{ARC,BJP's_convention,Internal_Security,Naxalites,COMPAT,NCW,Sexual_harrassment,Suryanelli,Political_Outfit/RTI,KYC,&Internet}

Welcome. The third International tribal film festival had started yesterday at Bhopal. It would be showcasing around 70 films related to tribal culture & life.

ARC: For bringing political neutrality & impartiality, a eGoM would be constituted for making draft on code of conduct & discipline for ministers & bureaucrats. The eGoM thus formed had asked Administrative Reforms and Grievance Redressal dept. to prepare report on 10th recommendations of ARC. During its meeting, the members stated that it was felt that such code is necessary. It would enhance impartiality and transparency. The leaders and bureaucrats are equally responsible. The policies in govt. titled fourth report of ARC had been rejected by the eGoM. It was suggested to link present Code of conduct along with Code policy. The ministers should have directions on maintaining constitutional standards and policy based behaviour. Also, a separate unit for monitoring of implementation was suggested to be included in the CMs Offices. It was decided by the govt. that it is not required as there is already a Code. 
Refurbishing Personal Administration - Scaling new heights titled new ARC's report is being considered by other group of Ministers.  

BJP's convention: At BJP's National Executive meeting at Goa, it's President had given the slogan of "Swadeshi & Sarvodaya". The party spokesman told that the fight is not for power but for systemic change. He also criticized govt.'s nuclear agreement. 
The Spokesman told that during the agreement the govt. had stated that it would put an end to electricity crisis. But many States like UP are witnessing power cuts for around 15 hours. During the meeting, the nuke agreement was stated to be false. 
It is to note that CM, Goa, had supported Modi's candidature for handing over of the party's election campaign stating that leader should be like him. While NCP head stated that Modi's balloon would soon be out of air, Congress leaders stated that BJP is split in two factions. During the meeting, all eyes had been on Modi whose coming to National scenario, after declaring him as BJP's Election Campaign Head" had been a long pending issue. 
During the meeting, few leaders like Advani, Jaswant Singh, Uma Bharati were not present due to illness. It is stated that party's meeting was held to discuss upon economic-political situation and plan for election strategy.  
After Modi being declared as Chairman of the BJP's Election Campaign, other faction who was stated to be ill during the meeting, had decided to protest and negotiate on terms for his being elected as Chairman. As per media news, L.K.Advani had put forth three conditions for taking back of his resignation from all three posts held by him;
1. In the event of NDA being sufficient enough to come in power, he may be made PM for at least six months while citing his contribution towards the party.
2. While Modi being made the Chairman, another election campaign committee may be constituted for for legislative assembly elections.
3. In the event of Modi being Chairman or Coordinator, he should report to Advani.
Advani's resignation followed other leaders visiting his house for agreeing him upon the Modi's rise while he would function as Senior leader. Also, NDA constituent, JD(U) had earlier stated that it is party's internal matter but later news came that there would be no compromise upon Modi's name. But BJP had also planned for making JD(U) agree, if not forcing them with additional efforts. JD(U) President had stated that NDA is united. But Bihar CM had put a condition that Modi should not visit Bihar for campaigning. 

Internal Security: Immediately after Gujarat CM, Modi, being handed over the reins of Election Campaign of BJP, it is learnt that the Home minister had rejected his demand of bringing a White paper on Internal Security. He told that govt. is working on two level strategy along with development for combating Naxalism. 
He further stated that UAVs are being arranged at nearby regions of Chattisgarh State. Speaking on NCTC, he had told that Centre and States would have to work jointly. Home minister had stated that Modi is Chief minister since past nine years. He attends such meetings regularly. His state is neighbouring Maharashtra State. So, he should understand the Naxalite problem. There is no requirement of a White Paper. As per him, Centre & State security forces would fight jointly. Also speaking on the progress of NIA investigation, he stated that it is doing it's work & paramilitary forces, too, are doing their work. Also, the amount towards gallantry awards is doubled. CRPF & nine Naxalite infected States are granted an amount of 2,079 crores INR for tackling Naxalite menace.   

Naxalites: Although, it had been decided to target top leaders of the Naxalites, the security agencies believe that it would not be possible for them to reach the forest interiors. Neither they have any knowledge about them nor they have any such photos. They reside in deep interiors in three tier security & it is not possible to penetrate it. As per CRPF Official, the encounters have been done with the outer level only. It is known as Jan militia. It involves local people and hence every encounter with it involves killing of local people. Under the pressure, the forces have to return. 
After Jan militia, military troops are there, which are fully trained. It is inside the forest only. Their senior leaders are protected by another level, which is in the range of 3-4 kms. Uptil now, none of the security forces had reached inside. 

COMPAT: The Supreme Court had issued a notice to the Builder Association of India (BAI) after a petition challenging deposition of 10% of fine imposed by COMPAT was filed by UltraTech cement. It is to note that CCI had fined 10 Cement Companies worth 6,300 crores INR for alleged price hike through lobbying. It had asked all companies to pay 10% of the fine imposed by May 17. On Monday, UltraTech's Counsel had asked that tribunal could not give order prior to the hearing of the appeal. There is no such provision. The Justice Bench had stated that one-side order won't be issued. It had sought reply by June 17. CCI was also present as caveator, which was opposed by UltraTech.
 
NCW: Delhi based National Commission for women would have it's Headquarter named after Delhi's gangraped victim, Nirbhaya. The Chairperson stated that it is being done as she showed her bravery in fighting for her life uptil last stage. The building would be situated at Jasola in South West Delhi. It is also to note that a Nirbhaya fund is also created with the existing budget.   
The first Women bank would be establised by the Fin. ministry with an initial capital of 1,000 crore INR. The Cabinet had issued a note and is likely to be considered sooner. As per news channels, it was declared in the budget. It would be a PSU and start it's operation from November 2013. It would have six branches. As per Fin. minister, it would be in North, South, West, Central, East & North Eastern regions. The bank would be operated by women folks and would grant loans for Women Self-help groups.

Sexual harrassment: A US based Outsourcing firm, iGate had removed it's CEO, Murthy, from Board of Directors. After shareholders approval during the Annual General Body meeting, the decision was taken. He had been removed from CEO & President post after his denial to share information about his women colleagues.
iGate had told SEC that he would not hold any post in any committee of Board of Directors. He had been removed for violating policy and breach of trust. A women colleague had complained against him. However, the complaint was not found to be correct. Such information is to be given as per iGate's policy. It is to note that earlier he had been posted at Infosys's US Office from where he was ousted during the year 2004.

Suryanelli gangrape: The victim had approached High Court for filing a PIL against Dy. Chairman, Rajya Sabha demanding afresh investigation. In the petition, she had stated herself to be most affected. The State govt. had filed an affidavit stating that it is done without permission from Women Organisations. The facts stated are purely personal. It is to note that during 1996, a girl had been gangraped by around 40 persons in Suryanelli. 
 
Swabhiman rally: Another rally after being encouraged thrrough Bihar CM, Nitish kumar, rally in lines with "Adhikar rally" is conducted yesterday by Odisha CM. He is in congruent with TMC leader, Mamata, upon the suggestion of a Third Front as an alternative to BJP & Congress. Congress had made fun of it but it is supposed to be made by SP, TMC, AIADMK, etc. Left parties would also be considered later.

Spot fixing: IPL Spot fixing had cricketers Srisanth, Ankit Chauhan & other 17 accused put in Tihar jail for around 26 days. They were released on bail on Monday. 
Political Outfit/RTI: The Centre had refused to change the present format of RTI for political parties. These would be coming under the RTI Act. However, I & B minister had stated that IT act may be suitably amended. DoPT's nodal agency had given indications for not amending the said RTI Act. It had studied the CIC's decision & the intervention is not felt. For donations amounting less than 20,000 INR, IT Act may be suitably amended. Such donations are too much. 

KYC: RBI had fined three banks which had been caught red handed violating Bank's rules for making black money white as was revealed by news portal, Cobra Post, in a sting operation. It had alleged that govt. banks & insurance agencies are engaged in money laundering acts. The three banks that had been fined are Axis bank worth 5 crore INR, HDFC bank worth 4.5 crore INR, & ICICI bank worth one crore INR.
cobra post had conducted a sting operation in two stages. In the first stage, Axis, HDFC & ICICI banks were alleged with video-footage showcasing how Officials were engaged in the said acts.
RBI had fined them and other banks complaints are also being checked. The banks had been found to be violating Money Laundering & KYC norms. Also, sale of gold coins worth more than 50,000 INR were found violating KYC norms.
It is to note that RBI governor had stated that Banking rules in India are not stricter with banks paying lesser penalty. In America, it attracts severe penalty.

The power and the promise of the Internet lies in its ability to give individuals the capacity to reach, communicate and collaborate with millions of people, to start companies from your kitchen table and launch movements from your desk. 

That liberationist rhetoric -- power to the little guy -- has been at the heart of Silicon Valley for several generations. In his lectures at Cambridge University earlier this year, Google Chairman Eric Schmidt called this the "diffusion of power," and his argument was that disruptive technology would unseat existing power structures and redistribute it among us all.

 
Schmidt seemed startled when his audience didn't entirely buy his dream of freedom. Of course communication was empowering, but at the same time the Internet had done what all new industries do: concentrate power into a few dominant companies, including Microsoft, Google, Apple and Facebook. While their libertarian rhetoric continued unalloyed, the reality of their businesses had changed. They might sell to individuals, but they themselves had become hugely powerful by aggregating users in order to sell access to them to their real customers -- advertisers. 

In this new landscape, individuals in fact had very few rights and very little power.

What's intriguing is that the companies themselves appear to have been fooled by their own rhetoric. Identifying with the outsider, the underdog, the individual, the companies seemed to imagine that they represented a kind of digitally empowered counterculture. When Eric Schmidt recently went to North Korea, he did so against the wishes of his government. When Mark Zuckerberg took Facebook public last year, he did so with a share structure that demonstrated he didn't care about his shareholders. Both positions imply that these billionaire executives side with the individuals whom their businesses are liberating.

 
That this is all fake now appears blindingly obvious. In their careful, legally precise expressions of outrage that followed revelations of their role in widespread government surveillance, these excecutives fool no one. Their companies are in the business of selling users to advertisers, and we should not be surprised that they necessarily cooperate when asked to serve up access to those same users data to national governments. Providing data is the business they are in. Privacy and individual freedoms was never their core concern. They never were rebels; they always were business people for whom the rhetoric of rebellion was mere marketing. 

When Zuckerberg calls for transparency, we should all be very clear that what he wants is transparency for Facebook, not for its users. When Schmidt talks about the power of individuals, we all need to remember that his company is in the business of aggregating that power and selling it. Who ever imagined otherwise?
