Election Commission: Chief Electoral Officer Praveen Kumar has said the media committee of the Election Commission in Tamil Nadu would take a decision on Tuesday on the lone complaint of paid news it has received to date.
Addressing a press conference here on Saturday, Mr. Kumar said if charges of paid news were proved, a complaint on the media outlet guilty of the illegality would be forwarded to the Press Council of India for necessary action. On the candidate side, the advertisement price for the space the particular article occupied on the newspaper would be added to his or her expenditure account.
Asked about television channels backed by political parties which run campaigns, he said a team was monitoring 10 such channels continuously. “If they do it for the party, we cannot interfere as there is no expenditure limit for the parties. If it is for an individual, we will take cognizance.” As on March 27, Mr. Kumar said the commission had seized cash of Rs. 13.16 crore and Rs 6.56 crore worth of non-cash items during checks. Salem topped the chart with Rs 2.32 crore and Chennai followed second with Rs. 2.27 crore.
He said with the notification of elections issued on Saturday, the police in the State were now under the control of the Commission. In the first round of analysis, 9222 booths in the State had been identified as ‘critical.’
Mr. Kumar said only the AIADMK and the DMK had sought the approval for campaigns in social media. As far as others were concerned, the commission would send notices if they were found using campaign material on social media websites, he clarified.

The Supreme Court Friday rejected the plea by parents of Dec 16 Delhi gang rape victim and of BJP leader Subramanian Swamy that the juvenile offender in the case be tried by a regular court and not by the Juvenile Justice Board, which has sent him to correctional home for three years.
 A bench of Chief Justice P.Sathasivam, Justice Ranjan Gogoi and Justice Shiva Kirti Singh passed the order on the petitions challenging the September 2013 decision of the Juvenile Justice Board which, after holding the juvenile offender guilty of rape and murder, sent him to correctional home for three years - the maximum sentence under the juvenile act.
 Swamy in his petition contended that those minors who are intellectually, emotionally and mentally mature to understand the implication of serious crimes committed by them should not be covered under Juvenile Justice Act.
 Pronouncing the verdict, Justice Gogoi said the courts should not examine the validity of the legislative intent behind a law, including the country's international commitments, if the statute enacted was in conformity with the constitutional provisions.
 "If the provisions of the act clearly indicate the legislative intent in the light of the country's international commitments and the same is in conformity with the constitutional requirements, it is not necessary for the court to understand the legislation in any other manner," said Justice Gogoi speaking for the bench.
 In fact, "if the (Juvenile Justice) Act is plainly read and understood, which we must do, the resultant effect thereof is wholly consistent with Article 14 (of the Constitution). The act, therefore, need not be read down, as suggested, to save it from the vice of unconstitutionality for such unconstitutionality does not exist."
 Dismissing the appeal by Swamy and others, including the parents of the "unfortunate victim of the crime", the court said: "We would like to observe that elaborate statistics have been laid before us to show the extent of serious crimes committed by juveniles and the increase in the rate of such crimes, of late."
 "We refuse to be tempted to enter into the said arena which is primarily for the legislature to consider. Courts must take care not to express opinions on the sufficiency or adequacy of such figures and should confine its scrutiny to the legality and not the necessity of the law to be made or continued," the judgment said.

The Supreme Court on Friday stayed the trial proceedings against the two Italian marines in the Kerala fishermen killing case.

A bench led by Justice B S Chauhan directed the special court in Delhi to simply adjourn the matter to March 31. The trial court had fixed the matter for a hearing on March 31 when it was expected to take up the chargesheet filed by the National Investigation Agency.

The court further tagged this matter with another petition filed by the Italian government and the marines challenging invocation of anti-piracy charges against them.

Later, the government had withdrawn these charges and the marines then questioned the jurisdiction of the NIA to investigate the case. The Italian marines Massimilliano Lattore and Salvatore Girone, face charges of killing two fishermen off Kerala coast in February 2012.

 NEW DELHI: President Pranab Mukherjee has cleared re-promulgation of SEBI ordinance which provides powers for Sebi Chairman to authorise Investigating Authority or any other officer of the regulator to conduct search and seizure under the Sebi Act and crack down on Ponzi schemes.
"President Pranab Mukherjee has cleared the re-promulgation of the Sebi ordinance," a top government official said.
The ordinance had lapsed on January 15, since Parliament could not pass the Securities Laws (Amendment) Bill 2013 in the Winter session.
After that Finance Ministry has sought opinion of the Law Ministry on the possibility of re-promulgation of SEBI ordinance for the third time as it could not be passed by Parliament.
The Ordinance amending the Securities Laws was promulgated by President Pranab Mukherjee on July 18, 2013 after the Cabinet gave its approval to amend the SEBI Act, 1992 to give Sebi additional powers. It was re-promulgated on September 16.
As per the amended law, Sebi can regulate any money pooling scheme worth Rs 100 crore or more and attach assets in cases of non-compliance and its Chairman can order "search and seizure operations."
It also empowers the market watchdog to seek information, such as telephone call data records, from any persons or entities in respect to any securities transaction being investigated by it.
The amendments would clear the air over regulatory gaps and overlaps with regard to types of instruments used in raising funds.

Ukraine: It had lost almost all of its warships after having fight over Cremia. The govt. had ordered its last warship to fight till the end. Also, all naval bases are now under control of Russia.
Ukraine's defence minister had stated that Commanders were ordered to use weapons but they had not used them. Russian forces had destroyed Ukraine's two naval warships. The port city of Cremia is under control of Russian troops. It is stated that Russians had fired whereas Ukraine's troops didn't had arms.
Egypt: An Egyptian Court had sentenced 529 supporters of ousted President, Moorsy, to death penalty. These are charged of attacking Police and are related to Muslim Brotherhood Party. Egyptian Officials had taken stern action against Islamic supporters. It is to note that Ex-President was ousted during past year. Later,  huge arrests had been done. A Minya Court had awarded the sentence after two hearing sessions. The defendant's counsel had argued that they were not given chance to defend the case.
Mobiles: The no. of mobile users had increased by January upto 89.33 crore. The total landline and mobile users amoount to 92.20 crores.
TRAI had stated that as compared to Dec.2013, users had increased by 0.8% during January 2014. The active users amount to 77.265 crores which is 86.49%. During January 2014, the tele density had increased to 74.5% with mobile density of 72.18 per hundred. The rural population have 139.42 mobile users per 100 whereas in rural areas, it is 42.43 per hundred. During January, 25.6 lakh users had opted for Mobile no. Portability(MNP).
During January, the Broadband connection users had increased upto 5.69 crores with 4.235 crore wireless connection whereas 1.455 crore are fixed line users. Also during January, fixed line consumers have reduced upto 2.7820 crores.
Bharti Airtel is biggest private sector co. with 20 crore consumers. It had customer increase of 24.30 lakh during January 2014.
Vodafone is second biggest co. with 16.219 crore users. Idea cellular is third biggest co. with 13.02 crore users. Reliance communications has 11.765 crore users along with 4.1 lakh new users. Aircel has 6.844 crore users.
Election Commission: EC had stopped price hike of natural gas extracted from domestic blocks by RIL. But the reason cited is stated to be matter pending before the Suprmee Court. It is to note that earlier Central govt. had decided to increase to gas price to double w.e.f. April 1. The new formula system was to be implemented therey making gas price from 4.2 $ per MMBTU to 8.4 $ per MMBTU. AAP party had raised doubts about benefiting of RIL by govt. through price hike. Kejriwal had wrote a leter to EC to not permit gas price increase. It would increase CNG & PNG price besdies electricity price. The govt. had cited investment as reason for price increase.
Court ruling:
1. In Mumbai's gangrape case, a local Court had accepted new charge against three persons convicted in the matter. Under IPC Act 376(E), sentence would be given which could lead upto death penalty. Earlier, A Session Court had given lifetime imprisonment to four convicted in gangrape case. The prosecution had appealed for including new charge, which was accepted by the Court on March 21.
2. Aadhar Card: Supreme Court on Monday directed the Centre to immediately withdraw orders, if any, issued for making Aadhaar card mandatory for availing government services like registration of marriage or securing gas connections. The apex court’s direction came while staying the order of the Goa bench of the Bombay High Court directing sharing of data collected for issuing Aadhaar card to citizens with the CBI in a rape case. The Unique Identification Authority of India (UIDAI) had challenged the High Court order.
“If there are any instructions that Aadhaar is mandatory, it should be withdrawn immediately,” a bench of justices B S Chauhan and J Chelameswar said. The bench said biometric or any other data should not be shared with any authorities unless the accused gives consent in writing.

The UK's Air Accidents Investigation Branch, citing data from satellite company Inmarsat, had established the last position of the missing flight
The missing Malaysia Airlines Boeing 777 was found to have ended its flight in the remote waters of the southern Indian Ocean, the Malaysian Prime Minister said on Monday, with all 239 people on board feared to have lost their lives in one of the biggest and most baffling tragedies in modern aviation history.

More than 17 days after Flight 370 disappeared from radars an hour after taking off from Kuala Lumpur bound for Beijing, Malaysian Prime Minister Najib Razak announced on Monday night that the flight's "last position was in the middle of the Indian Ocean", believed to be more than 2,000 km west of Perth in one of the most remote locations on Earth.

Mr. Najib said the United Kingdom's Air Accidents Investigation Branch (AAIB), citing data from satellite company Inmarsat, had established the last position of the missing flight using analysis "never before used in an investigation of this sort".

"This is a remote location far from any possible landing sites," Mr. Najib said.
Questions will now turn to why the Beijing-bound aircraft tragically veered so far off course, plotting a course deep into the Indian Ocean until it likely ran out of fuel and plunged into remote waters.

Malaysian officials had said earlier they suspected "deliberate action", rather than a mechanical failure, after transponders had been turned off sometime around when the pilot last communicated with air traffic control.

On Monday, fresh sightings of debris - so far only seen in satellite images - were reported by aircraft scouring the remote waters. China said its Ilyushin-76 planes had spotted two big floating objects and smaller white objects spread over several kilometers, while Australian aircraft also reported spotting debris possibly linked to the aircraft.

Australia said a navy ship would likely reach the location of two objects spotted by its military aircraft, on Tuesday morning, allowing them to confirm whether the debris was linked to Flight 370.

BJP prime ministerial candidate Narendra Modi will address 185 `Bharat Vijay’ rallies across the country beginning March 26, the party said on Monday.
“Modi will address 185 Bharat Vijay rallies in 295 constituencies from March 26. Our aim is to get rid of Congress misrule,” BJP spokesperson Mukhtar Abbas Naqvi told reporters here. The first rally will be held in Jammu.
The BJP said it has made an elaborate strategy for the “Modi for PM” campaign across the country.
Besides Mr Modi, party president Rajnath Singh will also address about 155 to 160 election rallies, it said.
Mr Naqvi said senior leaders L K Advani, Sushma Swaraj, Arun Jaitley and M M Joshi, among others, will campaign in many constituencies.
Chief Ministers of Madhya Pradesh, Chhattisgarh, Rajasthan and Goa will also be roped in for the campaigning, he said.

Polio free: The visitors to Pakistan would have to take polio vaccination in India. Without it, Pakistani childrens would also not be allowed to enter India. Recently, India had been declared Polio free country. But due to its being in Afghanistan, Pakistan & Nigeria, it poses danger to six countries for reoccurence. It includes India too.
The vaccination dose is made compulsory to people visiting India or going from India. Afghanistan, Ethiopia, Somalia, Kenya, Nigeria, & Pakistan are those six countries. People coming to India from these countries would have to take Polio vaccination doses. It is to note that Polio is spreading in Western Asian & African countries again.

Scientists murder: As Israel's Prime Minister Benjamin Netanyahu flies to Washington - due to arrive on Sunday (March 2), to prepare for talks with President Barack Obama at the White House on Monday - it's clear that there are several points of friction between Israel and the United States.
The two countries are allies, but their leaders often differ on the details of key issues: Israel's peace talks with the Palestinians, America's nuclear talks with Iran, how to approach political turmoil in Egypt, what might be done to limit Syria's horrible civil war, and a broader issue of whether the Middle East sees President Obama as a powerful, influential leader.
Recently, as I sought to update a book I co-wrote about the history of Israel's intelligence agencies, sources close to them revealed that they felt pressure from the Obama Administration - more than a hint - to stop carrying out assassinations inside Iran.
Although Israel has never acknowledged it, the country's famed espionage agency - the Mossad - ran an assassination campaign for several years aimed at Iran's top nuclear scientists. The purpose was to slow the progress made by Iran, which Israel feels certain is aimed at developing nuclear weapons; and to deter trained and educated Iranians from joining their country's nuclear program.
At least five Iranian scientists were murdered, most of them by bombs planted on their cars as they drove to work in the morning. Remarkably, the Israeli assassins were never caught - obviously having long-established safe houses inside Iran - although several Iranians who may have helped the Mossad were arrested and executed.
In addition to strong signals from the Obama Administration that the U.S. did not want Israel to continue the assassinations, Mossad officials concluded that the campaign had gotten too dangerous. They did not want their best combatants - Israel's term for its most talented and experienced spies - captured and hanged.
President Obama - much to the discomfort of Israeli officials - is pursuing negotiations with Iran. The United States is one of the P5+1 nations, continuing to talk with the Iranians about rolling back some of their nuclear potential.
Sources told us that Netanyahu has now ordered the Mossad to focus on hunting - inside Iran and elsewhere - for evidence that the Iranians are cheating on the commitments they made in their interim agreement with the P5+1 last November.
Prime Minister Netanyahu and President Obama will also discuss progress - said by all concerned to be limited, but not non-existent - in Israel's talks with the Palestinian Authority which began last year. Secretary of State John Kerry has had many frustrations in his chosen role as mediator: not least, the harsh criticism of Kerry voiced by some members of Netanyahu's coalition government who distrust the peace process and feel that giving up any of the West Bank would be needlessly dangerous for Israel.

Mars orbiter: Mid-course correction manoeuvre is likely in early April
All health parameters of the Mars Orbiter Mission are normal and a mid-course correction manoeuvre is likely to be carried out in early April, according to S. Arunan, Project Director, Mangalyaan.
“The second of the four trajectory correction manoeuvres will be made, probably on April 9, to make minor changes that may be required owing to the solar radiation pressure on the spacecraft,” he told journalists here on Saturday, on the sidelines of Probe-2014, a symposium at the National Institute of Technology, Tiruchi (NITT).
The mission boasted several new technologies, and the onboard autonomy was an important feature. Since there would be a communication delay in view of the long distance involved, the autonomy enabled the spacecraft to take decisions on its own. This option could be incorporated in the future missions of the ISRO as it would help to cut ground complexities and improve the reliability of satellites, he said.
The success of Mars Orbiter Mission, he said, enhanced the image and brand of the country in space technology. The ISRO proposed to bring India’s science laboratories under a wider umbrella to develop scientific payloads for more elaborate studies and investigations on planets, even possibly for a landing mission.
Later, in a presentation at the symposium, hosted by the Electronics and Communication Engineering Association of the NITT, Mr. Arunan said the Mars Orbiter Mission proved the country’s capabilities in deep space communication, navigation, mission planning and management.
Presiding over the inaugural ceremony, NITT Director S. Sundarrajan said that under the changing educational scenario, innovation and inspirational teaching was the key. Competencies had to be shared among institutions and the curriculum must meet industry requirements.

New Delhi: The Supreme Court on Tuesday accepted the apology of Sahara chief Subrata Roy for not appearing last Wednesday.

Accepting Roy's unconditional apology, SC said, " we respected you; you failed to respect us."

Earlier, a protester threw ink on Sahara Group chairman Subrata Roy as he reached the Supreme Court today to appear in a contempt case arising out of non refund of Rs 20,000 crore to investors.

The attacker, who was later identified as Manoj Sharma, managed to get close to Roy despite a heavy police presence and then threw ink on him. Sharma, a lawyer by profession, hails from Gwalior and has now been detained.

Sahara chief was last night taken by road to New Delhi for production before the apex court.

Roy surrendered last week on Friday after that he was formally arrested by the UP police which he had evaded for two days.

The Supreme Court had ordered his arrest after he failed to appear before the court in a contempt case for non-appearance before it.

The Sahara chief was lodged in a guest house of the state forest department at Kukrail in Lucknow after the UP police was directed by a local court on February 28 to keep him in custody till March 4 when he will be produced before the Supreme Court.

Chief Judicial Magistrate Anand Kumar Yadav had directed the UP police to keep him in custody till 2 PM on March 4 and ensure that he is by then produced before the apex court.

Police had moved an application before the CJM seeking Roy's custody instead of transit remand and his counsel V K Shahi also did not oppose it.

The order to arrest Roy was issued on February 26 for his failure to appear before the apex court in a contempt case arising out of non refund of Rs 20,000 crore to investors by two of his companies.

Pak's nuke arsenal: Pakistan Army is stated to be having no control over nuclear weapons. Even in the situation of increasing tension with India, those weapons would not be handed over to Army. They are being controlled by Central committee headed by PM & is known as National Command Authority(NCA).
As per Senior Pak official, Washington based "National Journal" had stated that if any war like situation with India appears, Army would not be given charge of using nuclear weapons. However, he had accepted that Army is noly using weapons during the war. But it's permission would be given by PM headed committee. All big and small weapons are under control of NCA.
The official stated that Pakistan had developed retaliating capacity on priority and developed nuclear weapons. It was done to maintain regional balance with neighbouring countries. The newspaper stated that his statement would curb worries world over. Many countries all over the world are worried over the fact that nuclear weapons should not come into the hands of terrorists. They feel that Pakistan Army could use them as last alternative. If NCA feels, it could give permission.
India had already stated many times that it would not be using them first hand. But no assurance had been given by Pakistan.
Upon nuclear arsenal's security, it is stated that it's responsibility is given to a specially trained unit. Their commander could die but not give them into wrong hands. It is known that if these weapons are taken over by terrorists, their people would face a dangerous situation. IAEA estimates that Pakistan has 100 such weapons more than India.

Ukraine had alleged that Russia had sent hundreds of troops in autonomous Kremia island. Actually, Kremlin had reiterated its commitment for restoring peace in the island. Washington had also warned for paying heavy price in lieu of military intervention.
As per Defence minister, Russia had sent 30 armoured vehicles and 6000 troops for supporting new EU supporting leaders in Kiev. No permission had been taken from Ukraine. It is to note that on Thursday, Russian armed troops had taken control at Parliament & govt. buildings at Kremia's capital without taking permission from Parliamentarians or regional people's call. A Russian fleet had been deployed at Black sea. Kremia was handed over to Ukraine during 1954. The regional referendum would be done on March 30.

Court ruling:
1. MNREGA: Upon orders of Allahabad High Court, CBI had registered FIR on MNREGA scam in UP. The CDO, Project Director & BDO who had been at Mahoba, Kushinagar, Balrampur, Gonda, Sonabhadra, Kabirnagar & Mirzapur during the period between 2007 to 2010 had been chargesheeted.
After 21 days, CBI had filed FIR. Investigation for Mirzapur region would be looked by CBI Spl. Branch, Kabirnagar by ACB, Dehradun & remaining regions by ACB, Lucknow.
2. Soldiers: Delhi High Court Bench has ruled that no relief shall be provided to BSF Constable wherein he had challenged his dismissal order and sentenced for one year of imprisonment. He was dismissed from service by BSF during the year 2000.
Justice Bench had stated that often Central paramilitary forces are found involved in extra-marital affairs with women folks of adjacent villages. Such news come from media about alleged rape charges. Therefore, such matters are to be dealt with strictly as State's security is also put at stake. They could be blackmailed too posing severe threats to country.
Bench had stated that by sentencing for one year and dismissal from service, BSF had not done anything wrong. The petitioner had left his checkpost without information whereas it was clearly ordered that no soldier should go else where without information.

Modi/US: US Obama administration had to clarify on it's recent annual report on Human rights wherein Modi's name is not included. During previous year's report, his name had been there. US had made it clear that there is no change in it's stance on communal violence in India. The report was released by Foreign minister.
The report includes UP State's riots wherein 65 persons were killed. The report mentioned the reason for riots. Foreign ministry Spokesman had stated that their stance on communal violence in India is clear. If anyone reviews it, it would become clear. When asked about not including Modi's name in this year's report, he had stated that there is no change in US policy.

Modi/NRI: BJP's PM candidate & Gujarat CM, Modi's, campaign would include foreign flavour too. By March end or April's first week, around 10,000 NRIs would be coming to India for campaigning. T institute, namely Global Indians, would be deciding upon their area. They would be conducting campaign in groups of ten person each with a District coordinator too.
BJP Dy. President had stated that coordinators are making their own list for their regions people. Around two crores people's list is made. All India coordinator would be sent such list. NRI Founder of RSS managed school had come to India and met important persons here.
The campaign material includes Postcard size pamphlet with Modi's photo and Mission Modi 2014. Some hit slogans are also mentioned. The reason for including in mission are also written on backside.

Pushing further the efforts to firm up a Third Front, top leaders of Left, AIADMK, Samajwadi Party, Janata Dal (United) and JD(S) met here on Tuesday to chalk out a common charter of programmes.

Speaking after the meeting, CPI(M) leader Prakash Karat said 11 parties will work together to defeat the UPA and stop the BJP from coming to power in the 2014 Lok Sabha elections.

“BJP's policies are same as that of the Congress; we will present the third alternative,” Karat said after the meeting of 11 parties.

"Leaders of 11 parties have resolved to fight upcoming Lok Sabha elections together," he said.

"Keeping in mind Lok Sabha elections, we decided that leaders of 11 parties should meet and decide on cooperation and working together," he added.

On the issue of leadership of the front, Karat said that the PM candidate of the alternative front can be decided after the Lok Sabha elections.

Today's meeting came nearly a week after top leaders of the non-Congress, non-BJP parties met to chalk out a common strategy.

Sources say that the parties could jointly hold one or two public rallies to send out a message of unity of a non-Congress, non-BJP force ahead of the General Elections.

CPI(M) leader Sitaram Yechury had earlier said that any Third Front alliance would only take shape after the Lok Sabha polls and not in the run up to it.

Giving indications of emergence of a Third Front, 11 non-Congress, non-BJP parties had on February 5 formally joined hands as a block in Parliament to pitch for pro-people, anti-communal and federal agenda.

Today's meeting was not attended by Asom Gana Parishad and Biju Janata Dal but Karat said the leaders of these parties had conveyed in advance their reasons for not being able to attend.
