Rail Bribery Case: CBI had given clean chit to Ex-Rail minister, Bansal. The charge sheet framed by CBI's Spl. Court against accused was filed yesterday. It is to note that Ex-Rail minister's nephew had been caught red handed while taking bribe worth 90 lakh INR at his residence. The CBI had made Member(Staff) Railway Board, Mahesh Kumar, as accused along with ten other people. It is alleged that he had been asked bribe worth ten crore INR for getting the post ofMember(Electrical). Suspecting bail being granted to accused, CBI had filed the case without getting the permission from Railway Ministry. As per sources, since there is no direct evidence found against Ex-Rail minister, he had not been named as accused.
CBI had also accepted Bansal's claim that Mahesh Kumar was made Member(Staff) Railway Board as per service rules and there had been no anomalies in this regard. His nephew had demanded two crore INR for which around 90 lakh INR had been found while handing over by agents. After his nephew's arrest, he had to resign from the post of Railway minister. It had been suspected that he might be given clean chit similar to SC/ST Commission's Head's son involvement in bribery case. He was also alleged to have been taking bribe from a businessman for clearing matter pending against him in the Commission.
CBI had filed charge sheet as sixty days have been completed after which accused could not be taken for trial. The permission from related department is not yet taken though it is assured that it would be taken soon.
NATO: The supplier company of NATO forces had been targeted by suicidal car attack wherein around seven people died. As per Police Officials, the attack happened in Northern part of Afghan capital, Kabul. The Police head stated that four Nepali guards, one Afghan guard, and two Afghan nationals had been killed. The terrorists started attack with suicide bomb and later fired at guards for around 30-40 minutes. The bomb had caused a big hole at the spot. But in Police firing, all attackers got killed. It is supposed that Taliban had been behind the attack for increasing pressure for holding peace talks. It is to note that earlier such attacks had been done at Supreme Court, Air port, and Presidential house.
2G scam: The Supreme Court of India had rejected petitions of Loop Telecon. and Essar Teleholdings Ltd. challenging CBI's Special court's working area. The Justice Bench had rejected the petitions stating that there is no solid evidence for challenging CBI's Spl. Court's jurisdiction. The Apex Court had kept it's verdict safe during past May.
The petitioners argued that their officials are charged under IPC Acts 420(fraud) & Act. 120(B)-(Conspiracy). In such a situation, the hearing should be under magistrate court rather than CBI's Spl. Court. They had pleaded that they are not chargesheeted under Prevention of Corruption Act (PCA). There is no reason for trial under CBI's Spl. court.
Polio: India had been declared to be Polio free country following no such cases reported during past one year. But it could re-enter through Pakistan. It is to note that Polio eradication programme is affected due to extremists. The Rotary India National Polio Plus Committee head stated that no case had been reported during past two years. The monitoring report concludes that no case would be reportedly found during this year also. India would get certificate for the year 2014 too. But Pakistan and other countries are affected and render the possibility of virus infiltration through these countries.
Political Outfits/RTI: The govt. had made preparations for keeping political parties out of purview of RTI. It would bring an Ordinance. Earlier, CIC had ordered that political parties are constitutional bodies and come under the purview of RTI. They could be asked questions pertaining to expenses, donations, meetings etc. Parties like Congress, BJP, BSP, and NCP state that CIC had taken decision outside its scope of working. It is to note that under RTI Act only, Coal gate scam or irregularities pertaining to Coal block allocation was found. The countries topmost 10 political parties collect donations amounting to more than 1.25 lakh crore INR every year. But the donors are exempt from disclosure.
Modi brand: Gujarat CM's Mission 2014 would start sooner from Lucknow for election campaigning. The strategy is being planned for Operation in UP & Bihar. It would be tried for reaching all classes in every region and link them. These two States would become the axis for Modi's Mission. It is host to around 120 Lok Sabha Seats.
Modi had started his campaigning since February from Delhi's SRCC College. The ground war would involve every thing from cyber war to stage shows and other ways to attract all classes. Actually, BJP is aware of its supporters but less voters too. Therefore, the exasperated party workers along with volunteers would be made active
for joining with the common public.
Modi had asked inputs from all States and based upon them only, the campaign would be planned. The strategy would be either rally would be conducted by Modi or other central ministers or they should attack themselves with the public expectations. In return, public would join them. e.g. if Bihar has a rally, Modi would address city's issue too along with State's issue. These local issues affect the elections. So, they would not be left unaddressed.
As per sources, it is not just local expectations being related to preparations. The "India minus Congress" plan also has certain aspects like many States elections would be contested against regional parties. Besides UP, & Bihar, Odisha and WB would also be important. These four States have 183 LokSabha seats.
Also, it is expected to open account in States like Kerala. Modi had gone to math/temple at Kerala. The followers of Math are 27% and Sangh also has a wider base. As per sources, Modi is in process of volunteers giving donations. After monsoon is lowered, the campaign would be starting from Lucknow. All States pulse would be taken and organisation would be made alright. Intensive campaign would be conducted during September uptil March. It would include all leaders. Modi might visit various States and discuss issues along with Core group, and coordinate considering various political equations.
China: The self-immolation cases on rise for return of Dalai Lama back to China had caused pressure on China to change it's stand. It's policy of oppression won't suffice for holding Tibet. it is due to faith of Tibetanese people in Dalai Lama. It is to note that self-immolation cases started since the year 2011. Uptil date, 119 cases had been reported at Beijing and Shanghai cities.
China had agreed for worshipping of Dalai Lama by Tibetans. Under it, Lhasa's Gaden math/temple would have picture of religious leader, Dalai Lama. It was banned around 17 years back. Now, Xigai province is also being considered for having such picture.
SMS booking: Now, Indian Rail tickets could be booked through SMS wherein SMS would have train no., Starting and destination, Date, Class, Name and age of passengers. The SMS would have to be sent to 139 and 5676714. The print out of the ticket would also be not required in case of mobile.
The service would be started from today. But ticket cancellation charges would be increased. The ticket would have to be cancelled atleast 48 hours in advance of commencement of journey for minimum charges. It would be 48 hrs prior upto six hours before the journey for 25% deduction. Also, it would be 3 INR per SMS as fees. The Gateway tax would be around 5-10 INR.
The ticket cancellation charges would be 60 INR for sleeper, 30 INR for IInd Ordy., 90 INR for Chair Car/AC III, and 100 INR for AC II and 120 INR for AC I tier. If ticket is cancelled six hours prior upto two hours after the start time, it would have 50% reduction in fare charges.

Supreme Court had commented upon CBI's working after Coal gate scam investigation that it has to do intensive work and realistic investigation. The Court had also stated that changes made in CBI's report had killed the soul of investigation. It shows that it is speaking the language of masters like that of parrot with many masters. Therefore, CBI has to be made free from pressures. If autonomy is not given, Supreme Court would intervene. CBI's basic work had been defined and stated that it's work is not to discuss but find out the truth. CBI had to freed from all pressure and attractions. The government should inform about the steps being taken in this regard. It is to note that CBI got it's name on April 1, 1963 under a Special Order. Legally, it is an Special Police Establishment established during 1941.
However, Cabinet meeting under PM was held on June 27 wherein proposals made by GoM were presented. It included CBI director's appointement through Collegium and increase of financial powers to CBI.
Also, the group of ministers had recommended for a panel of retired Justices which would monitor it and ensure no interference. CVC would keep monitoring matters related to corruption like before. Also, Director(Prosecution) would report to CBI Director. These recommendations are being sent to Standing Committee and would be presented before the Parliament.
But it seems to be an eyewash. e.g. Under CVC act,Joint during the tenure of Vajpayee govt., cases against Joint Secretary and above level required govt. permission. CBI had interrogated Ex-Cabinet minister, Congress MP in matter of Coal gate scam. As per RTI information, CBI had sought investigation against 23 govt. Officials from January 2008 upto December 2009. These are of Joint Secretary level and hence permission was not given.
Also, CBI's Executive wing has 690 vacancies and legal department has 108 vacancies. During Sept. 2011, there were four vacancies of Joint Director but no other vacancies existed. Also SP level(38), DSP(131), Inspector(206)&SI(131) vacancies had affected the working of CBI. The field work is done by SP to SI level Staff, which includes vigil as well as following accused.
The govt. had amended rules during May 2013, which would safeguard retired Officials too. It is understood that legal solicitation work is given by Cabinet only.
