Whistle blower bill: The information affecting foreign relations could not be made public under the said bill. The govt. would make amendment to keep such information out from the said bill, which are likely to affect strategic and economic interest or foreign relations. However, these amendments had been put up before the Upper House past year. It was to be discussed on August 14, 2002 but got delayed due to Central minister getting expired. Therefore, DoPT had sent it for Cabinet approval. This would also put a ban on strategic, scientific, & economically retarding information to be shared publicly.
Political Outfits/RTI: The govt. is not considering to bring an Ordinance on keeping various political parties outside the purview of RTI. As per CIC, the time limit of six months would be over today for its compliance. The recognized six political parties would have to appoint Information Officer.
PM had told DoPT that govt. would not bring any such Ordinance. It would discuss along with various Civil Societies and other parties in this regard. IF they agree upon amendment in RTI Act, the amended bill would be suitably presented duriing the upcoming Parliamentary session.
DoPT had made a proposal for amending the definition of public institutions. Secondly, parties could be included in the list of excluded organisations. However, DoPT is not considering second option. After Ordinance on food security bill being severely criticized, govt. would not take any such chance.
2G scam: Spl. CBI court had rejected the petition for immediate hearing on 2G scam wherein Reliance ADAG chairman and his wife had been summoned as witness. The RTL petition would be heard on Monday. After Supreme Court, they had appeared before the Special Court, which had granted them permission to be absent personally during the hearing on July 26.
Bulgaria: At Bulgaria, Police had freed hijacked MPs, ministers and other people from Parliament building after it was gheraoed by Opposition for more than eight hours. The protestors were demanding removal of leftist inclined govt. The Police had to do tough job for taking them out through the bus.
The capital Sophia is witnessing such protests since past 40 days. On Tuesday, 109 people in Parliament were under house arrest. It included three minister, 30 MPs, and their staff. Police tried to rescue them but the protestors threw stones. This had resulted in two Police Officials getting wounded.
Aftr first effort on Tuesday, Police had taken up second effort. President had called for peaceful protest. But during past one month of ongoing protest, they had turned violent. It is not in public interest. President had ordered Police to not take action against protesters. The govt. has support of Socialists. The 240 seat Parliament has govt. with 120 seats. The protests grew up with media baron being appointed as National Security Agency chief. His appointment had been cancelled.
Vietnam: Amidst Chinese bullying, India had decided to provide Vietnam with patrolling vehicle. During the recent visit of Vietnamese Foreign minister, the Joint Commission had made this announcement. India would provide financial assistance worth 195 lakh dollars to Vietnam. During the fifteenth round of Joint Commission's meeting, both sides agreed for active discussion on defence co-operation. By the year end, Vietnamese Defence minister along with Communist party leader are also invited in India. The foreign minister had supported India's Look East policy stating that past six years of strategic partnership had increased cooperation in all areas. Vietnam supports India's Look East policy. India had agreed to provide financial assistance for Phnom-Trai Hydro electric project. India is providing financial assistance of 16 crore dollars.
Also, OVL would continue it's lease for oil exploration mission in South China sea, which had Chinese objection. The area under lease is Exclusive Economic zone of Vietnam. Vietnam had also demanded for purchase of Brahmos missile.
Modi brand/Skunk: BJP & RSS is busy for new marketing cadres, who would be marketing for their Modi brand. It is learnt that two qualities would be seen for their selection. Firstly, he should not be politically affiliated. Secondly, he should like Modi. Prior to the Lok Sabha Elections, BJP wants to encash his image. Therefore, it had started working for projecting him. Seeing the youths followers of Modi, such cadres would be in demand so that Modi could be marketed well. The cadre would be working from villages, locales upto city areas. BJP is considering it as strategy as these would be having some affect. His not being politically affiliated would be rendering his statements as serious. The focus is on rural area as people would have time too for serious thinking. The formation of cadre would also pave way for communication of his grievances to the public. He would have data about Modi. As per sources, there would be two age groups i.e. 18-30 years and village youths, who would be meeting with people.
Conflict of Interest: The Birla group Chairman had resigned from RBI Board of Directors following conflict of interest. It is to note that his group co, Aditya Birla Nuvo, had applied for new banking license. He had been nominated by the govt. The matter was raised by CPI. Later, RBI Governor had stated that the matter would be considered seriously. For new banking license, a total of 26 companies had applied. It is learnt that the license would be issued by March next year.
KYC: Considering the difficulties posed in updating of customer data, KYC documents would be updated once in two years after the matter was put up for review. The less risky customers KYC documents would, however, be updated once in ten years period. Earlier, it was for five year period. Also, the medium risk customers KYC data would be updated every eight years.
Bebon Virus(Trojan group): The Internet Security agencies had found presence of Bebon virus. CERT-IN had alerted users about it. It is a new virus belonging to Trojan group. It is entering in computers in unauthorised manner and destroys security system. An advisory had been issued for prevention against the said virus. The agency had advised to close auto-run and stop using devices like pen drive during operation. The usage of anti-virus and not downloading other web site data is recommended.
The pirated software should also be avoided.
Janatantra rally: The fifth stage of Jantantra Rally commenced on Wednesday morning from Circuit House, Muradabad. He stated that PM should be elected directly and neither Rahul nor Modi could do good to the nation. He appealed to Kejriwal to dissolve his party, AAP, and come together again.
He further told that one lakh people would be given training to spread awareness regarding JanLokPal. Two hundred people are being sent for training. At Rishikesh, 18 volunteers have come forward to visit the villages.
About Modi, he stated that when entire BJP is communal, the Election campaigner would himself be communal. He didn't comment upon feudal system of politics with hereditary base stating that all parties are moving ahead with trend. He also termed the closure of Mumbai restaurant as illegal.
National Consumer dispute redressal commission(NCDRC): It had, against a complaint by a doctor, stated that Railways should give compensation. It is to note that whilst travelling in a reserved coach, she had told TTE on duty to prevent any unauthorised entry in her coach , but her luggage got stolen. She had filed complaint in UP Consumer commission. After District forum had held railways responsible for the theft, Railways had appealed before NCDRC. The Commission had asked to give her compensation. She was travelling in Kushinagar Express during 1996. The compensation amount is stated to be 2.1 lakh INR.

RBI had recently released Financial Stability report wherein Indian Banking system is stated to be undergoing through danger. The decisions made during past years and efforts are showing their affect on economy. The loan return from big corporate houses is turning to be a tough task. This had resulted in increase of Non Productive Assets (NPAs). Taking it into consideration, Fin. minister had stressed upon return of bank loans from big debtors.
With economic liberalisation, the fiscal wrongdoings, Corporate Debt reconstitution (CDR) and weak rupee had caused relief to be costly affair. It is increasing. As per data, by June 2013, it had been 25000 crore INR and 17000 crore INR worth payments had agreements for their being delayed. It might increase. Many big corporate houses have made pressure for making CDR for their loan amount. These include electricity, realty, aviation, telecommunication, metal and mining sector etc. The market researcher, Fitch, had stated that by 2015, Indian banks would have to make CDR for loans worth 12600 crore dollar loans.
The analyst state that Indian banks had irregularities from 2008 whereas realty companies had stressed upon CDR for their loans. The interest rate is increased after CDR. Due to slow economy, the realty sector is down and banks NPA assets have lower value. In such as situation, banks have no other alternative but to continue CDR for loan amount.
On the other hand, companies have limited opportunity for raising capital.
US economy is recovering from recession which indicates stray capital exit from India. It shows affect on markets. On the other hand, EU is not recovering due to which Indian exports would fall and investment would be lowered. Recently, POSCO & Arcellor Mittal have announced their closure.
Also, domestic share market listed forty nationalized banks has investors moving away citing suspicion about their future. Investment is declining whereas NPA is increasing. It amounts to 18000 crore INR which is 36% more than previous year.

As BJP President Rajnath Singh is here batting for visa for Narendra Modi, 65 Members of Parliament have written letters to President Barack Obama, urging the US Administration to maintain the current policy of denying visa to him.
"We wish to respectfully urge you to maintain the current policy of denying Mr. Modi a visa to the United States," the MPs belonging to 12 parties have said in identical letters to Obama.
One letter was signed by 25 Rajya Sabha members and the other by 40 Lok Sabha members written on November 26 and December 5, 2012 respectively and re-faxed to the White House on Sunday.
Copies of the letters were provided by the Indian American Muslim Council (IAMC) as Rajnath Singh, reached Washington to meet US lawmakers, think tanks and US government officials during which he said he will urge the Americans to lift the ban on visa for Modi.
Mohammed Adeeb, Independent MP from Rajya Sabha, who took the initiative for this campaign, said they sent these letters to Obama again because of the current campaign and initiative being taken by Rajnath Singh for getting a US visa for Modi. The letters were being made public only now, he added.
Rajnath Singh told a press conference in New York on Sunday that he would appeal to the US lawmakers to impress on the Administration to remove the visa ban on Modi imposed after the 2002 post-Godhra riots. The denial came on grounds of human rights violations in Gujarat with Modi as chief minister.
The signatories to the letters include Sitaram Yechury of CPI(M) and M P Achuthan of CPI, both Rajya Sabha members.
When contacted Yechury expressed surprise saying he had not signed any such letter. It appeared to be a cut and paste job, he said.
"I would be the last person to write to the US Administration and to do something like this. We don't want anyone to interfere in the internal affairs of the country.
These are issues which will have to be settled in India politically," Yechury said. Achuthan also denied writing such a letter.
However, Adeeb insisted that Yechury and Achthan had signed the letter and was surprised why they were retracting now.
"Given that legal cases against the culprits including many senior officials in Mr. Modi's administration are still pending in the court of law, any revoking of the ban at this juncture would be seen as a dismissal of the issues concerning Mr. Modi's role in the horrific massacres of 2002," the letter to Obama said.
"It would legitimise Mr. Modi's human rights violations and seriously impact the nature of US-India relations by sending a message that the United States values economic interests over and above the universal values of human rights and justice," said the letter.
The signatories include Sabir Ali and Ali Anwar Ansari (Janata Dal-U), Rasheed Masood (Congress), S Ahmed (Trinamool Congress) Asaduddin Owaisi (All India Majlis-e-Ittehadul Muslimeen), Thirumavalavan (Viduthalai Chiruttaigal Katchi), K P Ramalingam (DMK) and S S Rasmasubbu (Congress).
