door, justifying Kejriwal’s decision to go to jail.
“But a lot will depend on who will be BJP’s CM candidate since Harsh Vardhan has shifted to the centre. It would be interesting to see how the NDA government at the Centre reacts to problems in Delhi,” Ranjan said.

Pune is seeing red.

Top police officials have revealed that Delhi University Professor G N Saibaba, arrested on charges of being a member of the banned insurgent organisation CPI (Maoist), helping it recruit people and providing logistics to it, was in touch with several ‘prominent’ people based in Pune.

Members of the Anti-Naxal Operations (ANO) cell have recovered a list of contacts from Saibaba containing the names of such citizens and investigations are on to establish whether these ‘contacts’ were limited to being sympathisers or were involved in Maoist activity.

Speaking to reporters yesterday, Deputy Inspector General of Police (ANO) Ravindra Kadam also emphasised that the strategic location of Pune city has made the Maoists give it high importance as one of the best places from which to carry forward the movement. Kadam was speaking on ‘Maoist movement, its front network and Pune city’ at a press interaction organized by the Pune Union of Working Journalists at the Patrakar Bhavan in Navi Peth.

‘Revolutionary’
Elaborating on the role played by Saibaba in spreading the Maoist ideology, DIG Kadam said, “Saibaba was just short of being conferred the title of ‘professional revolutionary’ by the Maoists. He was responsible for the coordination between various front organisations and it is he who has really projected the Maoist movement in India.”

“Saibaba was in touch with several ‘democratic’ and ‘women’s rights’ organizations. We have recovered a list of contacts from him and are investigating the role of every person on it. The names of many prominent citizens feature in the list,” he added.

Asked how strong the case against Saibaba is, Kadam said, “We have sufficient evidence against him. We had obtained an arrest warrant from the court, which obviously did not issue the warrant blindly. The evidence we have will be subjected to scrutiny during trial.”

Pune focus
Stressing on the importance of Pune for the Maoist movement, Kadam said, “Pune is close to Mumbai and is home to many colleges and intellectuals. Considering its strategic location, Pune has been marked as an important city by Maoists on their map.”

The Maoists had established the Western Maharashtra Committee focusing on Pune city in 2009 and several front organizations, including the Kabir Kala Manch (KKM), were started around 2002.
Angela and Milind Teltumde were the architects of the movement In Pune and played a key role in spreading the Maoist network in the city.

Even today, more than seven activists of the KKM are under the scanner of police agencies, while nearly 13 associates of Saibaba have gone underground after his arrest.

Coal India chairman and managing director S Narsing Rao has resigned, seeking to play a key role in the new state of Telengana.

"I have put in my papers three to four days back and I am waiting for the new government to relieve me from the post," Mr Rao told PTI.

Minister of State for Power, Coal and New & Renewable Energy Piyush Goyal assumed office yesterday. Prime Minister Narendra Modi and his 45-member council of ministers were sworn in on May 26.

Mr Rao said if everything falls into place, he would take up a new role as principal secretary in the Telengana chief minister's office, "hopefully" from June 2.

Mr Rao, a 1986 batch Andhra Pradesh cadre Indian Administrative Service (IAS) officer who hails from the Telangana region, was appointed chief of the world's largest coal producer in April 2012 for five-year tenure. He is due to retire in 2018.

Before joining Coal India, Mr Rao was CMD of Singareni Collieries Company Ltd, owned by the Andhra Pradesh government and the Government of India on a 51:49 equity basis.

The Telangana Rashtra Samithi is set to form the first government in Telengana, which will formally come into existence as the country's 29th state on June 2, following the bifurcation of Andhra Pradesh

Friday's pre-dawn attack on the Indian consulate by Taliban in Herat in western Afghanistan, just three days before Narendra Modi's swearing-in, underscored the extremely tough task for the new Prime Minister as he opens up a new channel of communication with the Nawaz Sharif government in Pakistan.

The attack came just days after Modi invited all SAARC leaders, including Sharif, for his swearing-in ceremony in a gesture that signals his desire to build better relations with all neighbours.

All nine Indians in the consulate, including Consul General Amit Mishra, were safe, but the eight-hour encounter with the heavily armed terrorists indicated their deadly intent. The attack was repulsed by a contingent of ITBP personnel and Afghan security forces.

However, the Taliban attack and the support that Taliban is known to enjoy from Pakistani agencies indicates the complexity of dealing with India's western neighbour. It makes plain that there are many players in Pakistan who are inimical to any kind of normalization of ties between the two countries. To that extent, it also reduces Modi's elbow room for his diplomatic outreach to Islamabad.

In a statement, which was vetted by Modi, the Indian government seemed to acknowledge the challenge as it blamed the "cowardly" attack on Pakistan-backed terror groups operating in Afghanistan. "The main threat to Afghanistan and its peace and stability and security stems from terrorism beyond its borders."
 
Pakistan, too, condemned the attack, saying "no cause justifies targeting of diplomatic missions." Islamabad also said that it was deeply relieved that no Indian diplomat was hurt in the attack

Coming amid indications that Nawaz Sharif was veering round to attending Modi government's inauguration on Monday, the Herat attack was also seen as a warning to the Pakistani government not to warm up to India. LET chief Hafiz Saeed publicly warned Sharif that a visit to India would be a betrayal of the Kashmir cause. "What will you (Sharif) answer the Kashmiris if you go to India?" he said.

Sharif has not yet officially indicated whether he would attend. But Pakistani media have quoted officials in the foreign ministry who recommended that Sharif should accept the invitation. Even opposition leaders have weighed in supporting his visit. However, Sharif is in a bind. All indications are that the powerful Pakistan army and ISI may not be in favour of his visit at this time.

Experts felt the attack appeared to be part of Taliban's "Spring Offensive" that was launched on May 12. Codenamed Operation Khaybar (a battle Muslims won against Jews in 629 AD), Taliban have mounted attacks in Jalalabad, Helmand and Uruzgan provinces. In the past week, Yamgan in remote Badakhshan province has seen the Taliban capture the governor's building and take officials hostage.

Indian officials believe these attacks, backed by Pakistan-based jehadi groups, could only increase in the weeks and months ahead. With US and NATO forces moving out of Afghanistan, Indian interests would become increasingly vulnerable.

Modi spoke to the Indian ambassador in Kabul, Amar Sinha, soon after hearing about the attack. After enquiring whether reinforcements should be sent to beef up security further, Modi signed off with a quip, "Humein chinta nahin hai, kyonki aap to Amar hain!" Modi then spoke to Afghan president Hamid Karzai who briefed him on the Afghan government assessment of the attack. Karzai also called the outgoing prime minister, Manmohan Singh, this evening to brief him on the day's events.

Security sources here and in Afghanistan confirmed the siege lasted for almost eight hours, adding it was very similar to the Taliban attack on the Afghan Election Commission headquarters in Kabul on March 29, days before Afghanistan went to the polls.

Expressing gratitude for the assistance by Afghan forces, MEA spokesperson, Syed Akbaruddin said, "Our diplomatic premises in Afghanistan have been repeatedly attacked by elements who clearly do not support the Afghan people's effort to rebuild and redevelop their country. Attacks of this nature will not dilute India's commitment to assisting Afghanistan in its reconstruction and development efforts."

Herat may have been considered "safe" by Afghan standards, situated as it is on the western flank of the country. But in the past year, Herat and its surrounding provinces have seen an increased Taliban activity, particularly from Farah province next door and northern Helmand. India has invested over $300 billion in the hydropower Salma dam project in Herat province.

Security experts are also drawing attention to an obscure terror group allied to al-Qaida called Ansar-ut-Tawheed fi Bilaad Hind (Brotherhood for Monotheism in the land of Hind) and operating from the badlands of western Pakistan calling for attacks against Indian interests anywhere in the world.

Kerala police commandos will soon have an “assault dog unit” to aid their ongoing anti-Maoist operations in north Kerala.
Six pure-bred Doberman Pinscher dogs, an exotic breed famed for its agility and aggressiveness, are currently being trained along with their human partners — commandos themselves — at the Kerala Police Academy in Thrissur.
Breed attributes
Senior forest veterinarian E.K. Easwaran, who is on deputation to the police, said the breed was selected for its tolerance to heat, physical endurance, lithe frame, and agility which rendered it suitable for sustained deployment alongside special forces in harsh and hostile environments.
State veterinarians visited several reputed kennels; inspected six to eight-month-old pups, evaluated their pedigree, and examined them under x-ray for physical deformities such as malformed pelvis, a sign of inbreeding, before choosing the six.
Each dog will have two handlers. Handler and dog will work as a pair, participate in simulated urban and jungle combat exercises alongside the “Thunderbolts Kerala” (to acclimatise the canines with the sound of live fire and combat manoeuvres) before being actively deployed with the Special Weapons and Tactics Team.
The police are likely to assign a pair of assault dogs and four handlers to each unit of the “Thunderbolts” garrisoned at strategic locations in Kerala, including Adoor in Kollam district.
In future anti-Maoist operations of the State Police Commandos of the India Reserve Battalion, the dogs will be tasked to sniff out landmines and booby traps and track intruders in remote terrains where armed insurgents are known to operate.
In urban combat situations, the dogs will spearhead tactical assault teams, be the first to enter rooms to shock and surprise armed terrorists, thus allowing the commandos close on their heels to seize the initiative in close quarter gun battles.
The police will equip the dogs with bullet proof vests, equipped with slots for placing cameras if required.
The State police have formed a committee, comprising government veterinarians, to purchase dogs for various law enforcement duties, including anti-sabotage checks.
State Police Chief K.S. Balasubramanian, IG Manoj Abraham, and SP P.A. Valsan are overseeing the programme.

New Delhi: Senior Aam Aadmi Party leader Shazia Ilmi resigned on Saturday from the already sulking party. Ilmi, reportedly was discontented with the party's leadership.
The journalist-turned-politician, had contested Lok Sabha elections from Ghaziabad constituency and lost. She had earlier lost the Delhi Assembly Elections from RK Puram seat.
G R Gopinath, who pioneered low-cost air travel in India, quit the Aam Aadmi Party (AAP) on Saturday, citing growing differences within the party leadership and criticised Arvind Kejriwal for ‘shoot and scoot’ politics.
In a communication to AAP's Karnataka Convenor Prithvi Reddy, he said, "I would like to resign from the membership of the Aam Admi Party with immediate effect because of increasing differences with the party leadership and its ways."
Gopinath, who joined AAP in January this year, said he had ‘expressed most of my views also in the media including today’ and wished ‘the party well in its future endeavours.’
When contacted, Gopinath confirmed the development in a phone call from Toulouse in France where the headquarters of aircraft manufacturing major, Airbus, is located. He had founded the first low-cost carrier Air Deccan in 2003, which was taken over by Vijay Mallya and named 'Kingfisher Red' that has now closed down.
In a blog titled 'Has Kejriwal lost his way' today, he criticised the functioning of AAP chief. He said when Kejriwal took on Robert Vadra on corruption charges, "the BJP loved it and also went in for the kill against the Congress", Gopinath said, adding that Kejriwal then took on Nitin Gadkari.
"Kejriwal was brazen and broke that rule. He went for the jugular. What was rumoured in whispers, he stood up to in public, which made him the darling of the people and the media.... Kejriwal did not stop there. He made allegations against other high and mighty of the land," the blog said.
"It's one thing to gossip about it in private but when one holds a responsible position as head of a political party, one has to take responsibility and not, as some one described it, indulge in shoot and scoot politics, denigrating people's reputation, however credible the rumours may seem and however tempting the chance to score brownie points or capture media attention and public sympathy as a crusader against corruption," Gopinath said in the blog.

Court ruling:
1. Sahara: A newly constituted Justice Bench would be hearing Sahara case matter today. After one member's tenure getting expired and dissolving of the committee, CJI had reconstituted the committee. The retired Justice had stated about stress while the Bench had maintained it's order dated May 6 of not releasing Sahara chief. Sahara chief's claim of not maintaining principle of natural justice was rejected. It is to note that Sahara group is charged of not returning investors money worth 24,000 crore INR raised through OCDs. The Bench had granted conditional bail to him upon deposition of 10,000 crore by way of Cash & Bank guarantee.
2. Asaram Bapu: Supreme Court had denied interim bail application of Asaram Bapu wherein he had demanded dissolving of Pacso Act 5(p). He had also petitioned for verification of victim's age and cross statement as well. As per his counsel, her date of birth is 1995 & not 1997. The hearing is  scheduled for July 3.
3. Land acquisition: Allahabad HC had ruled that farmers who had got 64.7%  additional compensation amount in lieu of their
land won't be considered any further more. Their petition would be considered in Gajaraj & others case matter. Only those who had not been compensated would be considered along with Harkaran etc. It had thus provided relief to the Tribunal.
4. Arushi case: Infamous Arushi case matter filed for interim bail to Talwar's before the Allahabad HC had got bail petition been rejected. Justice Bench had kept the verdict safe after hearing on May 6 along with writing argument submission by both parties. It is to note that CBI Court had sentenced them to lifetime imprisonment.
5. MNREGA: CBI inquiry was directed by Justice Bench of Allahabad HC upon petition for investigation into alleged
irregularities at Gonda, Balrampur, Mahoba,Sant Kabir nagar, Mirzapur, & Kushinagar during the period from 2007 uptil 2010.
It had been ordered by Supreme Court. The irregularities are as follow:
a. At Balrampur under 11 heads, 181,18602 INR worth scam for items being purchased at double price.
b. At Gonda, financial rules were not followed during purchases & safeguarding of accused.
c. At Mahoba, payment made to non-licensee firms for camera purchases.
d. At Kushinagar, prima facie negligent officials were safeguarded.
e. At Mirzapur, fake quotations & payment on record basis.
f. At Sant kabir nagar, non-registered institutes being paid.
g. At Sonabhadra, no investigation was done.
Walmart: Biggest retail business, Walmart, would be holding talks along with new govt. for it's cash & carry business. BJP had stated in its manifesto that FDI would be kept out from multi-brand retail. FDI is to be allowed only in those areas having employment generation and capital gain. It would need strong infrastructure, best technique, & specialists.
Walmart would be opening 20 wholesale stores in India. It had stated that it is committed to work along with its stakeholders. Out of employment generation scheme, 95% would be for sale and would be of domestic suppliers. It would also promote online shopping. B2B e-commerce would platform would be strengthened.
It is to note that during past October, It had declared ending of its contract along with Bharti Enterprises.
NOTA: During the 16th LokSabha elections, NOTA was opted by 60 lakh people. Around 21 parties could get only less than that votes.
As per Election Commission, 59,97,054 voters had pressed NOTA button. It amounts to 1.1% of total votes. Various political
parties, which could get less than NOTA votes are JD(U), CPI, JD(S),SAD etc. In Pondicherry, around 22,268 people had opted for NOTA button, Meghalaya 30,145 votes, Gujarat 4,54,880 votes, Chattisgarh 2,24,889 votes, UT Dadra/Nagar Havelli 2,962
votes, Bihar 5,81,011 votes & Odisha 3,32,780 votes went in favour of NOTA. These are respectively 3%, 2.8%, 1.8%,1.8%, 1.8%, 1.6% & 1.5% for those States.
Elections: Other than BJP seats, there are 200 MPs out of which Southern State, TN's AIADMK had appeared as third biggest party. Mamata Banerjee's TMC is on fourth position. The leftist parties which were having 60 seats got only 47 seats during past election & now it's only a dozen seats. SP got 21 seats whereas JD(U) got 19 seats during past election but not it is one-fourth of those seats. NCP, & RLD are not stronger too. Congress party got 57 seats.

Following its staggering landslide victory, Narendra Modi's Bharatiya Janata Party (BJP) has a mandate for real reform. Still, quick successes are needed to sustain political and market momentum. The pro-business former chief minister of Gujarat state should start with infrastructure, tax, and banking.

The central challenge is growth. For the past two years, GDP has expanded by less than 5 percent annually, down from an average of almost 9 percent in the five years before 2008.
That means fewer jobs for the millions of young Indians joining the workforce each year. Employment increased by just 2 million each year between 2010 and 2012, down from 8 million annually in the first five years of the millennium.
Some of the blame lies with fiscal indiscipline, runaway inflation, a wobbly rupee, and cagey foreign investors. But a huge culprit is collapsing investment.
India has all but stopped building new factories and machinery. The problem, particularly acute in infrastructure and mining, stems from infighting between Delhi ministries and interminable local approvals.
An understandable backlash against corruption hasn't helped. The outgoing Congress Party's "cabinet committee" has helped dent the backlog. But a lot remains to be done. Modi needs to force through more approvals from central government, insist that departments work together, and browbeat local officials.
TAX BATTLES
Tax is another target. India has taken a tough line with multinationals like Nokia, Shell and Vodafone. The UK mobile phone group won a $2 billion-plus tax case in India's top court, only for New Delhi to retrospectively change the law. The dispute is now headed for international arbitration.
Global companies are often aggressive with tax. But India's current stance deters foreign investment. The BJP calls this "tax terrorism", which implies it is planning to change tack. Modi's finance minister could use his first budget to send a powerful message to international business that India's tax policy is becoming more predictable.
For domestic companies, too, tax could change. For years, politicians have debated a so-called goods and services tax to replace some of India's many indirect charges. Business lobby groups reckon this could add 1.5 percentage points or more to GDP growth, while slowing inflation.
Pushing the levy through parliament, though, will be a challenge because Modi's party doesn't control the legislature's upper house.
BAD BANKS
The financial system is also due an overhaul. Most lending is still done by badly run, overstaffed, and undercapitalised public-sector banks.
A recent timely report from the Reserve Bank of India lambasted the banks' governance and performance, said the government should give up its majority shareholding in state lenders, and warned the sector may need 2.1 to 5.9 trillion rupees ($36 to $100 billion) of fresh capital by 2018. The central bank's recommendations provide a helpful spur to government action.
Downsizing welfare programmes like India's rural job guarantee and using the savings to recapitalize banks would help to give lending a short-term boost without burdening an overstretched federal budget.
Even outside banking, there is ample scope for privatisation. The state has stakes in everything from miners and airlines to hotels and a major producer of newsprint. Drawing up a privatisation plan would be a bold statement of intent, though it will take at least a year to get the auction going.
The new government can also open the door to overseas investment. Though the BJP has pledged to keep out international supermarket chains, many of the existing limits on foreign direct investment can be eased without legal manoeuvring. Obvious candidates are railways and defence production.
Meanwhile, an immediate increase in government-controlled natural gas prices will boost domestic production and get some idle power plants humming again.
MODI RALLY
This is just a first-year agenda. India sits a miserable 134th in the World Bank's "ease of doing business" rankings: it is an especially bad place to start a business, enforce contracts and obtain building permits. Addressing these gripes would help restore confidence.
Agriculture, too, deserves attention. Far too much food is wasted between farm and plate. For now, though, sustaining the "Modi rally" in the stock market is crucial, as it will give the most indebted Indian groups an opportunity to raise equity.

From the adrenalin and belligerent patriotism of Anna Hazare's anti-corruption movement to the sophisticated politicking in Delhi, Aam Aadmi Party's script unfurled like a political fairy-tale. Drama, lots of noise, an us-against-the-world undertone, one newspaper headline a day and just the right number of controversies, Kejriwal's AAP story was right out of a all's well that ends well political saga - stuff Bollywood would be proud of. And then Delhi government happened to them...

The exit polls in various channels lobbed one number after another at its viewers, the Aam Aadmi Party must have felt a strong strain of deja vu. Not very long ago, several exit polls had written the party off post the Delhi elections. A few days before the results were declared, while the political math had accommodated them, nobody could predict the overwhelming victory the AAP was looking at. The party ended up clinching 28 seats in the state polls, just four seats short of BJP's 34 and 20 seats more than the Congress' 8.
 
However, it is least likely that the AAP pulls a Delhi on the rest of the country in the general elections this year. While the CNN IBN exit polls have still given them 3 to 5 seats, most other polls have said that they might not get a single seat. In Punjab, however, the NDTV-Hansa exit polls predicted, they could get around 2 seats.

The biggest shocker, however, came in the form of the exit polls result in Uttar Pradesh. Contesting from 76 seats, all exit polls unanimously show that, the party will not get a single. And the Aam Aadmi Party has just themselves to blame for the Lok Sabha debacle. Following are the five big blunders they made, which cost them the Lok Sabha polls
1. The Delhi debacle

A story than started in Delhi, seems like, was doomed to end in Delhi itself. Kejriwal  was quintessential AAP till the moment he finished his oath-taking speech in Delhi. Soon, after there was nearly a complete u-turn in both tone and language. The party which had positioned itself as one by the janta and for the janta, seemed to have realised that the janta doesn't a great government make. AAP's transition from being the voice of the 'aam aadmi' to the government, balancing resources and the promises made to the aam aadmi, was rough to say the least. Their free water scheme was questioned, the promise slash electricity rates didn't materialise.

Finally, their row with the police over the Khirkee Extension incident indicated that AAP nurses a strain that is never conducive to good governance - aggression. While aggression fit perfectly on a party claiming to be challengers to established political traditions, it sat rather uncomfortably on a government. Then CM Arvind Kejriwal sat on a dharna against his own state's police force, blocking traffic, holding up the government and descending into a spectacle best suited to a bunch of anti-establishment college idealists.

The last nail in the coffin was the stir against the Lt Governor and every other known political and bureaucratic establishment over the Delhi Janlokpal Bill
2. Kejriwal got the opponent math wrong. Modi is no Sheila Dikshit

Now, one has to live in a political Utopia of the most unreal kind to even think that Narendra Modi in Varanasi equals Sheila Dikshit in Delhi in 2013. In Delhi, there were murmurs of disbelief when Kejriwal decided to take on Dikshit, but the odds were firmly against the former Delhi CM. The Congress was facing a strong anti-incumbency wave in the state, it's clout further weakened by the spate of sexual violence against women. Adding to the the disappointment in the government, was the disillusionment with the state BJP leadership. To the average voting public, Congress and the BJP were in cahoots and the 'janta hai mera baap kaun hai?' tradition made all politicians look like one vicious group, hardly different from each other. AAP, in that scenario, is the enterprising outsider. The non-corrupt, clean, energetic political idealist. Votes poured in for them.
In Varanasi, the story is greatly different. Narendra Modi is not fighting ghosts of bad governance there, Hindutva fans have literally turned him into a demi-god and issues of corruption - AAP's forte - have not surfaced even once in the political narrative around the constituency. Apart from that, Narendra Modi has taken the same place in the India's national political narrative that Arvind Kejriwal had in Delhi. He has been positioned as the challenger, the slayer of the evils by his publicity machinery. And if the exit polls are anything to go by, people seem to have bought it well.

However, the fact that Kejriwal chose to fight from Varanasi, made him look more like a political showman, than a leader of any developmental intent. And by choosing Modi as his adversary he risked being aligned with the biggest demon in the room to most Indian voters at present - Congress that is.

On the other hand, Kumar Vishwas decided to take on Rahul Gandhi - yet another heavyweight. While their move might be high on symbolism, fighting the favourites in this polls is very low on pragmatism. Also, given these are some of the most visible faces, they could have easily won if they chose a constituency and their opponents well.

3. A battle too many

Needless to say, the AAP spread itself out too thin. Fighting 400 seats was indeed ambitious, but in terms of resources and reach, the party had taken on a task they couldn't have possibly handled too well in the given time. By planning a grand national splash, the party missed the bigger picture - it failed to see how it was starting to sound like yet another run-off-the-mill political party devoid of its trademark attention to detail.

Say for example Uttar Pradesh. The party's poll pitch sounded uncannily like that of others - corruption, development, communalism etc. There was very little UP-specific content in their campaign, something that could serve as a hook for them to latch on to a voter-base largely disinterested in their politics. Unlike in Delhi, AAP could be a BJP or a Congress in Uttar Pradesh. In fact Kejriwal went the whole Hindu-pleasing route by visiting temples, taking a dip in the Ganga etc. Also, like the CSDS-Lokniti tracker showed, the caste equations played a decisive role in this year's election, something that the AAP completely missed touching upon in Uttar Pradesh.

In Delhi, the party had drawn 70 specific constituency-specific manifestos indicating the depth of their involvement with the state. Voters were convinced that the party had taken the trouble of studying their problems anew, as opposed to spouting rehearsed mothballed promises. However, in the Lok Sabha polls, the party had little time to focus exclusively in each state, forget each constituency. Most of its resources - physical and social media - were spent backing the star candidates. So, while we know Shazia Ilmi, Kejriwal and Kumar Vishwas, no one knows about most other contestants fighting from the 73 other constituencies in Uttar Pradesh.

Apart from a handful, most voters have no clue either about the party or about the candidates. Add to that the fact that they are most likely to be associated with quitting the Delhi government within 49 days of coming to power. Arvind Kejriwal, unlike Narendra Modi, couldn't travel to most states and campaign for its candidates leaving them to fend for themselves. Basically, in most of all the 400 seats, AAP is a party with no recall value, something that the voting masses have little understanding or empathy for.

4. PR slips, the curious absence of Prashant Bhushan and the restrictions of social media

Beyond Twitter and Facebook, the loud, heated battleground for the political creatures of our times, lies an India which queues up to vote, come hail or storm, an India whose responsibility doesn't end with insulting each other on Twitter. That India actually holds the keys to any party's fortunes in the general elections. The Aam Aadmi Party leaned heavily on social media to rustle up a healthy wave of empathy for them in Delhi - several Twitter handles, email, newsletters, Facebook groups, Whatsapp messages etc.

In Delhi and its rapidly growing smartphone generation, AAP was a hit. People followed their Twitter handle, shared vidoes and generally worked up a frenzy around them much like they did during the anti-rape protests, the anti-corruption movement etc. Delhi was a voter-base that could be reached out through the social media. But Amethi? Or even for example, Saharanpur. The social media winds weaken the moment they leave the frontiers of urban space - and that is what Kejriwal's party tripped on in the LS polls campaign.

Add to that stray YouTube video suggesting that party leader Shazia Ilmi might have actually canvassed for votes on the basis of religion. Or Somnath Bharti accusing Ugandan women of being drug peddlers and prostitutes - thereby failing Bharatiya standards - in Delhi. AAP seemed to have acquired most of the vices all the other parties they are battling, have. It came across, even to the urban followers, as misogynistic, proud and clueless.

AAP's social media machinery, not only failed to turn heroes out of all its candidates, it failed to successfully control the damage done by its more popular leaders. Then again, sedate, mature voices like Prashant Bhushan's went uncannily missing from the chaos, making the AAP sound like a bunch of chaotic teenagers out on an adventure trip. These are people amusing to watch. But vote? A strict no-no.

Anti-corruption: Israel's Ex-PM had been sentenced for six years of imprisonment in regard to corruption. He had become first ever Israeli PM, who had been charged for corruption related matter.
However, he had denied anything wrong in property related projects. The matter pertains to his tenure as Trade & Commerce minister. Later, he had become PM. He had to resign during the year 2008 following many corruption cases coming into light. It is to note that he was freed from various such cases. But he was found guilty during past March on charges of bribery by a Court.
 
Election Commission: Rural minister, J.Ramesh, had sent message to media personnel for sharing some information during lunch. But Election Commission had put stay on it citing Model Code of Conduct. It happened on the last polling day.

Court ruling:
1. Land acquisition: Allahabad HC had ruled that farmers who had got 64.7%  additional compensation amount in lieu of their land won't be considered any further more. Their petition would be considered in Gajaraj & others case matter. Only those who had not been compensated would be considered along with Harkaran etc. It had thus provided relief to the Tribunal.
2. MNREGA: CBI inquiry was directed by Justice Bench of Allahabad HC upon petition for investigation into alleged irregularities at Gonda, Balrampur, Mahoba,Sant Kabir nagar, Mirzapur, & Kushinagar during the period from 2007 uptil 2010. It had been ordered by Supreme Court. The irregularities are as follow:
1. At Balrampur under 11 heads, 181,18602 INR worth scam for items being purchased at double price.
2. At Gonda, financial rules were not followed during purchases & safeguarding of accused.
3. At Mahoba, payment made to non-licensee firms for camera purchases.
4. At Kushinagar, prima facie negligent officials were safeguarded.
5. At Mirzapur, fake quotations & payment on record basis.
6. At Sant kabir nagar, non-registered institutes being paid.
7. At Sonabhadra, no investigation was done.
 
Times/Exit Poll: After exit poll results, it is predicted that Gujarat CM, Modi, led National Democratic Alliance govt. would come into power. Chinese newspapers hope that his govt. would make practical relations along with China despite border dispute & Tibet. However, Chinese Think Tanks had expressed hope & suspicion too.
It is expected that Modi would be having flexible stand on economic relations along with China.
 
CAG: CAG had stated that it would continue auditing of those private companies coming under PPP schemes. The apex Court had given historic decision thereby ending confusion in this regard. CAG holds the right to conduct auditing of those companies who have revenue sharing or utilize govt. resources. CAG could submit report in regard to utilization of natural resources. The auditing of telecom. companies is continuing.
PPP auditing is not new and it is recognized at international level. India is emerging as mature economy.

MUMBAI: The Reserve Bank of India has told the government that the banking regulator should have the final say when it comes to resolving financial crisis at banks, even if they are state-owned. The central bank has pointed out this in a discussion paper, Management and Governance Issue in Public-Sector Banks, prepared in March.

Public sector banks account for 70% of the nation's deposits and loan market. The government, being the majority shareholder, appoints the senior cadre — chairman and managing director as well as executive director — at these banks and often directs them on operational issues. "Regulation should prevail ownership," the RBI has written in the document prepared for debate and discussion.

This means the decision taken by the banking regulator should prevail even if the government has a different plan. The proposal comes at a time when the government has been infusing equity capital at a regular basis in state owned banks to improve their financial health.

An instance where the differences between the government and RBI have come out in the open was on how to deal with loss-making United Bank of India, a government owned bank.

After the Kolkata-based bank reported a sharp rise in bad loans leading to the exit of CMD Archana Bhargava in February, the RBI wrote to the finance ministry on the need to supersede the bank's board. Superseding here means the board would be dissolved and the RBI would have the right to appoint an administrator to run the bank. This suggestion, however, did not go down well with the government and status quo remained.

According to the RBI, the regulator, and not the government, should decide the fate of a financial institution. Since "regulation has to be ownership neutral", whatever rules apply to private banks should apply also to public sector banks, it said.

Since the government has a say in the appointment of the board members of a bank, corporate governance practices vary between public sector and private banks, despite both being regulated by the RBI.

For instance, unlike state-run banks, private lenders need to follow the Ganguly committee recommendations on corporate governance and their chief executives are appointed based on the principles of 'fit and proper'.

1. Saradha: Supreme Court had directed CBI to conduct investigation in the matter related to Saradha chit scam. It is to note that it had affected persons from Assam & Orissa besides West Bengal.
Supreme Court had asked CBI to conduct investigation of 44 firms of Orissa and Saradha co., which are involved in the scam. It is to note that Supreme Court had issued notice to Central govt. & West Bengal govt. for CBI investigation. The then CJI had also issued notices to Central & State govt. to make SEBI powerful and also for controlling chit fund schemes.
2. Aarushi case: Allahabad HC had kept its verdict safe on bail petition of Aarushi's parents. The Justice Bench had heard the petition yesterday. Their counsels had filed basis for release through bail petition.
3. Coalgate: CBI had stated before Supreme Court that it would not submit closure report. The apex Court had asked CBI to submit Preliminary Enquiry report to CVC. It had also asked status report till July from both ED & CBI. 
Pakistan: It had tested ballastic missile Hatf 3. It had striking range of 290 kms & could carry traditional & nuke warheads. Army's strategic forces command had tested it successfully. Sixteen days back, they had tested Hatf-3(Ghaznavi).
Money laundering Act(PMLA): Enforcement Directorate had registered case against Birla group Chairman & Ex-Coal Secretary under PMLA act. It is alleged that Birla had been allocated Coal block of Odisha's Talabira-II. ED had informed Supreme Court in this regard. Also, ED would search about the source of 25 crore INR found during the raid.
It is to note that CBI had interrogated Ex-Coal Secretary besides PM's advisor, T.K.Nair. Birla would also be interrogated sooner after the elections.
Pay Commission: PM had approved seventh pay commission, which would be benefitting  fifty lakh employees. Fin.ministry had confirmed it. Ex-Judge, A.K.Mathur, would be heading the commission along with Petroleum Secretary being the full time member of the commission. The report would have to be submitted within a period of two weeks.
It is to note that seventh pay commission would be effective from Jan.1, 2016. It would have pensioners of Defence & Railways as beneficiaries. Under the constitution, the commission is to be formed for pay changes every ten years.

BRUSSELS - The European Central Bank has left its benchmark interest rate unchanged at a record low of 0.25 percent amid growing signs that the economic recovery in the 18-country eurozone is gaining momentum.
The bank's 24-member rate-setting council made the decision Thursday at a meeting in Brussels.
A rate cut could give growth a small boost in theory by lowering borrowing costs for banks and companies. It could also help lower the euro, which is near a 2 1/2-year high against the dollar at around $1.395. A weaker euro would help exporters and boost inflation, which at an annual 0.7 percent is well under the bank's 2 percent goal.
The euro was little changed after the decision, trading at $1.3945 15 minutes after the announcement.
Surveys of purchasing managers and other indicators have suggested that the eurozone economy is picking up steam. Unemployment has fallen slightly but remains high at 11.8 percent. The European Commission, the EU's executive arm, predicts 1.2 percent growth this year, though inflation is expected to remain weak for some time.
Low inflation makes it harder for people and governments to reduce debt. There have also been worries about deflation, an extended drop in prices that can cripple growth by pushing consumers to delay purchases in hopes of bargains.
Investors are waiting to hear ECB President Mario Draghi give his outlook at a post-decision news conference. Draghi has emphasized that the bank is ready to take action in case the economic outlook worsens.
A cut in the benchmark rate would lower the cost to banks of borrowing money from the ECB and other banks, and in theory they could pass that lower rate on to businesses and consumers. But that might only have a small effect. Rates are already very low, and some banks are not passing on lower rates because they have financial troubles of their own.
Analysts think the ECB might take other steps to boost inflation. One measure that has been discussed is a negative interest rate paid on money banks deposit at the ECB, which could push them to lend and help lower the euro further. Currently the rate is zero.
The ECB could also start buying bonds in the secondary market to boost the supply of money in the economy and drive down longer-term rates. The U.S. Federal Reserve, Bank of Japan and Bank of England have all done that. Sahara on Thursday informed the Supreme Court of its inability to raise Rs5,000 crore in cash and furnish another Rs5,000 crore by way of a bank guarantee, terms set on Wednesday by the top court as a condition for releasing its head Subrata Roy from Tihar jail.
 Instead, the Sahara lawyers urged the top court comprising Justices KS Radhakrishnan and JS Khehar, to take back its earlier order sending Roy and two others to judicial custody on the ground that it was "illegal" and "unconstitutional". The top court had on March 4, 2014, remanded Roy and two other group directors to judicial custody for failing to pay Rs20,000 crore to market regulator Sebi. The sum is to be repaid to investors in two group companies — Sahara Real Estate Corporation and Sahara Housing Finance.
 Sahara claims that it has paid off almost 93 per cent of the investors in cash, a claim Sebi vehemently contests. Accepting Sebi's contention that the cash repayment theory was bogus, the top court has since rejected offer after offer from Sahara on repaying the money in tranches.
 On Wednesday, when Sahara proposed paying Rs2,500 crore in cash, the court said a sum of Rs5,000 crore would have to be paid by way of cash and another Rs5,000 crore by way of a bank guarantee. On Thursday, senior advocate Rajeev Dhavan termed the order as impossible to implement. "There's a proclivity to assume here that we are wrong, that we can pay, but won't pay," he said. "You have never asked us whether it is feasible."
 Dhavan then focused much of his legal arguments on the illegality and unconstitutionality of the March 4, 2014, order which had sent the Sahara directors to Tihar. "We can and we have done stupid things such as place ads in the newspapers, but my lords have put a person in prison. The conditions should not be so onerous as to become unconstitutional," he said.
 Senior lawyer Ram Jethmalani also contended that Roy had been incarcerated without even knowing what offence he had committed. No person can be sent to jail unless there has been an inquiry on his ability to pay, he said. ASahara release issued by lawyer Keshav Mohan said a bank guarantee of Rs5,000 crore would be difficult to arrange. "A bank guarantee of this size with lower margin cash backed by assets takes three months. So, if we go for a bank guarantee now, it will mean putting 100 per cent cash margin. Therefore, the order implies that Rs10,000 crore cash is wanted to secure release from jail, if the release is desired before three months," the release said.
 "In my 72 years in court, I haven't seen a single instance of a man being asked to pay Rs10,000 crore for bail," Jethmalani said, urging the court to place the issue for adjudication by another bench. "This is not a review; it is an Article 32 petition, pointing out violation of fundamental rights of a person."
 SEBI's arguments
 However, Sebi in its written reply, submitted through senior advocate Arvind P Datar and Pratap Venugopal, urged the court to direct Sahara to sell a portion of the Rs68,000 crore of assets owned by it and repay the money.
 "The official website of Sahara India indicates that the net worth of the Sahara Group as Rs68,174 crore. The group has a land bank to the extent of 36,631 acres and the market value of group assets/potential earning is Rs1,52,518 crore. "Further, the Sahara and/or their group companies have purchased hotels in London and the US, which according to them are valued at over several thousand crore."
 "Thus, Saharas have substantial assets and means to pay, yet the proposals given to the court do not mention any sale of these assets. Sebi, therefore, prays that Saharas may be called upon to liquidate a fraction of their assets and repay," it said.

 SEBI's arguments
 However, Sebi in its written reply, submitted through senior advocate Arvind P Datar and Pratap Venugopal, urged the court to direct Sahara to sell a portion of the Rs68,000 crore of assets owned by it and repay the money.
 "The official website of Sahara India indicates that the net worth of the Sahara Group as Rs68,174 crore. The group has a land bank to the extent of 36,631 acres and the market value of group assets/potential earning is Rs1,52,518 crore. "Further, the Sahara and/or their group companies have purchased hotels in London and the US, which according to them are valued at over several thousand crore."
 "Thus, Saharas have substantial assets and means to pay, yet the proposals given to the court do not mention any sale of these assets. Sebi, therefore, prays that Saharas may be called upon to liquidate a fraction of their assets and repay," it said.

EVMs: After successful utilization of Electronic voting machines (EVMs) during the ongoing general elections, it is being popular all over the world. Nambia, African country, had purchased around 3,400 EVMs from Bharat Electronics Ltd.(BEL). Officials state that during past year, contract worth 1,700 EVMs was given, which costs roughly 60 crore INR(1 crore dollar).   
NRI/PIO: US Federal Court had convicted three Indians for committing fraud in medical profession. Criminal division Asst.Attorney had stated that license for practising was not along with them. They had done treatment in Health service providing company for a period of three years. During the trial, it was found that report was prepared for those patients whose treatment was not done.

Lower House Head: Meira Kumar had approached Patna High Cour for taking possession of her land i.e. 81 decimil upon which building had been constructed. In her first petition, it was stated that District Council had made road without taking her permission. No compensation was paid too. The land belong to her father, Jagjivan Ram.
 
Court ruling:
1. Sahara: Sahara chief, who is in prison since past two months, had requested for conducting early hearing by Supreme Court citing heat wave. The apex court had heard his counsel argument after his petition was filed and had kept its verdict safe on April 21. The petition further seeks to change other terms for release of Subrata Roy & two other Directors. They are held captive since past March 4. The apex Court had put term of depositing amount worth 10,000 crore INR as part payment towards investors money collected via OFCDs. It is to note that it amounted to 24,000 crore INR.
The request was made by Sahara chief's counsel while hearing in matter regarding spilling of ink on him. The Justice Bench had expressed concern about such incidents. The Court sought reply in an affidavit within a period of one month. The next hearing is put on July 14.
United Nations: Women folks entering Indian politics had been very difficult task. A study conducted by UN Women had stated that in India, 90% of women do not enter politics as they are more prone to physical & mental abuse. Indian women from Oppressed communities are targeted.
UN Indian representative for the UN Women group had stated that there are aplenty laws in this regard but despite them, they have to face violence, physical and mental abuse. They are more prone in their party itself. A study on women during past ten years in politics had revealed that no. of women getting party ticket has increased but their representation is less. They are provided ticket in weaker constituencies. UN supports women reservation as it only could help in challenging their stake.

SEATTLE -- Police commanders laid out their strategy to clamp down on street chaos this May Day while still allowing people to exercise their free speech rights. They also reached out to more business owners this year, including merchants along the Pike/Pine corridor.
This May Day, Dave Nelson plans to keep serving pizza at his Capitol Hill restaurant even though an anti-capitalist march is staging just a block away. "It's just business as usual. I think that's the way to take it," Nelson said, who own Hot Mama's Pizza.
Last year.. protesters smashed windows at several capitol hill businesses following violent clashes with police. Nelson hopes it was a fluke, and won't happen again later this week.
"I don't think that anarchists would be targeting small businesses. The majority of the businesses up here are locally owned small businesses," he said.
Seattle police are working to avoid a repeat of the street chaos while still respecting protesters' rights.
"I want people to know that we really truly want them to come downtown and express their free speech," said Capt. Chris Fowler, who along with Assistant Chief Paul McDonagh is overseeing the Seattle Police Department's May Day operations. For now, the plan is to allow demonstrators to occupy streets, stop traffic, and potentially even surround cars. Police say there are limits.
"If you're here to cause problems or hurt people, we're going to take that very seriously," McDonagh said, clarifying that any serious property crime or acts of violence will result in arrests.
The Downtown Seattle Association is activating an email service the day of the march. More than 220 business owners have signed up for the alerts through a system called EventTrac.
"We're able to send real time emails to businesses and property owners who are on the parade route or in the area where people are protesting," said Kate Joncas of the Downtown Seattle Association.
Seattle Central Community College is canceling 79 classes and closing early, before two anti-capitalist marches begin.
Other businesses are taking in sidewalk tables and chairs so protesters have fewer things to throw through storefronts. Nelson hopes any problems just pass by.
"There could be some protesting for sure," he said. "I don't think it needs to be a violent, anti-capitalist day."
There is a workers' rights rally that starts at Judkins Park, and while police will be there, it's generally peaceful. The bigger concerns are two un-permitted, anti-capitalist marches that start after 6 p.m.
