Malaria free zone: North America had been declared as Malaria free zone. But the risk is still there as it is home to female mosquito carrier, Anaphilis. The Italy's International Centre for Genetics and Biotechnology personnel stated that it would mean that if any person gets affected during tour, it could be spread to other countries. Malaria is a dreadly disease killing childrens in Africa. Around 50% of malaria affected children get brain related diseases & 10% have neuron related diseases throughout the lifetime. Contrary to popular belief, it is not restricted to arid tropical regions. Many drugs had been introduced but they had failed after sometime. 

Egypt: The Egypt's interim President, Adli Mansoor, had stated of early elections in the wake of political crisis. It could happen during the next year's February. As per his Order issued on Monday, Parliamentary Elections would be held within six months. After it, Presidential Elections would happen. It is to note that the Order had been issued after 51 supporters of Ex-President, Moorsi, are reported to have been shot dead by Army. The violent demonstrations are being conducted after his ousting. The Muslim Brotherhood leaders are also being arrested. The Party's chief leader had stated that this plan would again take the country back to Hosni Mubarak's regime. As per the Order, the Constitutional draft would be amended and a new draft would be constituted within 15 days. Within a period of four months, it would be taken up for seeking public opinion. It would pave the way for Parliamentary elections next year. 
UN General Secretary, Ban-ki-moon, had condemned the violence and asked for an independent enquiry. At Cairo, around 54 Moorsi supporters were killed in a conflict. UN General Secretary is dismayed over it. The supporters had termed it as genocide.

US President, Obama, had greeted Muslim community across the world during the start of their holy month i.e. Ramazan. It would start from Wednesday at US. In a message, US President along with his wife had stated that it is time for dedication for 1.5 billion Muslims worldwide. It is time for followiing those principles that links people of various faiths together. 
The month reminds of independence and respect as right of every one. Today, Western Asia and North Africans are fighting for the same. US stands along with those who are taking world on the path towards peace. 

Election Manifestos/Court directives: The Supreme Court had given ruling that the Election Manifestos of political parties might contain distribution of free laptops, mixer grinders, table fans, gold plates etc that do not come under definition of Corruption in Public representative Act, yet people do get affected by them. These affect the election process. The court had given directions to the Election Commission that it should issue directions in this regard for prevention of such declarations so that election process is free and fair. The Court had also stated EC that it should be implemented immediately. it had also stressed upon formation of rules in regard to the regularisation of various political parties. 
The Apex Court had given this verdict upon hearing petition of Subramanian Balaji regarding DMK & AIADMK manifestos for distribution of free gifts as corrupt election practices. The free gift distribution after coming into power cannot be said to be corrupt practice under Public Representative Act 123. But it could not be denied that these affect the people. 
As per Article 324, Election Commission could issue directions for free ad fair Elections. The distribution of free gifts could be put under separate head in those directions. EC could act after the election dates are announced whereas election manifestos are made prior to it. As such, it could not prevented and it would be an exception. The Court had also stated about it's limited intervention in such matters. It could do so only after it is declared illegal. 

RBI Guidelines: RBI had issued guidelines on fake currency notes. The fake note upon deposition by owner to any of the banks would get a genuine note by the Bank. The RBI notification is implemented with effect from July 1. Such banks would be reporting to RBI from next month onwards. If 100 or more such notes are found, it would have to be informed to the Police and RBI, which would compensate for 25% of the damages. As per notification, it would not be a burden on common public. The Banking system is sufficient to cater to such risks posed. 
If the banks are found to be not able to seize such fake currency notes, they would be suitably fined.
 
Acid Attacks: Supreme Court had stated that the govt. doesn't appear serious on free sale of acids amidst acid attack issues. Many people are dying due to it. The govt. had not made any policy in this regard. The Judges had told to consult along with State govt. for making policy on it. Girls are dying in various parts of the country. The Court had passed an order on April 16 but the policy for controlling sale of acid is not yet made. If any such policy is not made by July 16, it would pass appropriate order. It is to note that the Court wanted to consider upon control of sale rather than putting ban on it.

Fodder Scam: Supreme Court had provided relief to RJD leader and Ex-CM of Bihar by providing stay on CBI Special Court's decision. It had issued notices to Jharkhand State and CBI. The Court would conduct next hearing on July 23. Ex-CM's counsel had pleaded before High Court that the matter should be transferred elsewhere. He had stated that Justice could give decision amidst political effect as he is relative of JD(U). It is to note that fodder scam had got case registered against RJD leader i.e. RC 20A/96 which is pending CBI's Spl. Court's decision. Along with him, Ex-CM, Mishra is also accused amounting 45 persons in total. It is alleged that Veterinary dept. Officials along with contractors had taken out amount worth 37.70 crore INR from Jharkhand's Chaibasa treasury. 
During April 2000, total 56 persons were made as accused out of which eight had died during hearings. One had accepted the charges whilst two others had become govt. witnesses. Around 350 witnesses statements are recorded in this matter.
As per CBI, the amount was taken out through fake bill under the expenditure of fodder, medicines etc. for years. The information had been sent by Chief Accounts Officer but it was not properly taken care of. CBI has evidences that the then CM was informed about it. He was also found to have amassed wealth disproportionate to his income. His wife had also been made as  accused in it.

Delhi's Gangrape: It is to note that the statement of the last witness in the said Gangrape case had been done on Monday. It is done as of Women Investigating Officer. Now, the defendant's party witness statements would be recorded from Monday onwards. The said gangrape happened on December 16 in a luxury bus wherein a paramedical student had been gangrape and thrown at flyover after severely  beating herself along with her boyfriend. The victim later died on past December 29 at Singapore Hospital. The case is being heard at Saket's Fast Track Court, Delhi.

Juvenile Age: The Additional Solicitor General (ASG) Luthra had opposed the petitions wherein it is demanded to have reduction in age limit from 18 to 16 years for decalring as Juvenile. Also, Juvenile Justice Act is opposed for various provisions contained in it. The CJI headed three Justice Bench started hearing from Monday onwards. As per Luthra, there is no basis and reason for amending it. Mere one or two unfortunate incidents should not be taken for reduction in age limit. 
He cited crime record stating that there is marginal increase in such crimes. India had signed International Child 
Protection manifesto'89 during December 1992 and Juvenile Justice Act is made as per it. The age is eighteen years for being declared as Adult. The counsel for petitioners had argued that if the nature of crime is serious, it should not be considered for reduction in penalty. Some people had argued in opposition of mere three years of punishment for the culprit under Juvenile Justice Act. It should be the discretion of the Justice. The case would be heard today also.
   
AFSPA: The J&K Chief Minister had suggested amendment in AFSPA's present form if it is not possible to remove it so that Security forces shall not take undue advantage of it. It had been implemented 23 years before and the situation was quite different from present situation.
As per him, whether it is Markundal's instance or 2010 fake encounter, it had been relaxed under AFSPA. It should remain only in those areas where it is required and not at all places. If it is not possible, it should be suitably amended. The Army wants law for conducting it's anti-terrorist campaigns. The Public Security Act had been strict but it had been amended from time to time. Likewise, Centre should also amend it.  As per him, Haiderpora's incident would be in favour whereas Markundal incident would be against it. Centre should take some positive stand upon it. 

CBI: CBI had asked Supreme Court on Monday to share it's report along with the govt. As per the agency, it is required in various matters. CBI had presented Status report regarding investigation of Coal block allocation in sealed cover. It is to note that during past hearing, Supreme Court had lashed at the govt. for seeing it and making changes in it. As per Supreme Court, CBI speaks the language of masters. It had also sought changes in the team investigating Coal gate scam.
It doesn't want removal of govt. intervention by itself. It had asked for sharing of report with govt. at the time when govt. is presenting affidavit to remove unnecssary control on it. CBI had requested that it had filed three Preliminary report (PE) and had registered regular cases in thirteen matters. As per it, investigation is not just limited to CBI rights. Under DPSE Act (5) & Act (6), it shares it along with various State & Central govt. It has asked to share the report along with CVC, and other govt. agencies upon recommendations of CVC.
CBI had told the apex court that during past September 19 and on April 13, CVC had asked on it's own about certain information from CBI. During that time, investigation was in initial stage. CBI had stated that it had not sent any information other than copies if regularly filed cases as the matter is pending before the Supreme Court. The CBI has to take approval from the govt. for sharing such reports in certain matters. Also, it has to share information along with the lawyers. Taking such facts into consideration, it had sought changes in Court's Order dated May 8.  

Sex assault criminals: Delhi Police had released list of sexual assaulting criminals in it's website today. It contains details of 664 sexual assaulting criminals along with their photos. These had been engaged in such crimes between 1983 and 2013. As per Delhi Police Commissioner, Delhi had registered 463 rape cases uptil April 15, 2013. These had been around 179 during the year 2012. This is 160% increase in numbers. Also, eve teasing and harrassment cases had registered 600-700% increase. The Juvenile Court is likely to give it's verdict on July 11 on single juvenile involved in Delhi's gangrape case.

The import of sugar had caused fall in sugar prices. But due to it, farmers are not being paid Sugarcane price. Based on this, the govt. would put import tax of 15% as compared to earlier 10%. The Food minister had stated that a meeting had been held on Thursday wherein Finance minister and Agriculture minister were also present. Like Crude and refined oil, tax hike on sugar was agreed upon. It would pave way for easy payment to Sugarcane farmers.
The mills have balance of around 9,000 crore INR.
